The City Council of the City of Coppell met in Regular Called Session on Tuesday,
August 11, 2015, at 5:30 p.m. in the City Council Chambers of Town Center, 255
Parkway Boulevard, Coppell, Texas.
1. Call to Order
Mayor Hunt called the meeting to order, determined that a quorum was present
and convened into Executive Session at 5:45 p.m.
2. Executive Session (Closed to the Public) 1st Floor Conference Room
Councilmember Marvin Franklin arrived during Executive Session.

provide for an enhanced non -motorized transportation experience.

Mayor Pro Tem Gary Roden gave the Invocation.
5. Pledge of Allegiance
Mayor Hunt and the City Council led those present in the Pledge of Allegiance.
6. Presentation of an award to the City of Coppell from the Texas
Comptroller of Public Accounts as a recipient of the 2015 Texas
Comptroller Leadership Circle Platinum Member.
Mayor Hunt recognized Cayce Lay, Budget Coordinator, and the City of Coppell
on being recipients of the 2015 Texas Comptroller Leadership Circle Platinum
Award.

8. Consent Agenda
A. Consider approval of the minutes: July 28, 2015.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent

B. Consider approval of an Ordinance for a text amendment, to Chapter
12, of the Comprehensive Zoning Ordinance to revise: Article 34,
Division 1, Section 12-34-7 - "General Standards, Table 1", to revise
the Plant Palette & Division 2, "Tree Preservation Requirements", to
revise Section 12-34-2-4, "Definitions"; Section 12-34-2-11, "Tree
Removal Permit' & Section 12-34-2-12, "Protected Tree Replacement"
and authorizing the Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent
Agenda. The motion passed by an unanimous vote.

C. Consider approval of an Ordinance for a text amendment to Chapter
12, of the Comprehensive Zoning Ordinance to repeal Article 26 -
"Mixed Use District Regulations", Sections 12-26-0 through 12-26-10,
including any and all illustrations or figures in its entirety and
authorizing the Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent

D. Consider approval of the annual review of the written Investment
Policy of the City of Coppell as provided by the Public Funds
Investment Act, Chapter 2256, Texas Government Code.
A motion was made by Councilmember Marvin Franklin, seconded by

Agenda. The motion passed by an unanimous vote.
E. Consider approval of a Resolution amending the Authorized
Representatives with the Texas Local Government Investment Pool,
(TexPool) and authorizing the Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent
Agenda. The motion passed by an unanimous vote.

F. Consider approval of the certification of the 2015 anticipated collection
rate for the period July 1, 2015 through June 30, 2016 and the amount
of excess debt collections during the period July 1, 2014 through June
30, 2015.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent

G. Consider approval of an Ordinance amending the existing Franchise
Ordinance between the City of Coppell and Oncor Electric Delivery

Company LLC, by extending the term an additional five (5) year
period.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent

H. Consider approval of a Resolution expressing official intent to
reimburse expenses associated with constructing, installing and
equipping improvements, additions and extensions to the City's water
and sewer system, prior to the issuance of bonds, and authorizing the
Mayor to sign.

Councilmember Wes Mays, that Agenda Items A -H be approved on the Consent

9. PUBLIC HEARING:
Consider approval of Case No. PD-108R5R-H, Coppell Service
Center, a zoning change request from PD -108R5 -LI (Planned
Development -108 Revision 5 -Historic) to PD-108R5R-H (Planned
Development -108 Revision 5 Revised -Historic), to attach a Concept
Plan to allow the construction of a structure for Equipment Vehicle
Storage, a Bulk Storage Enclosure, an Auction Storage Building and
various additions to existing buildings and to approve a Revised Detail
Site Plan to allow additional paving, parking, screening and
landscaping on 11.52 acres of property located at 816 S. Coppell
Road, north of the DART R.O.W.
Presentation: Marcie Diamond, Assistant Director of Planning, made a
presentation to Council.
Keith Marvin, Assistant Director of Public Works, answered questions of
Council.
Mayor Hunt opened the Public Hearing and advised that no one signed up to
speak.
A motion was made by Councilmember Wes Mays, seconded by
Councilmember Cliff Long, to close the Public Hearing and approve this
Agenda Item. The motion passed by an unanimous vote.
10. Consider approval of a proposed tax rate of $.58400 for the 2015 tax
year and to set the Public Hearings on the proposed tax rate for the
next regularly scheduled Council meeting on August 25, 2015 at 7:30
p.m. and a Special called meeting on September 1, 2015 at 6:00 p.m.

Presentation: City Manager Clay Phillips began the presentation by
commending City Council and City Staff for all the hard work involved in
processing the budget and for the many blessings this community has that
sets it apart from other cities.
Jennifer Miller, Director of Finance, made a presentation to Council. The tax
rate is being cut by $.02249, the lowest rate it has been since 1989. The tax rate
has been cut by $.1046 over the last four years. The Public Hearings for the
proposed budgets and tax rate will be held at the next City Council meeting on
August 25th, with a Special Called Meeting on September 1st.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Nancy Yingling, that this Agenda Item be approved. The
motion passed by an unanimous vote.
11. Consider approval of a professional services contract with Tyler
Technologies, Inc., in an amount of $751,901.00, for the purchase of
software for development services departments; and authorizing the
City Manager to sign any necessary documents.
Presentation: Ken Griffin, Director of Engineering and Public Works, made a
presentation to Council.
A motion was made by Councilmember Brianna Hinojosa-Flores, seconded by
Councilmember Marvin Franklin, that this Agenda Item be approved. The
motion passed by an unanimous vote.
12. Consider approval of an award to enter into contract with Online
Business Systems for the project management and solution discovery
preparation work of the Tyler Technologies software implementation;
for a total amount of $450,000.00; and authorizing the City Manager to
sign any necessary documents.
Presentation: Ken Griffin, Director of Engineering and Public Works, made a
presentation to Council.
A motion was made by Councilmember Nancy Yingling, seconded by Mayor
Pro Tem Gary Roden, that this Agenda Item be approved. The motion passed
by an unanimous vote.
13. Consider approval of an Ordinance ordering a Special Election to be
held on November 3, 2015, to consider the reauthorization and
adoption of one-quarter of one percent sales and use tax to provide
revenue for the maintenance and repair of municipal streets or
sidewalks; and authorizing the Mayor to sign.

14. City Manager Reports - Project Updates and Future Agendas
City Manager Clay Phillips gave an update on the road projects around town:
MacArthur Boulevard is complete; Denton Tap Road is progressing and will be
out of the way by August 24th; Bethel road is still under construction in Old
Town; and south Freeport/Royal/Belt Line will be looked at next for
rehabilitation and repair.
Regarding future agendas, Public Hearings for the budgets and tax rate are
scheduled for the meeting on August 25th with a Special Called Meeting on
September 1st at 6pm. A 5th Tuesday Work Session will be scheduled for
September 29th at 6pm.
15. Council Committee Reports concerning items of community involvement with no
Council action or deliberation permitted.
Councilmember Hinojosa-Flores reminded everyone that the first day of school
for CISD, LISD and CFBISD will be August 24th. Also, all CISD students were
given a "Summer Passport to Wellness" by Living Well in Coppell. If you did
not get one, you can still find them online. A celebration for those that
completed their passports will be held on August 29th from 9am-11am at Town
Center. There will be plenty of activites available to celebrate a healthy
lifestyle.
Mayor Hunt reported on the Metroplex Mayors' Meeting. The speaker was TML
Executive Bennett Sandlin who gave a Legislative Update and expressed the
importance of members building bridges with their legislators.
Mayor Pro Tem Roden reported on the Senior Center Monthly Luncheons.
Councilmembers are taking turns each month to visit with the patrons.
Councilmember Long attended the lunch in August and Councilmember Hill
will visit in September. Mayor Pro Tem Roden said the Seniors enjoy the
opportunity to meet with each Councilmember.
16. Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
Mayor Hunt reminded everyone about the National Night Out Golf Tournament
on August 14th beginning at 6:30am at the Cowboys Golf Course.
