ORDINANCE NO. 92549
AN ORDINANCE OF THE CITY OF COPPErJ., TEXAS, PROVIDING FOR THE
ESTABLISHMENT OF WATER UTILITY INSPECTIONS BY THE WATER AND SEWER
DEPARTMENT IN RESIDENTIAL, RETAIL AND COMMERCIAL AREAS; PROVIDING
FOR FEES FOR INSPECTION; PROVIDING A SEVERABILITY CLAUSE; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council desires to insure the integrity of
the water, waste water and drainage systems in residential, retail
and commercial areas in Coppell, NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS.
SECTION 1: In order to insure integrity of the water,
wastewater and drainage systems in residential, retail and
commercial areas in the City of Coppell, such utilities shall
hereby be inspected by the Water and Sewer Department before a
Certificate of Occupancy is granted by the City.
SECTION 2: The activities to be performed during the
inspection shall be, but not limited to, inspecting the water meter
and its setting, ascertaining the grade of the meter box,
inspecting for leaks at the water service, inspecting the water
main line and fire hydrant valve stacks for access, checking fire
hydrants, checking sanitary sewer manholes and cleanouts for proper
grade and setting and checking storm drain inlets to insure they
are free of debris and silt.
SECTION 3. The fee to be charged for such water utility
inspection shall be $50.00 per building and $25.00 for each
I~dditional reinspection. Costs incurred by the City in the
[nspection are Field Personnel hours, expenses for vehicle use, and
miscellaneous administrative costs. The payment of this fee shall
be due prior to issuance of the Building Permit.
SECTION 4. All parts of ordinances, inconsistent or in
conflict with the provisions of this ordinance are hereby repealed.
SECTION 5. If any article, paragraph or subdivision, clause,
or provision of this ordinance shall be adjudged or held
unconstitutional, the same shall not affect the validity of this
ordinance as a whole or any part or provision thereof, other than
the part so decided to be invalid or unconstitutional.
SECTION 6. This ordinance shall take effect immediately from
and after its passage as the law in such cases provides.
