Parks and Recreation Board

Members present were Chair Greg Garcia, Vice Chair Jack Clark, Secretary Ed
Guignon, Boardmember Philip Houm, Boardmember Biju Mathew, Boardmember Bill
Whitehill, Boardmember Maureen Corcoran, Alternate John Davis, Alternate Lisa
Montes and Student Advisor Prerana Ramadurgum
Also present were Parks and Recreation Director Brad Reid, Administrative Support
Supervisor Cecilia Gandara and City Attorney David Dodd.
The Parks and Recreation Board of the City of Coppell met on Monday, July 7, 2014
immediately following the 6:30 pm CRDC meeting in the City Council Chambers of
Town Center, 255 E. Parkway Boulevard, Coppell, Texas.

Item Call To Order
Item Citizen's Forum.
Chairman Garcia called the meeting to order at 8:50 p.m.
Chairman Garcia asked for those who signed up to speak:
255 Parkway Blvd.
1) Gene Liese, 458 Copperstone Trail: wants to see kids play all the time and
make 20% of 80120 CISD kids.
2) Jewel Johnson, 327 Auburn Way: those who live near the park are affected
more than anyone by the potential redevelopment of Andrew Brown Park
Parks.
3) Angela Lancaster, 1006 Forestwood: CYSA is excited about the plan, need
restroom/concessions for soccer, has been waiting for an improvement on the
fields for many years. Concerns with potential practice field loss.
Item Consider approval of minutes: June 2, 2014
A motion was made by Vice Chair Clark, seconded by Boardmember Corcoran,
that this Agenda Item be approved. The motion passed by a unanimous vote.
Item Update and discussion regarding the design for the redevelopment of
4 Andrew Brown Park
Brad Reid, Director of Parks and Recreation, read the highlights of the
comments from the public meetings held in May. Following discussion, the
City of Coppell, Texas

Board suggested having a special meeting to further discuss the citizen's
comments presented at the public meetings and tonight's public hearing and
how that input might influence the redevelopment plans. The Board suggested
that July 14th could be the date to hold the meeting.
Item Discussion and recommendation related to facility usage and the
5 80/20, resident/non-resident rule plan
Angela Lancaster, President of the Coppell Youth Soccer Association, spoke
on behalf of the Coppell Youth Sports Council. Mrs. Lancaster informed the
Board that the Sports Council's recommendation would be to change the 80/20
rule to 70% (to include 75019 residents and all CISD students) and 30%
non-residents/non CISD students. They also suggest that the 70% above
would be charged the resident fee to participate, even though they may not
truly be "residents" by definition. The board expressed their concerns of
allowing non-resident CISD students to participate at the same rate as a
resident. After much discussion the board asked the Sports Council to
evaluate the possible impacts that the future expanded CISD student
population might have on the Coppell parks system.
Boardmember Biju Mathew left the meeting.
Item Presentation and discussion related to new information regarding the
6 design of a possible pedestrian bridge over Denton Creek
Brad Reid, Director of Parks and Recreation, updated the board on the current
status of the project. Kyle Dykes of Teague Nall and Perkins detailed the future
potential implications of a recently published flood study completed by the US
Army Corp of Engineers on the proposed Denton Creek Bridge. The
consensus of the Board was to recommend to the City Council that the City
proceed with the proposed project as planned.

Item Director's Report
Youth Advisor Ramadurgun stated that she has seen many water bottles at
Andrew Brown floating in the lakes. She would like to see more recycling bins
located around the park. She also suggested adding mile makers around the
Andrew Brown Park trail system with the park redevelopment.

A) No project update.
B) July 3rd and 4th events had a great turn out. Chairman Garcia suggested
adding food trucks to the event and improving the patriotic music along with
the fireworks show. Mr. Reid informed the board that the joint Library/Park
Board/Council meeting will be held on August 14, 2014. He also informed the
Board that we are now using Legistar to send out agendas for meetings.
