The City Council of the City of Coppell met in Regular Called Session on Tuesday, April 28, 2015, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Executive Session (Closed to the Public) 1st Floor Conference Room Mayor Hunt convened Executive Session at 5:44 p.m. Section 551.087, Texas Government Code - Economic Development Negotiations. A. Discussion regarding economic development prospects south of Bethel Road and east of Freeport Parkway. Discussion regarding property located south of Bethel Road and east of S. Coppell Road. Discussed under Executive Session 3. Work Session (Open to the Public) 1st Floor Conference Room Mayor Hunt adjourned the Executive Session at 6:12 p.m. and convened the Work Session at 6:15 p.m. A. Discussion regarding Xeriscape Incentives. B. Discussion regarding West Nile Virus 2014-2015. C. Discussion regarding Agenda Items. Presented in Work Session 4. Regular Session Mayor Hunt adjourned the Work Session at 7:06 p.m. and reconvened the Regular Session at 7:30 p.m. 5. Invocation 7:30 p.m. Fire Chaplain Steve Calvert gave the Invocation. 6. Pledge of Allegiance 7. Proclamations 8. Presentations Mayor Hunt and the City Council led those present in the Pledge of Allegiance. Consider approval of Proclamation naming the month of May as "Motorcycle Safety and Awareness Month;" and authorizing the Mayor to sign. Mayor Hunt read the proclamation for the record and presented the same to Paul Corrick and Los Vagabundos Motorcycle Club. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Gary Roden, that this Agenda Item be approved. The motion passed by an unanimous vote. Library Board Annual Report to Council Wednesday Foster, Library Board Chair, presented the board's annual report. Items she discussed included: the Library's increased social media presence, the upcoming expansion design, new offerings to citizens, outreach projects City of Coppell, Texas Page 2 City Council Minutes April 28, 2015 and the summer reading program. 9. Consent Agenda Mayor Hunt called on those who signed up to speak: 1) Barbara Bailey, 232 Plantation, spoke in regards to changing the ordinance requiring cats to be on a leash. 2) Satish Joshi, 701 Westminster Way, spoke in regards to the reduction of water usage on our lawns and sidewalks. A. Consider approval of minutes: April 14, 2015. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Cliff Long, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanious vote. B. Consider renewal of an Interlocal Government Agreement with Dallas County Health and Human Services for mosquito spraying in an amount not to exceed, $50,000.00; as budgeted in general funds; and authorizing the Mayor to sign any necessary documents. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Cliff Long, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanious vote. C. Consider award of bid and of entering into a contract with Urban Construction Group for the construction of various alleyways throughout the City; in the total amount of $1,213,650.00; as budgeted in the'/4 cent sales tax fund; and authorizing the City Manager to sign any necessary documents. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Cliff Long, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanious vote. D. Consider approval of a Resolution approving an Amended and Restated Tax Abatement Agreement between the City of Coppell and Prologis, and authorizing the Mayor to sign. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Cliff Long, that Agenda Items A -D be approved on the Consent Agenda. The motion passed by an unanious vote. Enactment No: 2015-0428.1 End of Consent Agenda 11. Consider approval of Texas Multiple Award Schedule (TXMAS) Proposal 61-0149 to SDB Contracting Services in the amount of City of Coppell, Texas Page 3 City Council Minutes April 28, 2015 $122,318.45; for the construction of a 225 linear foot screening wall behind Fire Station #1 located at 520 Southwestern Boulevard; as budgeted in the Fire General Fund; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Nancy Yingling, that this Agenda Item be approved. The motion passed by an unanimous vote. 12. Consider award of a professional services contract in the amount of $192,455 with RJN Group, Inc. for Sanitary Sewer Evaluation and Flow Monitoring; as provided from available funds in the Water and Sewer fund; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Gary Roden, that this Agenda Item be approved. The motion passed by an unanimous vote. 13. Consider award of bid and entering into a contract with FNH Construction, LLC for the paving repair of Denton Tap & MacArthur Boulevard; in an amount of $1,396,725.00; as budgeted in the'/4 cent sales tax fund; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council and answered questions. A motion was made by Councilmember Hill, seconded by Councilmember Mays, to approve the item with an amendment to include a $1,500/day incentive for completion of the project within 75 days. The motion failed 2-4 with Councilmembers Long, Roden, Yingling and mayor Pro Tem Franklin voting against the motion. A second motion was made by Councilmember Long, seconded by Councilmember Roden, to approve the item as presented. Mayor Pro Tem Franklin made an amendment to the second motion to include a $1,500/day early completion incentive bonus with a cap of 10 days, or $15,000. Councilmember Yingling seconded the amended motion. The amendment to the motion carried 5-1, with Councilmember Long voting against the amendment. The final motion to approve Agenda Item 13, as amended, passed 5-1 with Councilmember Long voting against the item. 14. City Manager Reports - Project Updates and Future Agendas City of Coppell, Texas Page 4 City Council Minutes April 28, 2015 City Manager Clay Phillips announced that a follow-up from the Council Retreat will be brought to the next meeting in Work Session. Mr. Phillips also reported that although there is still work to be done on sidewalks and medians, traffic on Freeport Parkway south towards Sandy Lake Road is now travelling in the appropriate direction. 15. Mayor and Council Reports Nothing to report. 16. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. Nothing to report. 17. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Mayor Hunt reminded the Council of the Volunteer Appreciation Dinner being held on April 30th in the Town Center Plaza. The food truck event will be from 6 p.m. - 9 p.m. in a come and go fashion. May 1st, the Old Town Coppell Anniversary Event will be held from 7 p.m. — 9 p.m. featuring the band, Le Freak. The Old Town businesses will be selling food, but there will not be any food trucks. Finally, May 2nd is the Friends of the Nature Park celebration dinner at the Biodiversity Education Center. 18. Necessary Action from Executive Session Adjournment Nothing to report.
