The City Council of the City of Coppell met in Regular Called Session on Tuesday,
February 25, 2014, at 5:30 p.m. in the City Council Chambers of Town Center, 255
Parkway Boulevard, Coppell, Texas.
1. Call to Order

Mayor Hunt called the meeting to order, determined that a quorum was present
and convened into Executive Session at 5:40 p.m.

A. Discussion regarding Economic Development prospects north of
Bethel Road and west of Freeport Parkway.

Mayor Hunt adjourned the Executive Session at 6:46 p.m. and convened into
the Work Session at 6:48 p.m.

Mayor Hunt recessed the Work Session at 7:30 p.m. and reconvened into the
Regular Session.
4. Invocation 7:30 p.m.
Reverend William W. Eason with First United Methodist Church gave the
Invocation.
5. Pledge of Allegiance
Mayor Hunt led those present in the Pledge of Allegiance.
6. Citizens' Appearance
Mayor Hunt asked for those who signed up to speak:
1) Thomas Burrows, 138 Wynnpage Dr., spoke in regards to the primary
elections and the mixed-use project at Denton Tap Rd.
2) Ace Fernandez, 276 Kailey Way, spoke in regards to Google Fiber and

multi-purpose use of parks and open spaces.
3) Al Salata, 510 Greenwich Ln., spoke in regards to the Waste Management
contract with the City.
7. Consent Agenda
A. Consider approval of minutes: February 11, 2014.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Bob Mahalik, to approve Agenda Items A-E on the Consent
Agenda. The motion passed by an unanimous vote.
B. Consider approval of the Coppell Recreation Development Corporation
Officers for 2014.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Bob Mahalik, to approve Agenda Items A-E on the Consent
Agenda. The motion passed by an unanimous vote.
C. Consider approval to award an agreement to Nema 3 Electric, Inc. in
the amount of $190,660.00 as budgeted from the general fund and
$176,942.00 as funded from the CRDC for a total award of
$367,602.00; for the purchase and installation of generator equipment
for emergency backup power for Town Center, Justice Center and
Coppell Aquatic and Recreation Center; and authorizing the City
Manager to sign any necessary documents.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Bob Mahalik, to approve Agenda Items A-E on the Consent
Agenda. The motion passed by an unanimous vote.
D. Consider approval of awarding a bid to John Deere Company, in the
amount of $110,633.01, for the purchase of park & ballfield
maintenance equipment, as budgeted, and authorizing the City
Manager to sign the necessary documents.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Bob Mahalik, to approve Agenda Items A-E on the Consent
Agenda. The motion passed by an unanimous vote.
E. Consider approval to purchase Microsoft Enterprise Licensing from
SHI in the amount of $102,084 and authorizing the City Manager to
execute all necessary documentation.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Bob Mahalik, to approve Agenda Items A-E on the Consent
Agenda. The motion passed by an unanimous vote.

Combination Tax and Revenue Certificates of Obligation, Series 2003;
for redemption prior to maturity, resolving other matters relating to the
subject; and authorizing the Mayor to sign.

Council.
A motion was made by Councilmember Wes Mays, seconded by
Councilmember Aaron Duncan, that this Agenda Item be approved. The motion

date; enacting other provisions relating to the subject, and authorizing
the Mayor to sign.

FirstSouthwest, who made a presentation to Council.
A motion was made by Councilmember Aaron Duncan, seconded by
Councilmember Bob Mahalik, that this Agenda Item be approved. The motion

Dunaway Associates, L.P., in the amount of $1,546,200.00, to provide
architectural and engineering services related to the Phase I
redevelopment of the Andrew Brown Park System, and authorizing the
City Manager to execute the necessary documents.
Presentation: Brad Reid, Director of Parks and Recreation, made a
presentation to Council.

Code of Conduct, Section 1-13-4, Standards of Conduct -Officers;
Amending Subsection1-13-4(C) and Subsection 1-13-5 (E) to provide
for prohibition of representation before Boards and Commissions,
Committees and City Council or Former Officers; and authorizing the
Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that this Agenda Item be approved after striking the
word "agent" from page 2 in Section 1-3-5(e). The motion passed by an
unanimous vote.

14. City Manager Reports
Project Updates and Future Agendas.
City Manager Clay Phillips updated Council on the Sandy Lake Road
Construction Project. Assistant Director of Public Works, Keith Marvin, met
with residents in Winding Creek Hollow. Temporary signage and flashers will
be placed out there to assist the residents during the project. With regards to
the traffic congestion on Denton Tap that day, the rail crossing arms were
stuck in the down position for about 30 minutes during rush hour. Although it
is not a City function, the City was aware of the concerns and brought them to
the attention of the rail line.
15. Mayor and Council Reports
A. Report by Mayor Hunt regarding Upcoming Spring Events.
Mayor Hunt reported on the upcoming Spring Events:
March 22: Music in the Plaza from 7pm — 9pm featuring Live 80; March 29:
Music in the Plaza from 7pm — 9pm featuring Me & My Monkey. April 12:
Earthfest at Town Center Plaza from 9am-1 pm. April 19: Eggstravaganza at
Wagon Wheel Park from 10am —12pm. May 2: Main Street Coppell Concert
from 7pm —10pm featuring Emerald City Band. May 3: Main Street Coppell
Festival from 8am — 2pm featuring the Farmers Market, children's activities,
etc.
16. Council Committee Reports concerning items of community involvement with no
Council action or deliberation permitted.
Councilmember Marvin Franklin reminded Council that the Metrocrest Social
Services Keyholder's Breakfast will be held on March 18th at the Double Tree.
Also, Tee It Up for Metrocrest Social Services will be held on May 20th.
17. Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
Councilmember Aaron Duncan reported on his presentation for Career Fair at
CMSW.
18. Necessary Action from Executive Session

Nothing to report.
At this time, Mayor Hunt recessed the Regular Session at 8:44 p.m. and
reconvevned into Work Session. Mayor Hunt adjourned the Work Session at
9:34 p.m. and reconvened into the Regular Session.
There being no further business before the City Council, the meeting was
adjourned.
