MINUTES OF SEPTEMBER 129 2013
BUILDING AND STANDARDS MEETING
The Building and Standards Commission of the City of Coppell met in a
Special --Called Session on Thursday, September 12, 2013, at 7:00 p.m. in the
Engineering Conference Room, 265 E Parkway Blvd, Coppell, Texas. The
following members were present:
Mark LeGros, Chairperson
Donald Perschbacher, Vice Chairperson
Pennie Poe, Commissioner
John Hirschy, commissioner
Lynn Crosby, Alternate Commissioner
Kathie Troy -Rucker, Alternate Commissioner
Also present were Chief Building official Michael Arellano and Administrative
Technicians Michelle Matunas and Ashley Owens.
Item 1: Call to order.
Chairperson LeGros called the meeting to order at 7:00 p.m.
Item 2: Approve the Minutes for November 1, 2012.
Action,:
Motion by Vice Chairperson Perschbacher, second by Commissioner Hirschy to
approve the minutes for November. 1, 2012. The motion carried 0_0 with
Chairperson LeGros, Vice Chairperson Perschbacher, Poe, Hirschy, Crosby and
Troy --Rucker voting in favor of the motion.
Item 3: PUBLIC HEARING to consider the recommendation for
adoption of the 2012 Editions. of the following Codes: International
Building Code, International Energy Code, International Fire Code,
International Fuel Gas Code, International Mechanical Code, International
Plumbing Code, International Property Maintenance Cade, as well as the
International Residential Building Code, all with local Coppell
amendments, carried over from the previous code adoption.
Presentation:
Michael Arellano, Chief Building Official, made a presentation to the
Commission. Mr. Arellano stated the proposed codes are recommendations
(amended to apply to the City of Coppell) of the North Texas Council of
Governments. He stated that tonight's meeting is intended to provide a brief
overview of the code updates with the intention of seeking the Commission's
recommendation for approval and subsequent approval and adoption by City
Council. Mr. Arellano continued by pointing out some of the differences between
the codes currently in place and the proposed codes. Mr. Arellano also ensured
the Commission that the City's building inspectors are well aware of the code
changes, and they attend numerous continuing education classes in order to
maintain their certifications and keep them informed and up to date regarding
such changes.
Action:
Motion by Vice Chairperson Perschbacher, second by Commissioner Hirschy to
approve the recommendation for adoption of the 2012 Editions of the following
Codes: International Building Code, International Energy Code, International
Fire Code, International Fuel Gas Code, International Mechanical Code,
International Plumbing Code, International Property Maintenance Code, as well
as the International Residential Building Code, all with local Coppell
amendments, carried over from the previous code adoption. The motion carried
5_0 with Chairperson LeGros, Vice Chairperson Perschbacher, Ketchum,
Copher and Hirschy voting in favor of the motion.
There being no further business, the meeting adjourned at 8:00 p.m.
