The City Council of the City of Coppell met in Regular Called Session on Tuesday, August 26, 2014, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Pro Tem Franklin called the meeting to order, determined that a quorum was present and convened into Executive Session at 5:35 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. Discussion regarding economic development prospects north of Lakeshore Drive and west of Belt Line Road. Work Session (Open to the Public) 1st Floor Conference Room Mayor Pro Tem Franklin adjourned the Executive Session at 6:02 p.m. and convened into the Work Session. A. Discussion regarding the Water Supply and Sanitary Sewer Collection System. B. Discussion regarding the Communication Plan for the Republic Solid Waste Service transition. C. Discussion regarding Non-profit Funding. D. Discussion regarding the 5th Tuesday Work Session on September 30th. Presented in Work Session Regular Session Mayor Pro Tem Franklin adjourned the Work Session at 7:05 p.m. and reconvened into the Regular Session at 7:30pm. 4. Invocation 7:30 p.m. Derek Robinson with GracePoint Church gave the Invocation. 5. Pledge of Allegiance The Coppell Fire Department Honor Guard presented the colors and led those present in the Pledge of Allegiance. 6. Presentation honoring Coppell Firefighters for their actions of a successful resuscitation of a Coppell Citizen. Fire Chief Kevin Richardson made a presentation honoring the following Coppell Firefighters for their actions in a successful resuscitation of a Coppell citizen, Mr. Sylvester: Todd Bourland, Captain, Tim Allen, FF/Paramedic, Michael Brower, FF/Paramedic, Brandon Greenberg, FF/Paramedic and Jon Yowell, FF/Paramedic. 7. Presentation of an award to the City of Coppell from the Texas Comptroller of Public Accounts as a recipient of the 2014 Texas Comptroller Leadership Circle Platinum Member. Mayor Pro Tem Franklin presented an award from the Texas Comptroller of Public Accounts to Cayce Lay, Budget Coordinator, for receiving the 2014 Texas Comptroller Leadership Circle Platinum Award. 8. Report by the Economic Development Committee. Read and Filed William Rohloff, Chair, gave the board's semi-annual report to Council. Consent Agenda A. Consider approval of the minutes: August 12, 2014. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Gary Roden, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanimous vote. B. Consider approval of a Resolution amending Resolution No. 010996.3 as amended, amending the Master Fee schedule for Water Meter Deposit Fees, Coppell City Code Fees, Fire Prevention Fees, Library Fees, Food Establishment Fees, Permanent Establishment Fees, Engineering Fees, Other Fees and Solid Waste Collection Fees and authorizing the Mayor to sign. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Gary Roden, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanimous vote. Enactment No: 2014-0825.1 C. Consider approval of the annual review of the written Investment Policy of the City of Coppell as provided by the Public Funds Investment Act, Chapter 2256, Texas Government Code. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Gary Roden, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanimous vote. D. Consider approval of a Resolution of the City of Coppell, Texas appointing a Plan Administrator for the City of Coppell, Texas PARS Public Agencies Post -Retirement Health Care Trust and authorizing the Mayor to sign. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Gary Roden, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanimous vote. Enactment No: 2014-0825.2 End of Consent Agenda 11. PUBLIC HEARING: To receive public comment concerning the proposed 2014-15 budget for the Coppell Crime Control and Prevention District. Presentation: Jennifer Miller, Director of Finance, made a presentation to City of Coppell, Texas Page 3 City Council Minutes August 26, 2014 Council. Mayor Pro Tem Franklin opened the Public Hearing and advised that no one signed up to speak. A motion was made by Councilmember Mark Hill, seconded by Councilmember Bob Mahalik, to close the Public Hearing and approve this Agenda Item. The motion passed by an unanimous vote. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, to close the Public Hearing. The motion passed by an unanimous vote. Consider award of a contract for upgrades to the City of Coppell Supervisory Control and Data Acquisition (SCADA) system, which controls the water and sewer pumping and delivery, to Prime Controls, LP in the amount of $136,400.00; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council. A motion was made by Councilmember Wes Mays, seconded by Councilmember Cliff Long, that this Agenda Item be approved. The motion passed by an unanimous vote. City Manager Reports - Project Updates and Future Agendas City Manager Clay Phillips gave a project update on West Sandy Lake Road. There will be intermittent lane closures as work is continued along Sandy Lake Road. Capacity will grow, but there is still work to be done on the medians, landscaping and irrigation. Freeport Parkway is looking different due to the construction project along Creekview to Wagon Wheel Park. Finally, the project for South Coppell Road and the remainder of Bethel Road will be going to bid shortly. Construction won't begin before the holidays, but the project is in the works. Regarding future agendas, there will be a CRDC Public Forum on September 3rd at 6:30 p.m. in the Council Chambers and a 5th Tuesday Work Session on September 30th. 16. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. Councilmember Roden attended the Senior Center Pot Luck Lunch and enjoyed his time taking questions and visiting with members. 17. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Nothing to report. 18. Necessary Action from Executive Session Nothing to report.
