Reference: Consider approval of award of a bid from RLM Earthco, Inc., in the amount of
$168,781.25, for erosion control improvements at the Wagon Wheel Tennis Center,
and authorizing the President to sign all necessary documents.

Introduction:
In February 2014, the Coppell Recreation Development Corporation commissioned the engineering
firm of Walter P. Moore and Associates, Inc., for the design, construction documentation and
contract administration for erosion protection at the Wagon Wheel Park Tennis Center. Recent
increases to the flows within the Cottonwood Creek Branch that bisects Wagon Wheel Park have
created areas of erosion problems throughout the park. Of particular immediate concern is the area
around the Tennis Center that is showing signs of the soils eroding away from the tennis courts.
This project includes improvements to approximately 1,400 linear feet of Cottonwood Creek, the
northern and western perimeter of the tennis courts and a ravine and headwall between the tennis
courts and Cottonwood Creek.
Analysis:
The volatile soils contained within Wagon Wheel Park and the Cottonwood Creek Branch make it
extremely susceptible to erosion and as a result erosion protection is needed to protect the
investment at the Tennis Center. Award of this bid will authorize the construction of erosion
control measures which will stem the expansion of this erosion.
Legal Review:
The resulting construction contract will be generated by the city's legal counsel.
Fiscal Impact:
The fiscal impact of this agenda item is $168,781.25. This is a budgeted project. It is anticipated
that the CRDC will fund this project.

We have reviewed the bid arithmetic for the Wagon Wheel Tennis Center Erosion project and
have found the sums to be correct in all bids. The low bidder was RLM EarthCo, Inc. The
second low bidder was Environmental Safety Services, Inc. Five bids were submitted.
The spread of the bids was from $168,781 .25 to $200,240. Two of the bids were lower than the
engineers opinion of probable construction cost and three bids were higher.
We do not have previous working history with RLM EarthCo. RLM EarthCo, Inc. has been in
business for over three years and an internet search indicates projects with several north Texas
cities, including Allen, Plano and The Colony. We recommend that the City of Coppell award the
contract to RLM EarthCo, unless the City has evidence showing an undue risk in working with this
company.

I just wanted to write a letter to commend Scott Mershon, and EarthCo on what I believe is
exemplary service. Over the course of the past few months, I believe that we have a great
working relationship, and Scott Mershon certainly deserves a good portion of the credit for
that.
During the course of twenty- five years, I've managed hundreds of projects for the City of
Dallas, and I would like to say, Scott Mershon's work is exceptional.
Scott has extensive knowledge of the work we perform in the field as well as the paper
work. The project in question, (College Park Pavilion and Site Improvements) his
knowledge of the project and his willingness to take a proactive approach to problems and
questions that arise during the course of construction has been instrumental in our mutual
success on the project that we are doing now.
We have had considerable difficulties on the project we are currently doing to get the prep
work done, Scott has gone above and beyond trying to coordinate schedules, scope of
work, so that it is being done correctly, and efficiently.
Although Scott has a no nonsense approach to ensuring all specs are followed correctly, he
is consistently helpful to me by foreseeing potential problems and keeping me informed of
what I expect rather than sandbagging me after the fact. Scott has been helpful to me on
billings by keeping detailed records of what has been done and providing information
when requested.
At a time when it seems increasingly difficult to find people with a good work ethic, it is
refreshing to do business with someone of Scott Mershon's caliber. And the City of Dallas
