GENERAL ITEMS
Item 1:
Call the Meeting to Order
- Mr. Victor Burke called the meeting to order at 6:32 p.m.
Item 2:
Citizen' s Forum.
- No citizens present wishing to speak.
COPPELL RECREATION DEVELOPMENT CORPORATION
Action Items: (Items requiring CRDC members' action such as a motion or vote)
Item 3:
Consider Approval of Minutes from January 5, 2004 Meeting.
- Mr. Mark Tepper, moved to approve minutes from January 5,
2004.
Mr. Larry Jones, seconded the motion.
Vote: (7- 0), approved.
PARK AND RECREATION BOARD ITEMS
Information Items: (Requires no action by Park and Recreation Board.)
Item 4:
Annual Update from the Coppell Youth Football Association
- Mr. John Lucas and Mr. Robbie McCullough provided the Board
with the following information:
- For the 2003 season, they had 229 players registered, 219
completed the season. 129 cheerleaders registered and completed
the season.
- 85% of the participants are Coppell residents.
- Fees: $175.00 for tackle football and $100.00 for flag football.
Fees cover the use of helmets, shoulder pads, pant pads, jerseys,
and socks. Players must return protective equipment but can keep

their jerseys and socks. Fees for cheerleaders were $200.00
CYFA get sponsorships from private and public corporations.
Criminal Background Checks are performed annually to all Board
of Directors, Football Coaches, Cheerleading Coaches, Team
Parents, and volunteers.
Concession average revenues are around $300.00/week.
CYFA goal is to continue building a winning football tradition in
Coppell for generations to come.
Parent/Coach conduct within the Coppell Sports Associations.
- Mr. Greg Garcia informed the Board of the ongoing issues with
Parents and/or Coaches misconduct.
- Mr. Garcia mentioned the suspension of three parents and two
coaches last season due to verbal abuse and foul language.
- Mr. Garcia's recommendation is to create and implement an
awareness program for parents and a standard code of ethics.
- The Board agreed that something should be done and will bring
this item back for further discussion.
Teen Sub-committee Report
Mr. Castillo informed the Board:
- Hilary Brodofsky, with YMCA continues to drive interest with the
teen program.
* YMCA Teen Center Update:
- Electricity will be activated soon
- Has sofa' s, tables, television, stage, pool table, ping pong tables,
foosball tables, dart boards, etc.
- Will hold special weekend events for Middle School and High
School teens such as basketball tournaments, band competition,
tutoring, and host community groups.
- Membership is free with five hours per month community service
commitment, and each teen will meet monthly with staff member
to review commitment that results in free member services to the
YMCA.
- Registration requires parent's authorization.
- Issue with school time participation as school will not allow
students to travel in their own vehicles during school time
- Next Teen meeting, February 10, 6:00 p.m. at YMCA.
- Mr. Reid informed the Board about the March Youth Advisory
Committee meeting to be held in Mesquite.
Director' s Report.
· Tree Preservation Ordinance
- The Economic Development Committee has sent a letter to the
Park and Recreation Board Chair and would like to come to the March
meeting to discuss the Tree Preservation Ordinance and how it is affecting

· Construction Progress Report
- Mr. John Elias provided the Board with updated information.
· Special Events Report
- Ms. Jane Anne Sellars provided the Board with Fall Program
Information.
- Son/Mom Dance Event scheduled for February 6, from 6-9 p.m.
- Dad/Daughter Dance Event scheduled for February 7. Both events
will be held at the Aquatic and Recreation Center.
Chair Report.
· Adopt a Location.
- Scheduled for February 7, 2004 at 9 a.m.
TREE BOARD ITEMS
Judging of the Arbor Day Posters submitted by local fifth graders.
- There were 107 participants from various Coppell Schools
