Action: Commissioner Darling made a motion to recommend approval of Case No. PD -273R -C, Texaco, a zoning change request from C (Commercial) to PD -273R -C (Planned Development -273 Revised -Commercial), subject to the following revised conditions: 1. Additional engineering comments will be generated upon detail engineering plan review. 2. A tree removal permit is required prior to construction. 3. Depict 60' front yard building setback line on site plan and 20' adjacent to the north and east property lines. 4. Shift the dumpster enclosure behind the front yard setback line. 5. Shift the proposed enhanced pavement at drives, one foot interior to the property line, correctly spell "enhanced" and delete "brick pavers" from verbiage. 6. Note in PD Conditions table that the northern side yard setback is proposed to be 20' instead of the 30' required by ordinance and that the franchise signage be limited to the west and south elevations of the gas canopy, be white channel letters and limited to a maximum of five -square -feet (5'x1') in size. 7. Sidewalk easement shown on Site Plan should match the revised one indicated on the replat. 8. Ensure Cedar Elms are the dominant street tree along S. Denton Tap and E. Belt Line Roads and there is no potential interference with the power lines on the property. 9. Include the proposed details of the menu board on signage sheet. DISCUSSION: This is a request to remodel an existing Wendy's restaurant. We've been working with this applicant for a considerable period of time to ensure the revised design fits with the overall architectural character of Coppell, especially in a primary image zone. The plan before you is the third iteration of this proposal and considerable progress has been made by the applicant to conform to our design guidelines. Color, signage, building materials have all been presented to conform to our standards. Because this proposal reflects the image of Coppell and the plan conforms to all design standards we can support this application. There is one minor drafting change needed and it is reflected in the conditions statement outlined in our staff recommendation below. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this request with one condition: 1. Modify Signage Calculations on Sheet A2.1 deleting the 22 -square -foot notation on the East Elevation and transferring that 22 square foot dimension to the West Elevation. ALTERNATIVES: 1. The proposed PD included five office/warehouse buildings totaling 1,600,000 square feet of structure, a comprehensive landscape plan and conceptual elevations of building form. HISTORIC COMMENT: We have found nothing of historic significance on the parcel. TRANSPORTATION: Sandy Lake Road is a four -lane, concrete, divided thoroughfare on the south side of this property. Coppell Road borders the tract on the east side, is a two-lane, undivided concrete road within a variable width right-of-way, but has no access to the property. Freeport Parkway, a variable width major thoroughfare (four -lane divided) is in design and will extend from Sandy Lake through the property to State Highway 121. Construction is to begin this spring on this portion of Freeport. ITEM # 05 Page I of 4 SURROUNDING LAND USE & ZONING: North: single -story office/commercial uses: HC, Highway Commercial South: church and single-family residential: R, Retail and PD -108 -SF -9 East: detached single-family residential; SF -7 and PD -SF -7 West: office/warehouse; PD -208 -LI and HC, Highway Commercial COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this land as appropriate for Industrial Special district, its intended use. DISCUSSION: As stated in the HISTORY portion of this report, Prologis rezoned this property in July of last year as a Conceptual Planned Development. That plan showed five buildings being constructed on the land with access from an extended Freeport Parkway. A comprehensive landscape plan, realignment of a forty -foot wide gas line, conceptual elevations of buildings and an extensive drainage proposal were all part of the Plan. There are two major changes to the Plan. One, the applicant is asking for a reduction in required parking from the approved one parking space per each 1,000 square feet of warehouse building to one parking space for each 2,500 square feet of warehouse building. If approved, the parking requirement would be reduced from 1891spaces to 826. The original approved plan included 1282 on -the -ground parking spaces plus 609 future spaces if alternate parking (based upon a different use) needed to be provided. Although the revised guideline would require only 826 parking spaces, the applicant has elected to provide 1174 anticipating the possibility of uses in addition to warehouse such as office, commercial, etc. We would note here that in the past we have occasionally modified warehouse parking to as little as one parking space for each 5,000 square feet of building. Our research has shown that with a parking ratio of 1:5000, we have had few issues with that standard. There have been some instances where a revision to include additional parking has been required on the 1:5000 standard. At 1:2500 we do not believe an issue will surface. In addition, each building site is required to submit detailed plans which will allow staff to evaluate the overall parking situation. That being the case, we support this PD amendment, noting again that specific parking requirements will be determined when detailed plans are submitted for each lot. The second request relates to a change in the number and size of lots, building size, parking numbers, and height of structures (maximum increase of five feet). To address this request, we need to look at several individual building sites. Building Site 91: Parking required is now 60 spaces (based upon the 1:2500 request). This site shows 156 spaces being provided plus 1 I expansion spaces if there is a change in land use. All other elements of the Plan including square footage, access, landscaping, elevations remain as originally approved. Building Site 92: Parking required is 78 spaces at 1:2500 for warehouses. The Plan indicates 203 spaces on site plus 26 future spaces if a land use change from office/warehouse is proposed. All other approval conditions remain. ITEM # 05 Page 2 of 4 Building 93: This site had been increased from 26.1 acres to 29.7, and the building has been enlarged from 356,220 to 423,720 square feet, a 67,500 square foot increase. Thirty additional trailer storage parking spaces have been added, now totaling 72. Total required parking is 232 spaces at 1:2500, and the total shown on the Plan is 384. All other approval conditions remain the same. Building Site 94: This is the parcel that precipitated the change to the Planned Development. This site has been reduced in size from 42.6 acres to 25.7. The building has been reduced in size from 843,000 square feet to an initial 300,300 - square -foot building with expansion that can add 200,240 feet resulting in a 500,000 -square -foot structure. Building height has been increased from 45 to 48 feet, trailer storage has been reduced from 200 to 40 spaces. Total parking requirements at 1:2500 for warehousing is 164 spaces. This Plan provides 175 spaces with an additional 35 to be provided at a later date if the eventual use requires more parking. The landscaping, elevations, and other conditions of the initial approval remain in force and administrative approval appears in order if this plan is approved. Building Site 95 (Formerly 13.4 acres of Building Site 94): This is a new building shown to be a 193,500 -square -foot warehouse. Required parking at 1:2500 is 107 spaces. This Plan shows a total of 180 spaces being provided on this site. Building height is indicated at 45 feet, the landscaping plan duplicates the original, and building elevations and conditions track with the approved Conceptual Planned Development. Building Site #6 (the original Building Site #5): This site is identical to the approved Plan with an exception to the parking plan. At one parking space for every 2500 square feet of warehouse, total required parking is 85 spaces. This Plan shows 171 parking spaces. To sum, this application alters the Plan and provides two lots where one was initially show by adding a 193,000 -square -foot building on one lot; modifies the rest of that property and creates a second lot proposing the development of a 300,300 -square -foot build -to -suit warehouse with a 200,24- square -foot expansion resulting in a 500,000 -square -foot building; provides 1,174 parking spaces as compared to 826 required with approval of the 1:2500 parking ratio, increases the maximum height of buildings by five feet, increases some lot sizes, decreases others; proposes gross reduction in overall building square footage by over 275,000 square feet; as mentioned above, decrease parking from 1891 to 826 which would be required by this Plan; maintains the same elevations and landscaping plan as approved at the conceptual level. All-in-all, this amended plan is very close to the Concept Plan approved in July, and we can support this proposal. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this request with the following conditions: 1. Also, Conceptual Planned Development zoning was granted on this 116 -acre parcel in July. At that time, a Preliminary Plat was approved which indicated that this property would be developed with eight lots, seven building sites and one unbuildable lot due to required extensive grading at the southwest corner of this property. Regarding the Parkway Right -of -Way, engineering plans are nearing completion extending Freeport Parkway through this property to State Highway 121. HISTORIC COMMENT: We find nothing of historic significance attached to this parcel. TRANSPORTATION: Sandy Lake Road, a four -lane divided thoroughfare is located at the southern portion of this large tract. Coppell Road, a two-lane undivided roadway is on the eastern ITEM # 06 Page I of 2 boundary of the property. As stated in the HISTORY comments, Freeport Parkway is under engineering design to extend through this parcel from Sandy Lake to State Highway 121, It will be a concrete four -lane divided thoroughfare in a variable width right-of-way. SURROUNDING LAND USE & ZONING North: single story office/commercial uses; HC, Highway Commercial South: church and single—family residential; R, Retail and PD -109 -SF -9 East: single family residential; SF -7 and PD -SF -7 West: office/warehouse; PD -208 -LI, and HC, Highway Commercial COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this property as appropriate for Industrial Special District, its intended use. DISCUSSION: This is a request to subdivide this property into nine lots. Six lots are contemplated for office/warehouse use, two for commercial use along the frontage of State Highway 121 and the final lot is a small, undevelopable parcel due to extensive grading requirements at the southwest corner of this property. A similar Preliminary Plat was approved in December essentially showing the same lot configuration with the exception of Lot 4. In December this was one large lot containing approximately 40 acres. It has now been replatted into two lots for detailed development of a reduced Lot 4 of approximately 26 acres and a new Lot 5 containing 13.4 acres to be developed at a later date. Lot 4 is the first lot in this large industrial subdivision to be developed --a 300,360 -square -foot warehouse building with expansion possibilities of another 200,000 plus square feet. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this revised Preliminary Plat. There are no outstanding conditions to be met. ALTERNATIVES: 1. The proposed PD included five office/warehouse buildings totaling 1,600,000 square feet of structures, a comprehensive landscape plan and conceptual elevations of building form. An amendment to the PD to allow six buildings and decreased the total square footage is being requested in addition to the Final Plat. HISTORIC COMNMNT: We have found nothing of historic significance on the property. TRANSPORTATION: Sandy Lake Road is a four -lane, concrete, divided thoroughfare on the southern side of this property. Coppell Road borders the tract on the east side, is a two-lane undivided concrete road within a variable -width right-of-way but has no access to the property. DISCUSSION: As stated in the Preliminary Plat discussion that preceded this application, this Final Plat reflects concepts outlined by the Preliminary Plat, that is, a division of this property into nine lots. Six are contemplated for office/warehouse use, two for commercial use along State Highway 121 and the final lot is a small, unbuildable lot (due to extensive grading required for Freeport Parkway right-of-way), at the southwest corner of this large parcel. DISCUSSION: The Coppell Life Safety Park is proposed to provide education to school children, families, and the general public regarding overall life safety programs such as fire procedures, severe weather response, and pedestrian caution. The facility will support not only a broad spectrum of public educational needs, but also provide community features including a park, museum, party room, and public classrooms that will enhance Old Town Coppell. Safety Town's proximity to the Farmer's Market and Main Street development required a design that is attentive to the scale and aesthetic of historical Texas architecture. The Coppell Life Safety Park is proposed to support all five strategies listed within the Coppell 2030 Vision Plan (Sense of Community, Special Place to Live, Community Wellness and Enrichment, Business Prosperity, and Sustainable City Government). In addition, the Safety facility will protect and serve the community by incorporating an Emergency Operations Center (EOC). The EOC will have a fortified construction and generator power to ensure operations are maintained throughout unforeseen events such as severe weather, power outages, or natural disasters, etc. The program requirements were determined through citizen meetings, discussions, site analysis, and a tour of a comparable facility in Frisco. Site Plan: The overall site is 2.03 acres. The layout of the site is well thought out and ties in with the "traditional feel" generated in Old Town. The buildings are close to Coppell Road, the parking lot is located behind the building (out of sight) and an entry plaza provides a link to the north and west. Two driveways to the Service Center (one existing to the north and one proposed to the south) are shown to be shared with this site. The parking necessary (29 spaces) to support the site is proposed on the east side off the northern existing drive, behind the education building away from Coppell Road. There are six on -street angled parking spaces and a bus staging area depicted on Coppell Road. Another bus staging area is shown on the south end of the site, off the proposed Service Center drive. The education building is setback approximately 35 feet from the Coppell Road right-of-way and contains the entry plaza which is detailed with several forms of decorative paving, three-foot high stone seating walls, and an 8' x 8' area for a fire ITEM # 08 Page 2 of 5 fighter monument surrounded with flags located south of the plaza. There is a seven foot sidewalk proposed to extend from the northern drive to the southern drive. Street lights will be provided and will be traditional poles, acorn lights with clam shell bases matching those found along Coppell Road and throughout Old Town. Education Building: The education building is proposed to be 11,700 square feet with three classrooms, a museum and an EOC. It is proposed to be 40 feet in height and will be constructed of a fiber cement "cedar" board, dark bronze structural steel, red/brown brick and ebony ironspot brick. A wood trellis extending from the main structure is proposed on the northwest and southeast sides. A tower element with the "cedar" horizontal siding gives height at the main entry. The mechanical yard sits on the northeast corner of this facility and will be screened with a ten -foot high ebony colored brick screening wall. The south side of the building is proposed to have a similar feel to a train platform and will tie in with the "Train Depot" building of the Safety Town. Safety Town: Located south of the education building, the Life Safety Park is proposed to be surrounded with a five-foot wrought iron fence where visible from Coppell Road and a five-foot black vinyl coated chain link fence along the south and the southeast property lines where not visible from the right-of-way. Four buildings and a small urban park are proposed to be constructed. Each of the buildings have multi - themed facades representing a small town center. The buildings range in height from 20 to 24 feet and are located in such a way as to provide a road network with medians, crosswalks, traffic signs and signals. At the end of the drive leading to the south, three side-by-side false facades (constructed of red brick and horizontal siding) emulating a residence, theater and bakery are proposed to face north to enclose the space. The train depot (multipurpose building) is the northwest building in Safety Town. It is proposed to accommodate classes and provide meeting space. The west, north and south facades all resemble a historic train depot and will be constructed with white board and batten siding with brown trim. The east facade is proposed to appear as the former Cozby Drug Store and will be constructed of white horizontal siding. The building labeled vehicle storage will store/charge the small electric vehicles to be driven by the children and will have restroom facilities. The west elevation will have an industrial storefront (brownish -gold horizontal siding with white trim) with the south and north sides (blue/grey horizontal siding with white trim) having garage service doors and the east side providing the access to the restroom facilities. The public safety building located on the southwest corner will house an interactive police and fire truck and will have police and fire tools on display. The south elevation will appear as though it is the public library and post office and will be constructed of red brick and brown horizontal siding, the east and north will appear as the front and side of Town Center (red brick with cast stone quoins and brown horizontal siding) and the west will appear as a fire station with red brick. ITEM # 08 Page 3 of 5 The home safety building is located on the southeast corner of the site and is proposed to be constructed of green horizontal siding with white trim and brown with white trim on the eastern portion of the structure. It is proposed to have a large kitchen, a living room, dining room and bathroom. This will be the facility where weather safety and home fire safety will be taught. A small 2,500 -square -foot urban park is proposed between the south side of the multipurpose building (train depot) and the public safety building. This will have various forms of decorative paving and plantings. All and all, the idea is to create a scaled down interactive community (5/8 of the normal size) to teach children about safety. Playground/Picnic Pavilion: On the eastern side of the site is a playground with a pavilion providing a space for children to play, have lunch or just relax. The play structure will have a fire engine theme and will be installed on a rubberized safety surface. The play area will be enclosed with a three-foot decorative metal fence on the interior and a five-foot fence on the exterior (decorative metal on the north and black vinyl on the east). Details of the picnic pavilion are not represented within the submittal and are listed as a condition within staff recommendation. Landscape Plan: The Landscape Plan is in conformance with City requirements in terms of landscape area and trees to be planted. A tree survey has been done for the site and the trees identified are six and seven caliper -inch Eastern Red Cedars and a six caliper -inch Hackberry. All of the existing trees are proposed to be removed and replaced with species better suited for the area. There are a total of 29 overstory trees required (four interior/parking lot trees, 22 perimeter trees and three non- vehicular trees). There are 25 overstory (ten Cedar Elms, seven Live Oaks, eight Shumard Red Oaks) and 19 accent trees (five Cherry Laurels, seven Texas Redbuds, and seven Crape Myrtles) proposed. Three accent trees can count toward one overstory; therefore, 19 accent trees equate to roughly six overstory trees, exceeding the onsite tree requirements. A few minor revisions are needed to the landscape requirements table and have been listed as a condition of approval. Signage: The "Service Center" monument sign located at the northeast corner of the site is proposed to be removed and reconstructed closer to Coppell Road. All of the attached building signage depicted throughout are suitable for the Historic District, each "fit -in" with the facade on which they are proposed and staff is recommending approval. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this request subject to the following conditions being addressed: 1. Submit details of the picnic pavilion. 2. DISCUSSION: The proposal is to convert the use of the existing parking area of the Fellowship Church to a commercial parking area for "The Airport Valet" to utilize. It is our understanding the church is no longer in need of this parking area because of the new church satellite campus concept draws church members away from this facility to other locations (The church will remain adequately parked according to one parking space required per three seats in the main sanctuary). This proposal is partially located in the City of Grapevine (where the new building is proposed to be constructed). Currently, The Airport Valet is seeking approval of their plans through the City of Grapevine and they are scheduled to be heard at the joint Planning and Zoning Commission and City Council meeting on March 17th. Then, if approved, they will go before the Coppell's City Council on March 24th Business: Currently, The Airport Valet leases a warehouse in Irving (south side of highway 183 about two miles from the south airport entrance) for the storage of customer vehicles. They have outgrown this facility and according to the owner, will be unable to access the site due to the upcoming highway construction. Their business is conducted by meeting their customers in the one-hour parking area of the departure gate at DFW Airport and then transporting the vehicle back to the warehouse for safe keeping. They then track the flight and return the vehicle to the customer at the airport upon the customer's arrival. The Airport Valet is looking to move their operations to this site and add a self -park component. Access: Current access from Northpoint Drive to the existing parking lot is via a mutual access drive between the church and the current owner of the property to the north. This drive runs north/south along the east side of the vacant property to the north and extends through the subject property. It is our understanding that a private agreement between the property to the north and this property simply requires that the northern property provide access to this site and they aren't required to provide it at the exact location it is today. Staff is recommending, a mutual access easement be provided parallel and abutting the northern property line extending to the southern limits of the existing fire lane easement shown. In the event that the access point changes, these plans can then be modified accordingly. Another access point to this property is from Gateview Boulevard southeast of the parking area. The plans in Grapevine show an access point to SH 121 which is anticipated to carry the majority of the traffic to and from the site. Carports and Fencing: The proposed carports are cantilevered with a light brown fabric (sunbrella) material for cover and light brown brick wrapped steel columns at the front of the parking space. These will be spaced every 18 to 27 feet. The applicant has assured ITEM # 10 Page 2 of 3 staff that the ones proposed in Grapevine will be the same construction to provide a uniform look. A black eight -foot decorative metal fence is proposed to surround the parking lot separating it from the common access drives. Emergency access gates have been provided along the drives leading north from the east/west drive on the south end and two customer access gates are proposed along the northern drive. Elevations: The elevations of the proposed building located in Grapevine have been provided for a courtesy review. Staff has requested that the applicant consider using brick or stone in the place of the EIFS shown, to no avail. Ultimately, the City of Grapevine has the right to approve this construction, as they do not have the same 80% brick or stone requirements as Coppell. Landscaping: The sole purpose for requesting a Planned Development district is the need for an exception to the ten -foot perimeter landscape area requirement on the mutual lot line for Lots 2R1 and 2R2, created as a result of property division. Only eight feet have been provided on both sides of the mutual drive; therefore, this is listed as a PD condition. Because it is an existing site condition, it can be supported by staff. There are 12 overstory trees proposed to be planted to bring this site up to code. More trees are anticipated, as Lot 2R2, Block 1, is required to be surveyed and trees will be required where trees are missing and where dead trees need replacing. Staff is recommending approval subject to this being addressed. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this request subject to the following conditions: 1. Plans are approved by the City of Grapevine. 2. Revise the Tree Survey/ Landscape Plan to include Lot 2R2 and if any trees are dead or missing, new ones shall be planted in their place (similar to the ones proposed on Lot 2R1, Block 1). 3. With this separation and through the property analysis, certain requirements of the Zoning Ordinance need exceptions. The side yard setbacks are listed as conditions of the PD. Required side setbacks are 30 feet and the property that will be addressed from on E. Belt Line Road will require a side yard setback from the mutual lot line created, as this dimension will only be 22.5 feet. The height of the allowable monument signs are technically measured to the peak of the sign; four feet being the maximum. The existing signs measure five feet in height and this is listed as another PD Condition. Landscaping: An exception to the perimeter requirements is needed due to the division of the property at the mutual lot line and existing conditions (7.8 feet perimeter on west side of Lot 9C2 between property line and parking lot). Currently, the total landscape area provided is 30% of the total combined area of the site. When the properties are divided, the landscaping is unequally distributed. The northern lot (Lot 9C2) has 19,690 square feet (35% landscape area) and the southern lot (Lot 9C1) has 11,746 square feet (21% landscape area). This shall be included as a PD Condition, as 30% is the minimum allowed under the Landscaping Section of the Zoning Ordinance. There are a total of 33 additional trees proposed to be planted to accommodate those that are dead or missing from the site. According to the Streetscape Plan of the Subdivision Ordinance, Cedar Elms should be the dominant street tree along both South and East Belt Line Roads and this is listed as a condition of approval. All and all, this is an existing site that needs some attention. Staff believes that the upgrade in landscaping and the potential occupancy of each facility as a medical office is a benefit to this major intersection. Staff is recommending approval of this request subject to the conditions listed below. In November 2006, Council approved a Site Plan and Replat to allow construction of two retail buildings totaling 17,000 square feet on Lot 9C. The buildings were constructed and have remained unoccupied since. In 2014, an interior finish out permit was issued for the building which fronts on South Belt Line Road. On February 11, 2015, a new permit was issued for minor renovations of this space by a new owner. This is anticipated to be completed in the near future and a C.O. will be issued for the new owner. The building to the northeast remains vacant and no tenant finish -out permits have been issued. HISTORIC CONIlOENT: We have found nothing of historic significance attached to this property. DISCUSSION: This is the companion request to the planned development zoning. The existing lot is being split into two for the purpose of selling one of the buildings. A mutual access/fire lane easement and all necessary public easements are being dedicated by the plat. A private agreement to be filed with the plat includes the private utilities, cross parking/access, and a shared dumpster between the property owners. A few drafting revisions are needed are listed as conditions within staff s recommendation for approval. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this request subject to the following conditions being met: 1. Ensure the private utilities (water, sanitary sewer and storm sewer) are included in the private agreement and submit a draft for staff review prior to recordation. 2. Fire lane and mutual access easements should widen at the entries to the site to cover the entire width of the drive opening. Then, they can narrow down to the standard 24 feet. 3. Include the rear setback for Lot 9C1, Block A, and the approved side yard setback for Lot 9C2, Block A, adjacent to the mutual lot line. 4. Review all verbiage and ensure it refers to the subject property — Lots 9C1 and 9C2, Block A and remove references to Lot 9D. 5.
