Parks and Recreation Board
Monday, August 4, 2014 6:30 PM 255 Parkway Blvd.
Members present were Chair Greg Garcia, Vice Chair Jack Clark, Secretary Ed
Guignon, Boardmember Philip Houm, Boardmember Biju Mathew, Boardmember Bill
Whitehill, Boardmember Maureen Corcoran, Alternate John Davis, Alternate Lisa
Montes, Student Advisor Prerana Ramadurgum and Student Advisor Erin Crumpler
Also present were Parks and Recreation Director Brad Reid, Administrative Support
Supervisor Cecilia Gandara and City Attorney David Dodd.
The Parks and Recreation Board of the City of Coppell met on Monday, August 4, 2014
at 6:30 pm in the 2nd Floor Conference Room of Town Center, 255 E. Parkway
Boulevard, Coppell, Texas.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Chairman Garcia called the meeting to order at 6:30 pm.

Boardmember Maureen Corcoran, Boardmember Philip Houm,
Boardmember Biju Mathew, Boardmember William Whitehill, Alternate
Jon Davis, and Alternate Lisa Montes
2. Consider approval of minutes: July 7, 2014
A motion was made by Boardmember Whitehill, seconded by Boardmember
Mathew, that this Agenda Item be approved. The motion passed by a
unanimous vote.

3. Annual update by the Coppell Baseball Association
Steve Bennett, President of the Coppell Baseball Association, updated the
board on current activities.
4. Update and discussion regarding the design for the redevelopment of
Andrew Brown Park
The Board discussed and made recommendations related to the comments

received at the public forums and the July 7th public hearing pertaining to the
redevelopment of Andrew Brown Park. The Board is in favor of exploring the
possibility of moving the 4 -field softball complex to Wagon Wheel Park and
create increased flexibility with its programming. They suggested that if Wagon
Wheel is not desirable, the plan of AB Part West recently revised by Dunaway
reflecting the "radial parking lot" is favored over the original plan.
5. Discussion and recommendation related to facility usage and the
80/20, resident/non-resident rule plan
The consensus of the Board was to recommend to the City Council to change
the 80/20 rule to 75/25 with 75% being Coppell corporate city limits and 25%
non-residents. The above criteria will hold true for the resident/non-resident
fees.
Youth Advisor's Report
Youth Advisor Erin Crumpler stated that she is meeting with the Nature Park
next week to present her idea of creating a brochure that identifies birds at the
Nature Park. Youth Advisor Prerana Ramadurgum suggested having field trips
for elementary school children to the Nature Center for science projects.
7. Director's Report
Brad Reid, Director of Parks and Recreation, updated the board on current trail
projects and upcoming events. He mentioned that applications for Boards and
Commissions are now available

Nothing to report.
Adjournment
There being no further business before the Parks and Recreation Board, the
meeting adjourned at 8:40 pm.
