Minutes for Work Session on February 25, 2014
Mayor Hunt convened into Work Session at 6:48 p.m.
A.Discussion regarding FY 13-14 Budget Amendment
Jennifer Miller, Director of Finance, explained to Council the encumbrance carryovers
being presented in the Regular Session under Agenda Item 10. A discussion was brought
up about limitations, but no action was sent forward.
F. Discussion regarding the Andrew Brown Park Redevelopment
Brad Reid, Director of Parks and Recreation, presented the estimated timeline for the
construction of Phase 1 being presented in the Regular Session under Agenda Item 11.
Graphics of the park design were shown. Consultants from Dunaway Associates, L.P.
were available for questions of Council. Discussion about the initial, estimated costs were
brought up, but no action was sent forward.
Mayor Hunt recessed Work Session at 7:33 p.m. and reconvened into the Regular Session.

B.Discussion regarding the renaming of Restland Funeral Home.
Brad Reid, Director of Parks and Recreation, announced that the Funeral Home is being
purchased by another company that would like to retain the Rolling Oaks Memorial
Cemetery name. Council did not have a problem with retaining the name as long as a
License Agreement could state that the naming rights stay in Coppell. A License
Agreement will come back to Council at a future date.
C.Discussion related to the partnering with CISD on a Synthetic Turf Field at Middle
School North.
Brad Reid, Director of Parks and Recreation, discussed the need to partner with CISD for
the use of fields. Council did not have any objections and agreed for Mr. Reid to move
forward. An Interlocal Agreement will come back to Council at a future date.
D.Update on the Trail System.
Brad Reid, Director of Parks and Recreation, gave an update on the Trail System showing
the plans with existing and future phases. The trails will be funded with CRDC dollars.
No further action was sent forward.

E.Discussion regarding the Alcohol Sales in Old Town.
Brad Reid, Director of Parks and Recreation, made a presentation to Council on the
request to sell alcohol at the next festival in Old Town. A graphic was shown with the
initial design placement of the fencing. Although the license would be maintained by
Simmer, the restaurant requesting the action, Council objected to the concept. They were
not interested in barricading the park facility. Should Simmer desire to sell the alcohol
from within their property, or a fenced in “patio” adjacent, and owned by the restaurant,
then Council was agreeable.
G.Discussion regarding Non-Profit Funding.
Councilmember Marvin Franklin announced that a small committee of councilmembers
will be revisiting the process for Non-Profit Funding before the budget hearings begin
this spring. No further action was sent forward.
H.Discussion regarding City-Owned Property at North Lake.
City Manager Clay Phillips updated Council on the recent meetings held between cities
around the North Lake property. He confirmed to Council that the City is under no
obligation to provide any services to the non-residents. No further action was sent
forward.
Mayor Hunt adjourned Work Session at 9:34 p.m. and reconvened into the Regular Session.
