OR 91-525 Alternate members to Animal Control Appeals, Economic & Business Developement, Library, Park Boards AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 91525 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE CODE OF ORDINANCES OF THE CITY OF COPPELL TO PROVIDE ADDITIONAL ALTERNATE MEMBERS TO THE ANIMAL CONTROL APPEALS BOARD, THE ECONOMIC AND BUSINESS DEVELOPMENT BOARD, THE LIBRARY BOARD, AND THE PARK BOARD; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. AMEND SECTION 9-1-5 A OF CHAPTER 9 OF CITY CODE Chapter 9 of the Code of Ordinances of the City of Coppell is hereby amended by amending Section 9-1-5 A to read as follows: "Sec. 9-1-5 APPEAL FROM REFUSAL OR REVOCATION OF ANIMAL REGISTRATION A. Them is hereby created an Appeal Board known as the Animal Control Appeal Board, which shall be comprised of the City of Coppell Local Health Authority (also known as the City Health Officer), a veterinarian to be appointed by the City Council, one citizen of the city who is not an employee of the City and one alternate citizen member who is not an employee of the City. If any person is denied a registration, or a registration is revoked, they may appeal the refusal or revocation to said Appeal Board by filing with the City Manager a written request for hearing within ten (10) days after denial or revocation. The filing of a request for an appeal hearing with the City Manager stays an action of the City in revoking a registration until the Appeal Board makes a final decision. If a request for an appeal hearing is not made within the ten (10) day period, the denial or revocation is final." Ordinance, Page I SECTION 2. AMEND SECTION 2-3o2 A OF CHAPTER 2 OF CITY CODE Chapter 2 of the Code of Ordinances of the City of Coppell is hereby amended by amending Section 2-3-2 A to read as follows: "Sec. 2-3-2 APPOINTMENT A. The Economic and Business Development Board provided for herein shall be comprised of five (5) regular members and two (2) alternate members, to be nominated by the Mayor and appointed by the City Council. Members shall be residents of the City of Coppell for at least twelve (12) months preceding the date of appointment." SECTION 3. AMEND SECTION 2-1-2 A OF CHAPTER 2 OF CITY CODE Chapter 2 of the Code of Ordinances of the City of Coppell is hereby amended by amending Section 2-1-2 A to read as follows: "Sec. 2-1-2 APPOINTMENT A. The Library Board provided for herein shall be comprised of seven (7) regular members and two (2) alternate members, to be appointed by the City Council. Members shall be a resident of the City of Coppell for at least twelve (12) months preceding the date of appointment, be knowledgeable in the affairs of the City, be knowledgeable in the functions and activities provided for in the Charter and this Article and who shall be a qualified voter in the City of Coppell, Texas." SECTION 4. AMEND SECTION 2-2-2 A OF CHAPTER 2 OF CITY CODE Chapter 2 of the Code of Ordinances of the City of Coppell is hereby amended by amending Section 2-2-2 A to read as follows: "Sec. 2-2-2 APPOINTMENT A. The Parks and Recreation Board provided for herein shall be comprised of seven (7) regular members and two (2) alternate members to be appointed by the City Council. Members shall be a resident of the City of Coppell for at least twelve (12) months preceding the date of appointment, be knowledgeable Ordinance, Page 2 in the affairs of the City, be knowledgeable in the functions and activities provided for in the Charter and this Article and who shall be a qualified voter in the City of CoppelI,Texas." SECTION 4. REPEALING CLAUSE All parts of ordinances, inconsistent or in conflict with the provisions of this ordinance are hereby repealed· SECTION 5. SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 6. EFFECTIVE DATE This ordinance shall take effect immediately from and after its adoption as the law in such cases provides· DULY PASSED by the City Council of the City of Coppell, Texas, the 24th day of September , 1991.
