Minutes for Work Session on January 14, 2014
The first half of the Work Session was held in the First Floor Conference Room of Town Center
and was digitally recorded. Mayor Hunt convened at 7:10 p.m.
The second half of the Work Session was held in the Council Chambers of Town Center due to
the large crowd in attendance. Mayor Hunt reconvened the Work Session at 9:03 p.m. It was not
digitally recorded due the location change; therefore, the discussion summary is below.
B.Discussion regarding the Comprehensive Land Use Plan.
Due to the requests from citizens for Council to reconsider the Comprehensive Land Use
Plan before proceeding with further action about mixed-use developments, Council
discussed the concerns in Work Session. Councilmember Gary Roden mentioned the
Land Use Plan was designed to provide alternative housing for “empty nesters” or
students returning home. He agreed with the need to protect the existing neighborhoods
and should probably review the mixed-use area guidelines to ensure compatibility. Mayor
Pro Tem Billy Faught agreed that mixed-use was not designed for infill development, but
rather large areas. Councilmember Aaron Duncan did not want to redesign the Land Use
Plan since it is only three years old, but agreed that the City should look at the “fringes”
and start small working your way to larger developments. Councilmember Marvin
Franklin suggested establishing some criteria for evaluating the developments.
Councilmember Tim Brancheau said the City needs to look long term. Councilmember
Bob Mahalik stated this is a learning process. The action set forward was to develop and
review regulations and standards for mixed-use development, but to handle each
remaining case individually moving forward.
Mayor Hunt adjourned Work Session at 9:30 p.m. and reconvened into the Regular Session.
