OR 91-529 Reprints schedule of fees for building code matters AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 91529 AN ORDINANCE OF THE CITY OF COPFELL, TEXAS, REPRINTING THE SCHEDULE OF FEES FOUND 1N ORDINANCE 91-520, HERETOFORE ADOPTED BY THE CITY OF COPPELL AND AMENDING THE FEE SCHEDULE FOR BUILDING CODE MATI'ERS; SUCH FEES TO BE COLLECTED FOR PERMITS, SERVICE, ETC; ESTABLISHING A FEE SCHEDULE FOR FIRE DEPARTMENT PERMITS; SUCH FEES TO BE COLLECTED FOR PERMITS FOR COMBUSTIBLE OR FLAMMABLE MATERIAL STORAGE, EXPLOSIVE MATERIAL STORAGE, HAZARDOUS MATERIAL STORAGE, BURN PERMITS, AND FUEL STORAGE TANK PERMITS; AMENDING THE FEE SCHEDULE FOR FOOD ESTABLISHMENTS FOUND IN ORDINANCE NUMBER 308; SUCH FEES TO BE COLLECTED FOR FOOD ESTABLISHMENT PERMITS, PLAN REVIEW FEES, AND REINSPECTION FEES; AMENDING THE ANIMAL CONTROL FEE SCHEDULE FOUND IN ORDINANCE NUMBER 90-471; SUCH FEES TO BE COLLECTED FOR THE REGISTRATION OF DOGS AND CATS WITHIN THE CITY OF COPPELL; SPECIFICALLY REPEALING ORDINANCE NUMBER 91-520; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A REPEALING CLAUSE AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPFELL, TEXAS: SECTION 1. EMERGENCY AMBULANCE SERVICE FEES WHEREAS, by City of Copped Ordinance Number 87-382, the City Council adopted an Emergency Ambulance Service Policy; and WHERFAS, Section 15-5-5 (C) of said Ordinance 87-382 listed the fees to be collected by the City, NOW, THEREFORE, City of Coppell residems who are transported by the City of Copped Fire Department ambulance service shall be charged a $60.00 fee for such service. The fee for nonresidents shall be $150.00 SECTION 3. PEDDLER AND SOLICITOR PERMIT FEES WHEREAS, by City of Coppelf Ordinance Number 143, the City Courteft adopted a Peddler and Solicitor Policy; and WHEREAS, Section 4 of said Ordinance 143 listed the fees to be collected by the City, NOW, THEREFORE, The City of Coppelf will collect a fee of $50.00 per year for the first permit issued to a company and $10.00 per year for each additional permit issued to the same company shall be charged which shall not be prorated and shall not be returned ff application is denied. SECTION 4. ZONING APPLICATION AND FII.mlG FEES WHEREAS, by City of Coppelf Ordinance Number 297, the City Council adopted a Zonlng Policy; and WHEREAS, Section 44 of said Ordinance 297 listed the fees to be collected by the City, NOW, THEREFORE, All owners, lessees or any other persons, finns or corporations making an application with the City of Copped requesting a change, amendment or variance to the zoning ordinance applicable to his property shall be charged a mandatory fee for processing such request as follows: 1. Standard Filing Fee - $500.00 minimum plus $10.00 per acre or portion thereof. 2. Specific Use Permit - $200.00 minimum plus $5.00 per acre of portion thereof. 3. Conceptual Plan - No charge when submitted with zoning request; $100.00 when submitted separately. 4. Development Plan (Detail Site Plan) - $100.00" MASTER FEE SCHEDULE - Page 6 SECTION 5. SUBDIVISION CONSFRUCTION PERMIT FEE WHEREAS, by City of Coppell Ordinance Number 341, the City Council adopted a Subdivision Ordinance; and WHEREAS, Section XVI (E) listed a fee to be collected by the City for construction permits, NOW, THEREFORE, Prior to obtaining a construction permit, the developer shall escrow an additional 2% of the cost of the items to be constructed for dedication to the City. SECTION 6. LIBRARY FEES The City of Coppeil will collect a fee of $25.00 per year from non-Dallas County residents for use of the Library. SECTION 7. FIRE FEES Permits shall be required for the following activities. The fees for such permits is as follows: Combustible/Flammable Materials Storage $100.00 Explosive Materials Storage $250.00 Hazardous Materials Storage $150.00 Burn Permit (each site, each day) $50.00 Fuel Storage (per tank installation) $250.00 SECTION 8. FOOD ESTABLISHMENTS WHEREAS, by City of Coppell Ordinance Number 308, the City Counc~ adopted an ordinance regulating food service establishments; and WHEREAS, Section 6-8-2 C. 2. listed a fee to be collected by the City for food establishment permits, NOW, THEREFORE, MASTER FEE SCHEDULE - Page 7 Prior to obtaining a food establishment permit, the operator of the establishment shall pay the appropriate annual fee as follows: Permanent establishment $100.00 Temporary establishment $200.00 Temporary Permit $50.00 plus $5.00 for each concession with food and/or drink sales. Plan review fee $50.00 Relnspection fee 50% of annual permit fee. SECTION 9. ANIMAL CONTROL FEES WHEREAS, by City of Coppell Ordinance Number 90-471, the City Council adopted an ordinance regulating animal control fees; and WHEREAS, Sections 9-1-2 G, 9-14 B, 9-1-9 F, 9-1-7 G, and 9-1-15 E listed fees to be collected by the City for animal control activities, NOW, THEREFORE, Animal control fees shall be as follows: A deposit of $25.00 shall be made when requesting a small animal trap from the City. A $75.00 deposit shall be required on large size traps. REGISTRATION FEES DogCat altered $5.00 DogCat unaltered $10.00 Replacement of lost or $2.00 stolen registration. Dogs and cats under the age of six (6) months shall be charged the sterilization fee. Animals may be exempted from sterilization upon written recommendation from a licensed veterinarian that such alternatives would be harmful or dangerous to the animal. Owners of these animals are to be subject to the lower impoundmerit fee. b. Class D: Wild Animals: For wild animals requiring capture by division personnel: SAME AS CLASS C IF ANIMAL ALREADY CONTAINED: SAME AS CLASS A (NEUTERED) NOTE: The Animal Comrol Officer shall determine the "class" of any animal not listed above. 2. Daily Handling Fees A daily handling fee shall be charged for every day, or fraction thereof, that an animal is at the animal sheker or confined by City personnel. Said fee shall be based upon the class of animal enumerated above: Class A ................................$9.00 Class B ................................$9.00 Class C ...............................$10.00 Class D ...............................$10.00 3. Observation Fees for Animals in Quarantine The owner of any animal held in quarantine for observation purposes shall be charged five dollars ($5.00) for every day or fraction of a day an animal is at the animal shelter. This is in addition to any impoundment or daily handling fee. 4. Other Fees Any other costs that have been incurred by the City may be charged to the owner or adopting party. MASTER FEE SCHRBULE - Page 10 EUTHANIZATION FEE An owner who no longer wishes responsibility for an animal, or believes the animal to be in an ill or injured condition, may sign a written waiver supplied by the Animal Control Officer allowing the animal to be immediately euthanized, in a humane manner. provided that no warm blooded animal that has bitten a human being shall be euthanized until the Local Health Authority or the veterinarian supervising the quarantine has released the animal from such quarantine status. The quarantine shall be for a period of not less than ten (10) days. Pets released to the Animal Control Officer by their owner for euthanasia or disposal shah be charged a fee for this service. a. Cats $20.00 b. Dogs (less than 25 pounds) $25.00 c. Dogs (Over 25 pounds) $30.00 With financial hardship cases, these fees may be waived in whole or in part by the City. PERMIT FEES The following fees shall be charge for: 1. Show or exhibition $25.00 2. Grooming $25.00 3. Commercial Dealer (Retail and/or Wholesale Distributor) $50.00 4. Commercial Stables $100.00 Persons requiring more than one (1) such permit shall be charged one (1) fee for all of the permits. Such fee shall be equal to the amount of the highest individual permit fee which would have been charged if the permits had been separately issued. SECTION 10. REPEALING CLAUSE Specifically, this ordinance provides a new fee schedule for building code matters as heretofore set out in ordinance 91-520. This ordinance also brings forward the fees provided for in sections 2, 3, 4, 5, and 6 of ordinance 91-520 which remain unchanged. Therefore ordinance 90-485 is hereby specifically repealed. SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part of provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 9. EFFECTIVE DATE This ordinance shall take effect October 1, 1991. DULY PASSED by the City Council of the City of Coppell, Texas, this the 24th day of September , 1991.
