OR 2014-1383 No Parking Westhaven AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. ________ AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 8, TRAFFIC REGULATIONS, ARTICLE 8-3, PARKING, SECTION 8-3-1(A) OF THE CODE OF ORDINANCES; BY ADDING A SUBSECTION TO MAKE IT UNLAWFUL TO STOP, STAND, OR PARK A VEHICLE AT ALL TIMES ON A PORTION OF VARIOUS STREETS WITHIN THE WESTHAVEN SUBDIVISION; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That Section 8-3-1(A) of Chapter 8, Traffic Regulations, Article 8-3, Parking, of the Code of Ordinances be, and the same is hereby, amended to provide for a no parking zone on various streets within the corporate limits of the City of Coppell the Westhaven Phase 1 subdivision which shall hereinafter read as follows: ARTICLE 8-3. PARKING “ Sec. 8-3-1 NO PARKING ON SPECIFIC STREETS & IN CERTAIN SCHOOL ZONES/SCHOOL AREAS A. No parking on specific streets. It shall be unlawful for any person to stop, stand or park a vehicle at any time in violation of any official sign, curb marking, or street marking that prohibits, regulates, or restricts the stopping, standing or parking of a vehicle at the times designated for the following streets: ALLEN ROAD ….. BANBURY ROAD at all times, from its intersection with Terrace Street on the southeastern curb line northeastward for a distance of 148 feet. BETHEL ROAD ….. ….. BLACKBURN DRIVE ….. BRIDGE STREET at all times on the north side, from its point of intersection with S.H. 121 service road southward for a distance of 105 feet. BRIDGE STREET at all times on the south side in its entirety. CANTERBURY COURT at all times, from its eastward point of intersection with Westhaven Road on the northeastern curb line south for a distance of 320 feet. CANTERBURY COURT at all times, on the east side, beginning at a point 460 feet from its point of intersection with Westhaven Road, westward for a distance of 200 feet. CANTERBURY COURT at all times along the traffic island and open space lot 3X of Block G, of the Westhaven Phase I Addition. CEDAR CREST ….. ….. SOUTHWESTERN BOULEVARD ….. SPRINGLAKE WAY at all times, on both sides from its point of intersection with Terrace Street to its point of intersection with Westhaven Road. SPRINGLAKE WAY at all times, on the south side from its point of intersection with Westhaven Road southeastward for a distance of 447 feet. TERRACE STREET at all times, from its point of intersection with Banbury Road on the northern curb line westward for a distance of 184 feet around the cul-de-sac. TERRACE STREET at all times from its westward intersection with Banbury Road for a distance of 191 feet. 2 TOWN CENTER BOULEVARD ….. WEST TOWN CENTER DRIVE ….. WESTHAVEN ROAD at all times on both sides, from its northeastern point of intersection with S.H. 121 service road to its point of intersection with Bridge Street. WESTHAVEN ROAD at all times on the north side from its western point of intersection with S.H. 121 service road on the north curb line south east a distance of 86 feet. WESTHAVEN ROAD at all times on the south side from its western point of intersection with S.H. 121 service road on the south curb line south eastward a distance of 126 feet. WILLOW LANE ….. ….. …..” SECTION 2. The traffic engineer shall erect official signs, curb markings, or street markings giving notice that parking, stopping or standing of vehicles is prohibited at the locations designated herein. SECTION 3. That all provisions of the Code of Ordinances of the City of Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 4 . That should any word, phrase, paragraph, section or phrase of this ordinance or of the Code of Ordinances, as amended hereby, be held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this ordinance as a whole, or any part or provision thereof other than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity of the Code of Ordinances as a whole. 3 SECTION 5 . An offense committed before the effective date of this ordinance is governed by prior law and the provisions of the Code of Ordinances, as amended, in effect when the offense was committed and the former law is continued in effect for this purpose. SECTION 6. That any person, firm or corporation violating any of the provisions or terms of this ordinance or of the Code of Ordinances, as amended hereby, shall be guilty of a misdemeanor and upon conviction in the Municipal Court of the City of Coppell, Texas, shall be subjected to a fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense; and each and every day such violation is continued shall be deemed to constitute a separate offense. SECTION 7. That this ordinance shall take effect immediately from and after its passage and the publication of the caption, as the law and charter in such cases provide.
