Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 Parkway
Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.
The purpose of the meeting is to consider the following items:

City Council shall convene into closed executive session pursuant to Section 551.071 of the
Texas Government Code consultation with the City Attorney to seek legal advice concerning
municipal financing, debt issuance and tax proceed payments involving public improvement

Awareness Month”, and authorizing the Mayor to sign.

Court Week”, and authorizing the Mayor to sign.

A. Consider approval of minutes: October 14, 2014.
B. Consider approval of an Ordinance amending the Code of Ordinances, Chapter 1,
Article 1-4, Section 1-4-2 entitled “Street Name Changes” by adding paragraph “T” to
rename Chartwell Drive to Hackberry Road from its intersection with Belt Line Road
eastbound to the east city limits of Coppell and authorizing the Mayor to sign.
C. Consider approval of revised License Agreements with Dallas Area Rapid Transit
(DART) for the purpose of constructing, reconstructing, maintaining and operating
utilities within the Cotton Belt railroad corridor; and authorizing the Mayor to sign any
necessary documents.

Consider approval of award of a Professional Services Agreement with Pacheco Koch, LLC, in
the amount of $199,950.00 for design services related to the development of the Grapevine
Creek Park Trail, and authorizing the City Manager to sign the necessary documents.

Consider approval of award of a Professional Services Agreement with Pacheco Koch, LLC, in
the amount of $158,025.00 for design services related to the development of the MacArthur
Blvd Trail, and authorizing the City Manager to sign the necessary documents.
13.
Consider approval of amending the Code of Ordinances, by amending Chapter 2, Boards and
Commissions, Article 2-1 “Library Board”, by amending Section 2-1-2, “Meetings” and “Powers
and Duties”; by amending Article 2-2 “Parks and Recreation Board”; by amending Section
2-2-2, “Term; Vacancies”; by repealing and replacing Article 2-3 “Keep Coppell Beautiful” with a
new Article 2-3, “Coppell Recreation Development Corporation”; and by adding a new Article
2-5 “Economic Development Committee”; and authorizing the Mayor to sign.
