RE 2014-0825.1 RESOLUTION NO. 2014-0825.1 A RESOLUTION OF THE CITY OF COPPELL, TEXAS, AMENDING RESOLUTION NO. 010996.3, THE MASTER FEE SCHEDULE, AS AMENDED, BY AMENDING THE WATER METER DEPOSIT FEE, IN PART; THE COPPELL CITY CODE FEES, IN PART; THE COPPELL CITY CODE (ZONING), IN PART; THE COPPELL CITY CODE (SUBDIVISION REGULATIONS), IN PART; THE COPPELL CITY CODE (BUILDINGS), IN PART; THE FIRE PREVENTION FEES, IN PART; THE LIBRARY FEES, IN PART; THE FOOD ESTABLISHMENT FEES, IN PART; THE PERMANENT ESTABLISHMENT FEES, IN PART; THE ENGINEERING FEES, IN PART; OTHER FEES, IN PART; THE GARBAGE COLLECTION FEES, IN PART; AND PROVIDING A REPEALING CLAUSE AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Coppell, Texas, previously adopted Resolution No. 010996.3 to provide for general and special fees and charges to be assessed and collected by the City, as authorized by the Code of Ordinances and other applicable codes, ordinances, resolutions, and laws; and WHEREAS, the City Council of the City of Coppell desires to amend certain fees as set forth therein and delete others as authorized by law; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Master Fee Schedule section entitled “Chapter 3, Coppell City Code” be amended, in part to read as follows: Sec. 3-1-11, Water Meter Deposit “… Temporary Construction Meters $1,400.00 SECTION 2. That the Master Fee Schedule section entitled “Chapter 10, Coppell City Code” be amended, in part to read as follows: Sec. 10-3-4 Sign Permit $100.00 (waived for 5,000 sq. ft. or less for initial sign permit) …” Sec 10-5-4 Temporary Banner Sign Permit Fee $25.00 (first two permits waived for businesses 5,000 sq. ft. or less) 1 SECTION 3. That the Master Fee Schedule section entitled “Chapter 12, Coppell City Code (Zoning)” be amended, in part to read as follows: “… 1a) Minor PD Amendment for an existing $250.00 once a year Non-Residential Use, 5,000 sq. ft. or less and thereafter a $500 minimum, plus $25.00 per acre or portion thereof. …” 12) Administrative Approval of Minor $250.00, except waived for Site Plan Amendment non-residential uses 5,000 sq. ft. or less, once a year, and thereafter $250.00 …” SECTION 4. That the Master Fee Schedule section entitled “Chapter 13, Coppell City Code (Subdivision Regulations)” be amended, in part to read as follows: “… If development is nonresidential and building is 5,000 square feet or less, then the Developer shall pay 2% of the cost of the items to be permitted and inspected by the Engineering Department and dedicated to the City. If development is nonresidential and building is 5,000 square feet or less, then the Developer shall pay 1% of the cost of the items to be inspected by the Engineering Department, but not dedicated to the City such as parking lots, private utilities, private drainage systems, and so forth. SECTION 5. That the Master Fee Schedule section entitled “Chapter 15, Coppell City Code (Buildings)” be amended, in part to read as follows: “… 2) Full Building Package* …” 3) Shell Buildings Base* …” 4) Shell Buildings Finish Out* …” 5) New Construction* …” 6) Additions, Alterations, Repairs and Demolition** …” *If 5,000 square feet in building area or less, then a 50% reduction in fees is applicable. If 5,000 square feet in building area or less and located within the Historic District, then a 75% reduction in fees is applicable. **If project and/or lease space is 5,000 square feet or less with a value of construction of $150,000 or less, then a 50% reduction in fees is applicable. That the Master Fee Schedule section entitled “Chapter 15-5-1, Fire Prevention Fees)” be amended, in part to read as follows: “… Fire Sprinkler System Plan Review and Inspection Fee (for buildings greater than 5,000 sq. ft.) $100.00 …” Fire Alarm System Plan Review and Inspection Fee (for buildings greater than 5,000 sq. ft.) $50.00 SECTION 7. That the Master Fee Schedule section entitled “Library Fees” be amended, in part to read as follows: Library Fees: “… Overdue Fees on Books, Books on CD and Magazines Delete Fee Overdue Fees on DVD’s Delete Fee …” Fee for faxing services $1.00 per page SECTION 8. That the Master Fee Schedule section entitled “Food Establishment Fees” be amended, in part to read as follows: “… Plan Review Fee for New and Extensively $100.00 Remodeled Establishments (waived for 5,000 sq. ft. or less) …” SECTION 9. That the Master Fee Schedule section entitled “Permanent Establishment Fees” be amended, in part to read as follows: “… Fees waived for food establishments 5,000 sq. ft. or less for the first year, then follow the above schedule thereafter. 3 SECTION 10. That all provisions of the resolutions of the City of Coppell, Texas, in conflict with the provisions of this Resolution, except as noted herein, be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this Resolution shall remain in full force and effect. SECTION 14. That should any word, phrase, paragraph, or section of this Resolution be held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this Resolution as a whole, or any part or provision thereof other than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity of the Resolution as a whole. SECTION 15.
