The City Council of the City of Coppell met in Special Called Session on Tuesday, September 1, 2015, at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. Mayor Hunt called the meeting to order and determined that a quorum was present at 6:01 p.m. 1. Invocation Councilmember Marvin Franklin gave the invocation. 2. Pledge of Allegiance Mayor Hunt and the City Council led those present in the Pledge of Allegiance. 3. PUBLIC HEARING: To receive public comment concerning the proposed 2015-16 tax rate of $0.58400. City of Coppell, Texas Page 1 City Council Minutes September 1, 2015 Mayor Hunt opened the public hearing and asked for those who signed up to speak. Finance Director Jennifer Miller made a presentation regarding the proposed tax rate of $0.584.00. Ms. Miller advised that the City Council must vote on the proposed tax rate at least three (3) days after the second public hearing and not more than 14 days after the second public hearing. She advised the proposed tax rate is scheduled for a vote by the City Council on Tuesday, September 8, 2015. Ms. Miller explained that this is the lowest tax rate since 1990 and that the City's taxes have continued to decrease over the years. Mr. Joe Shirley, 582 Villawood Lane, expressed concern for the calculations by which the proposed tax rate was decided. He requested the Council leave the tax rate at the effective rate. There were no other audience members wishing to speak. City Manager Clay Phillips explained the effective tax rate and the rollback tax rate. He advised the City is continuing to grow, adding services, facilities and capital projects. Mr. Phillips advised that it costs more to do what we do. Ms. Miller explained that the calculation for the tax rate is a very complex formula created by the Texas Legislature. Mayor Hunt and Councilmembers Roden, Mays, Franklin, and Hinojosa-Flores expressed pride in the City staff and the Council with regard to increasing programs and services while reducing the tax rate. They mentioned the article in the recent Money Magazine recognizing Coppell as the "8th Best Place to Live" and the "3rd Best Place to Be A Kid" in the United States, and expressed their concern for the lack of attendance and participation in the Council's budget/tax workshops. Councilmember Wes Mays made a motion, seconded by Councilmember Mark Hill, to close the public hearing. The motion passed by a unanimous vote.
