The City Council of the City of Coppell met in Regular Called Session on Tuesday,
August 25, 2015, at 6:00 p.m. in the City Council Chambers of Town Center, 255
Parkway Boulevard, Coppell, Texas.
1. Call to Order
Mayor Hunt called the meeting to order, determined that a quorum was present
and convened into Executive Session at 6:09 p.m.
2. Executive Session (Closed to the Public) 1st Floor Conference Room
Section 551.071, Texas Government Code - Consultation with City Attorney.
A. Consultation with City Attorney to seek legal advice concerning the
United States Supreme Court decision in Reed v. City of Gilbert, et al,
decided June 19, 2015; and recent legislation as it relates to municipal
ordinances.

B. Discussion regarding economic development prospects south of
Southwestern Boulevard and east of Freeport Parkway.

3. Work Session (Open to the Public) 1st Floor Conference Room
Mayor Hunt adjourned the Executive Session at 7:25 p.m. and convened into
the Work Session at 7:27 p.m.

Mayor Hunt adjourned the Work Session at 7:33 p.m. and reconvened into the
Regular Session.
4. Invocation 7:30 p.m.
Councilmember Wes Mays gave the Invocation.
5. Pledge of Allegiance
Mayor Hunt and the City Council led those present in the Pledge of Allegiance.
6. Consider approval of a Proclamation naming the month of September
as "National Childhood Cancer Awareness Month" in the City of
Coppell; and authorizing the Mayor to sign.
Mayor Hunt read the proclamation for the record and presented the same to
Billy Faught representing the Go Gold Foundation.
A motion was made by Councilmember Brianna Hinojosa-Flores, seconded by
Councilmember Marvin Franklin, that this Agenda Item be approved. The
motion passed by an unanimous vote.
7. Consider approval of a Proclamation naming the month of September
2015, as "Blood Cancer Awareness Month;" and authorizing the Mayor
to sign.
Mayor Hunt read the proclamation for the record and presented the same to
Mike Mendlick representing the Leukemia & Lymphoma Society.
A motion was made by Councilmember Brianna Hinojosa-Flores, seconded by
Councilmember Wes Mays, that this Agenda Item be approved. The motion

passed by an unanimous vote.
8. Report by the Economic Development Committee.
Bill Rohloff, Economic Development Committee Chair, gave the board's annual
report.
9. Citizens' Appearance
Mayor Hunt asked for those who signed up to speak:
1) Diane Boyd, 3730 Twin Oaks Court, Flower Mound, spoke in regards to what
she perceived as a speed trap in the Braewood subdivision, and asked that all
tickets issued be rescinded and apologies be granted.
10. Consent Agenda
A. Consider approval of the minutes: August 11, 2015.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Nancy Yingling, that Agenda Items A -C be approved on the
Consent Agenda. The vote passed an unanimous vote.
B. Consider approval of a Resolution approving a Tax Abatement
Agreement between the City of Coppell and Panasonic Corporation of
North America, and authorizing the Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Nancy Yingling, that Agenda Items A -C be approved on the
Consent Agenda. The vote passed an unanimous vote.

C. Consider approval of an Economic Development Agreement by and
between the City of Coppell and Panasonic Corporation of North
America, and authorizing the Mayor to sign.
A motion was made by Councilmember Marvin Franklin, seconded by
Councilmember Nancy Yingling, that Agenda Items A -C be approved on the
Consent Agenda. The vote passed an unanimous vote.

11. PUBLIC HEARING:
To receive public comment concerning the proposed 2015-16 budget
for the Coppell Crime Control and Prevention District.
Presentation: Jennifer Miller, Director of Finance, made a presentation to
Council.
Mayor Hunt opened the Public Hearing and advised that no one signed up to
speak.
A motion was made by Councilmember Wes Mays, seconded by

Councilmember Cliff Long, to close the Public Hearing. The motion passed by
an unanimous vote.
12. Consider approval of the proposed 2015-16 budget for the Coppell
Crime Control and Prevention District.
Presentation: Jennifer Milller, Director of Finance, made a presentation to
Council. The Crime Control and Prevention District sales tax collection is set to
expire April 2023.
A motion was made by Councilmember Wes Mays, seconded by
Councilmember Cliff Long, that this Agenda Item be approved. The motion
passed by an unanimous vote.
13. PUBLIC HEARING:
To receive public comment concerning the proposed 2015-16
Municipal Budget.
Presentation: Jennifer Miller, Director of Finance, made a presentation to
Council.
Mayor Hunt opened the Public Hearing and advised that no one signed up to
speak.
A motion was made by Mayor Pro Tem Gary Roden, seconded by
Councilmember Marvin Franklin, to close the Public Hearing. The motion
passed by an unanimous vote.
14. PUBLIC HEARING:
To receive public comment concerning the proposed 2015-16 tax rate
of $0.58400.
Presentation: Jennifer Miller, Director of Finance, made a presentation to
Council. A second Public Hearing will be held on September 1st with the rate
adoption request scheduled for September 8th.
Mayor Hunt opened the Public Hearing and advised that no one signed up to
speak.
A motion was made by Councilmember Mark Hill, seconded by Councilmember
Nancy Yingling, to close the Public Hearing. The motion passed by an
unanimous vote.
15. Consider approval to award Texas Multiple Award Schedule proposal
to SDB Contracting Services in the amount of $406,874.95, as
budgeted, for the Courts and Lobby Renovation project and
associated ADA required modifications; and authorizing the City
Manager to sign any necessary documents.
Presentation: Sheri Moino, Facilities Manager, made a presentation to Council.
A motion was made by Councilmember Nancy Yingling, seconded by
Councilmember Marvin Franklin, that this Agenda Item be approved. The
motion passed by an unanimous vote.

City Manager Reports - Project Updates and Future Agendas
August 25, 2015
City Manager Clay Phillips reported on the two major thoroughfares that have
been under construction this summer. Traffic is flowing and are otherwise
complete with the exception of a few punchlist items. The City has been
watching the traffic patterns, particularly in the school areas. A drone was
utilized recently to obtain aerial footage, which has since been released to the
media. Regarding future agendas, aside from the Public Hearing on September
1st, there will be a 5th Tuesday Workshop on September 29th at 6pm.
Council Committee Reports concerning items of community involvement with no
Council action or deliberation permitted.

Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
Councilmember Wes Mays announced that Money Magazine rated Coppell #8
in the Best Cities to Live and #3 for the Best Places to be a Kid. Council
encouraged everyone to cast their vote on social media. Finally, the Grapevine
Stomp Off will be held on September 19th at 11am.
