Supervisor Cecilia Gandara, Youth Advisor Rachel Emerson and Youth Advisor Anand
Singh.
The Parks and Recreation Board of the City of Coppell met on Monday, March 2, 2015
in the 2nd Floor Conference Room of Town Center, 255 E. Parkway Boulevard, Coppell,
Texas.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Chair Clark called the meeting to order at 6:30 pm.
Present:
Chair Jack Clark, Vice Chair Ed Guignon, Boardmember Philip Houm,
Boardmember Lisa Montes, Alternate Hilary Hodgson, Boardmember
Melinda Melnick, and Alternate Scott Yocum
2. Citizens' Forum: Citizens should complete a Citizen's Appearance Form. Pursuant to
the State Open Meetings Law, the Board is restricted in discussing or taking action on
items not posted on the Agenda. Action on your statement can only be taken at future
meetings.
Chair Clark advised that no one signed up to speak.

3. Consider approval of minutes: February 2, 2015
March 2, 2015
A motion was made by Vice Chair Guignon, seconded by Boardmember Houm,
that this agenda item be approved. The motion carried by an unanimous vote.
Aye: 5 - Chair Jack Clark, Vice Chair Ed Guignon, Boardmember Philip Houm,
Boardmember Lisa Montes, and Boardmember Melinda Melnick
4. Update from Liaison to Coppell Sports Council
Boardmember Houm attended the Sports Council meeting where they
discussed registration numbers and the 75/25 Rule. Boardmember Melnick
volunteered to be a Park Board Liaison to the Sports Council.
5. Tree Preservation Committee Update
Boardmember Houm informed the board that the Tree Preservation Committee
has met several times to discuss changes to the Tree Preservation Ordinance.
The Committee has put together a list of those proposed changes to be
considered for approval.
6. Consider approval of changes to the current Tree Preservation
Requirements.
The Board discussed the proposed changes by the Tree Preservation
Committee.
A motion was made by Vice Chair Guignon, seconded by Boardmember Houm,
that this agenda item be approved. The motion carried by an unanimous vote.

7. Consider approval of Board Goals for 2015
A motion was made by Vice Chair Guignon, seconded by Boardmember Houm,
that this agenda item be approved subject to the following conditions:
Addding item number 6 to read "Review of fees relative to the Cost Recovery
Model."
Motion passed by an unanimous vote.
Boardmember Montes left the meeting.

8. Consider approval of the 2015 Parks Project Priority List
Boardmember Melnick left the meeting.
A motion was made by Vice Chair Guignon, seconded by Boardmember Houm,
that this agenda item be approved with the following conditions:

Move item 3, 7 and 8 out of the top ten. Item 9 becomes 6, 10 becomes 7, 11
becomes 8, 12 becomes 10, 18 becomes 9, and 25 becomes 16.
The motion carried by an unanimous vote.

9. Discussion related to promoting the opening of new trails in Coppell.
John Elias, Parks Operations Manager, updated the Board on current and
future trail projects. The Board then discussed possible activities to promote
the opening of new trails.
10. Presentation and update regarding the Nature Park Field Guides
Ms. Erin Crumpler gave an update on the Nature Park field guide project.
11. Division Managers Report
Sheri Freestone Belmont, Recreation Programs Manager, gave a presentation
to the board. Presentation included introduction of the Recreation Programs
Division staff, Special Events, Marketing, Camps, and Adult Athletics.

Youth Advisor Emerson mentioned she would like to see an increase of
Volleyball courts and likes the idea of building a skate park in Coppell.
Youth Advisor Singh presented the Board with an idea of creating a trail app
for mobile devices.
Brad Reid, Director of Parks and Recreation, reported that the CRDC has
approved the construction of the erosion control project at Andrew Brown East
Park, the Denton Creek bridge project, and the agreement with CORE
Construction for the redevelopment of Andrew Brown Park. He also mentioned
that there are many special events coming up in March.

There being no further business to come before the Parks and Recreation
Board, the meeting was adjourned at 9:38 pm.
