The City Council of the City of Coppell met in Regular Called Session on Tuesday, July 28, 2015, at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Mayor Hunt adjourned the Work Session at 7:27 p.m. and reconvened into the Regular Session at 7:33 p.m. Associate Pastor Bill Eason with First United Methodist Church gave the invocation. 6. Pledge of Allegiance 7. Proclamations Mayor Hunt and the City Council led those present in the Pledge of Allegiance. Consider approval of a Proclamation naming July 28, 2015 as "Autoimmune Disease Awareness Day", in the City of Coppell. Mayor Hunt read the Proclamation regarding "Autoimmune Disease Awareness Day" in the City of Coppell. A motion was made by Councilmember Marvin Franklin, seconded by Councilmember Nancy Yingling, that the Proclamation be approved. The motion passed by an unanimous vote. Mayor Hunt presented the Proclamation to Erika and Peter Slater. Ms. Lindy Connan spoke about her son and the autoimmune disease, Alopecia, for which there are no drugs or cure. Dr. Greenberg explained his charity, CONQUER, and spoke about autoimmune diseases. City of Coppell, Texas Page 2 City Council Minutes July 28, 2015 Mr. and Mrs. Slater showed a slide show of their son's life that explained how he came to have autoimmune disease. Mrs. Slater also advised there will be a fundraiser for Autoimmune Disease research on September 5, 2015, at Andy Brown Park East and referenced the website www.playtri.com. Consider award for approval of ADA Transition Plan Services and enter into an agreement with Accessology in the amount of $502,450.00 as identified in CIP funds; and authorizing the City Manager to sign any necessary documents. Presentation: Jamie Brierton, CIP Coordinator, made a presentation to Council. A motion was made by Councilmember Nancy Yingling, seconded by Councilmember Wes Mays, that this Agenda Item be approved. The motion passed by an unanimous vote. Consider approval of a professional services contract in the amount of $232,700.00 with Brown & Gay Engineers, Inc. for Phase I of the design for Starleaf Pump Station; as budgeted in the water and sewer reserves; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council. A motion was made by Councilmember Wes Mays, seconded by Councilmember Cliff Long, that this Agenda Item be approved. The motion passed by an unanimous vote. Consider award of the engineering design services with J. Volk Engineering for the design of paving & utility repairs and a preliminary level bike lane design at Parkway Boulevard; in the total amount of $293,000.00; from funds identified in the'/4 cent sales tax fund; and authorizing the City Manager to sign any necessary documents. Presentation: Keith Marvin, Assistant Director of Public Works, made a presentation to Council. Discussion ensued regarding the preliminary level bike lane design portion of the proposed award including: the type of bike lane that should be designed, safety concerns, the need for an engineer experienced in designing bike lanes, and the cost of the bike trail design. An engineer with J. Volk Engineering is needed for the paving & utility repairs to work and coordinate a cutting edge, state-of-the-art bike lane project. A motion was made by Mayor Pro Tem Gary Roden, seconded by Councilmember Marvin Franklin, that this Agenda Item be approved in an amount not to exceed $293,000 and a negotiated amount for a survey only with regard to the proposed bike lane. City Manager Reports - Project Updates and Future Agendas City Manager Clay Phillips reported on the road repair progress on MacArthur Road and Denton Tap Road. He advised that the work on MacArthur is wrapping up. Mr. Phillips explained that the contractor for the Denton Tap Road project has been directed to reduce the scope of work in order to ensure the roadway is open by the start of school, and that the remainder of the work would likely be done next summer. Mr. Phillips reported that the S. Freeport project is nearing finality with landscaping being done currently. He explained that the S. Coppell Road project experienced an issue with a utility provider and a line location, but that it would be back on track soon. Mr. Phillips announced that there would be no need to hold a budget workshop City of Coppell, Texas Page 4 City Council Minutes July 28, 2015 on Thursday, July 30, but that there would be public hearings in August regarding the budget. 14. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. Nothing to report 15. Mayor Hunt announced that the Farmer's Market had Coppell Police Appreciation Day last Saturday, that Councilmember Long was present, as well as a lot of Police Officers, and members of the Citizens Patrol. Mayor Hunt expressed her thanks and appreciation to the Coppell Police Department. 16. Necessary Action from Executive Session Adjou%nment There was no action taken.
