Page 9 City of Coppell, Texas Printed on 8/16/2016 1 MEMORANDUM To: Mayor and City Council From: Brad Reid, Director of Parks and Recreation Date: November 13, 2012 Reference: Update and presentation regarding a possible Dog Park in Coppell 2030: Although not specifically called out for in the Coppell 2030 Plan, a dog park could be included in the Community Wellness and Enrichment Strategy, under the goal Community Gathering Places, with the value to the residents of creating activities for all family generations and neighbors meeting neighbors and making new friends. It might also meet the goal of having Recreation Programs and Services for All Generations, with the value to the residents of having a variety of choices for leisure time and convenient access to recreation opportunities in Coppell. Introduction: The Parks and Recreation Department and the Park Board have heard from a number of citizen groups over the past twelve years who are in support of having an off-leash dog park in Coppell. Some of these groups have gone to a significant amount of effort in providing information, garnering community interest and developing plans in order to assist the city in making a positive decision supporting a dog park. These efforts have yet to produce a positive outcome. There is currently a group of organized citizens who have been speaking with the Park Board for several months about the idea that now is the time for such an amenity. Since the year 2000 the Board and staff have been meeting and working with at least four distinct groups of citizens who support a dog park in Coppell. These groups typically are taken through a series of question/answer periods during Park Board meetings, create reports for the Board, generate interest and then give up on the idea after a while. This process has left some residents bitter toward the staff, the Board and the city. The most recent discussion regarding the citizen desire for a dog park at MacArthur Park began at the hands of Tracey Allard who brought up the idea at a recent City Council meeting during Citizen’s Appearance. She then appeared before the Park Board to begin the process of making a 2 formal request. Staff has been meeting with Ms. Allard about the idea, facilitating Park Board discussions, a meeting with the Church of the Apostles, and generally guiding her through the process of bringing the idea through the Park Board. Along the way, Ms. Allard generated a petition on which she indicates she received over 500 signatures in a one month period, researched parks in other communities, created an estimated cost of construction along with proposed amenities and presented findings to the Board. The Park Board recommended in favor of having an off-leash dog park at their meeting of November 6, 2012. The Board recommendation is to allocate for a dog park approximately 2.5 acres of property at MacArthur Park situated between the Church of the Apostles and Fire Station #2. The recommendation goes on to include conditions to require a citizen group to establish a 501(c)3 organization to help with 20% of the construction costs and support ongoing programming of the park. They go on to recommend that this group enter into a License and Usage Agreement with the city, similar to the arrangement the city has with the various youth sports associations. Analysis: Off-leash Dog Parks have existed in other communities for many years. When Coppell first heard from its citizens twelve-plus years ago there were many unknowns about the operations of dog parks. Over those years neighboring communities have moved forward with building dog parks, to the apparent enjoyment of their residents. While there would undoubtedly be challenges with having a dog park in Coppell, there are operational tests to having most any recreation amenity. Such a facility would likely bring an entirely new clientele to utilizing the parks in our city, increasing physical activity, personal involvement and a sense of community. If the city decides not to take positive steps toward creating a dog park, the interested residents will likely become disillusioned with the city and continue to appeal to the Park Board, the Parks and Recreation Department staff and the City Council to create this opportunity in Coppell. The effort will continue through the media outlets, meetings and other correspondence to keep this item on the front burner. Legal Review: Agenda item did not require legal review Fiscal Impact: The Parks and Recreation Department estimates that the construction of the dog park described above can be constructed for approximately $250,000. The annual maintenance of this park would likely be around $25,000 including mowing, fertilization, trash removal/cleaning, irrigation and fencing repairs, etc. Funds are not currently budgeted for this facility. 3 Recommendation: The Parks and Recreation Department recommends the city move forward with budgeting for this park amenity. A dog park has been the item most brought forward to the Park Board by the citizens over the past decade. The citizens now supporting the park and insisting the city move forward with its construction should be expected to sustain the park to some degree. This will create a city/citizen partnership that will assuredly lead to the success of the park. The Department is of the opinion that an off-leash dog park is a passive park activity, much like the trail system, which would not typically be expected to recover any appreciable cost of construction or ongoing operation. It should be considered an amenity with more of a “community benefit”, than an individual benefit, suggesting that the city would likely bear the cost of providing the service or amenity. Mayor Hunt reported that the City will once again sponsor the special holiday program called Make a Child Smile. This annual program benefits children living in the City of Coppell by providing holiday gifts for those families who need a little extra help. Anyone may stop by the City Manager’s Office in Town Center between Nov. 1 and Dec. 7 to select a paper ornament, then purchase a gift of clothing and/or a toy for the child, and return the wrapped gift to the City Manager’s Office with the paper ornament attached. The program goal is to provide at least one toy and one article of clothing for each child. City staff will deliver the gifts prior to Christmas. Ornaments are available for check-out Monday through Friday, 8 am to 5 pm. You may also contact or email Scarlett Hovland or Debbie Cravey in the City Manager’s Office. The City is also hosting a Food Drive this holiday season. Drop boxes will be located at Town Center and the Library where item(s) can be dropped off. A list of suggested non-perishable items is available on the city’s website. City staff will deliver the donated items to Christian Community Action. CCA provides 1,600 holiday food baskets and distributes non-perishable food, personal care supplies and cleaning goods from their pantry to 600 families per week. Donations will be accepted from November 1 through December 31. Finally, the Lighted Parade and Tree Lighting Celebration is just around the corner on December 1st! This year’s theme is “Parade of Trees.” The Lighted Parade will begin at 6:30pm from the UPS parking lot across the street from St. Ann’s. Following the parade is the Tree Lighting Ceremony at the Plaza. A few friends from the North Pole will be visiting: Rudolph, Frosty, a few of the Elves and of course Santa and Mrs. Clause! Finally, Ranchview Band earned superior ratings and moved onto Area Competition. Councilmember Roden announced that the Lewisville High School held its Grand Re-Opening on October 9th. B. Councilmember Mays reported on the tragic deaths of two students at Coppell High School. Prayer vigils were held at various locations thorughout the week and extra grief counselors were on-site for students and staff. C. Councilmember Faught announced the "Minute to Win it" Winners were: Frank Chavet, Pat Lindop and Bernd Braun. The Senior of the Month was Jaci Parrish. Griffin, P.E., Director of Engineering and Public Works Date: November 13, 2012 Reference: The Ordinance will reduce the speed limit on residential streets to 25 mph and clean up some discrepancies within the Code of Ordinances. 2030: This Agenda Item will ensure excellent City Services with high levels of Customer Satisfaction are met and continue efforts in improving mobility within Coppell. Introduction: By default, a street with no posted speed limit in the State of Texas is 30 mph. Effective May 27, 2005, House Bill 87 allowed a municipality to alter the prima facie speed limit to 25 mph without an engineering study on streets “35 feet or less in width, and along which vehicular parking is not prohibited on one or both sides” and that street does not have “four or more lanes for vehicular travel.” On September 27, 2005, City Council approved an ordinance to establish the maximum prima facie speed limit of 25 mph on residential streets in the city limits that met the requirements of the state. Since that time, several new subdivisions have been developed which require the City to review and modify the 25 mph speeds within the code of ordinances. Analysis: The City is guided by Chapter 545 of the Local Government Code Section 356 “Authority Of Municipality To Alter Speed Limits”. At the time the initial 25 mph ordinance was approved there were three criteria that a street had to meet to qualify for a 25 mph: 1) a street had to be 35 feet or less in width; 2) vehicular parking had to be allowed on one or both sides of the street; and 3) the street had to be less than 4 lanes in width. Since that time there have been three amendments to Section 356. House Bill No. 2682, effective June 19, 2009, removed the three physical criteria set forth above, added that it must be a 2-lane road and added a subsection of reporting to the agency: (d) The governing body of a municipality that declares a lower speed limit on a highway or part of a highway under Subsection (b-1), not later than February 1 of 2 each year, shall publish on its Internet website and submit to the department a report that compares for each of the two previous calendar years: (1) the number of traffic citations issued by peace officers of the municipality and the alleged speed of the vehicles, for speed limit violations on the highway or part of the highway; (2) the number of warning citations issued by peace officers of the municipality on the highway or part of the highway; and (3) the number of vehicular accidents that resulted in injury or death and were attributable to speed limit violations on the highway or part of the highway. The other two law revisions had no impact on 25 mph speeds. With the knowledge of this state law change, the Engineering Department reviewed our Code of Ordinances to determine new streets that could be changed to 25 mph and existing streets that would fall under this new geometric standard and came up with a list of 60 streets. The streets under consideration for 25 mph are residential in nature. Even if the ordinance changing the speed limit from 30 mph to 25 mph is approved by City Council, the speed is not enforceable until such time as the governing body erects signs giving notice of the new speed limit. We anticipate approximately 50 speed limit signs will be needed to properly sign the residential streets. In addition to additional 25 mph streets, the Engineering Department proposes several changes to the code to clarify segments of streets and remove references to older streets, i.e. State Road is now Freeport Parkway and there were two speeds referenced on one segment of Sandy Lake Road. Also, it is recommended that the streets in Old Town be set at 20 mph due to the angled on-street parking. With these changes, we propose to remove the entire table of speeds on specific streets and replace it with the table shown in the ordinance. Attached are two versions of the proposed ordinance; one which shows the final Ordinance as it will be signed, and the other which shows the proposed changes. The proposed changes are marked as follows: Removals, additions, and re-order due to alphabetical order. Legal Review: Agenda was reviewed by Bob Hager on 10/30/2012. Fiscal Impact: There is no additional fiscal impact associated with this Ordinance amendment. The estimated cost of the 50 signs, about $4,500.00, will come from the Traffic Division 3230 account. Recommendation: The Engineering Department recommends approval of the ordinance changing residential speed limits from 30 mph to 25 mph on streets meeting the criteria of Chapter 545 Section 356 of the Local Government Code. H.B. No. 87 AN ACT relating to the authority of a municipality to alter speed limits in an urban district within the municipality. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 545.356, Transportation Code, is amended by adding Subsections (b-1) and (b-2) and amending Subsection (c) to read as follows: (b-1) Except as provided by Subsection (b-2), the governing body of a municipality, for a highway or a part of a highway in an urban district in the municipality that is not an officially designated or marked highway or road of the state highway system, is 35 feet or less in width, and along which vehicular parking is not prohibited on one or both sides of the highway, may declare a lower speed limit of not less than 25 miles per hour, if the governing body determines that the prima facie speed limit on the highway is unreasonable or unsafe. (b-2) Subsection (b-1) does not apply to a highway or part of a highway that has four or more lanes used for vehicular travel. (c) A prima facie speed limit that is altered by the governing body of a municipality under Subsection (b) or (b-1) is effective when the governing body erects signs giving notice of the new limit and at all times or at other times as determined. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. No. 1353 AN ACT relating to speed limits. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 545.352(b), Transportation Code, as amended by Chapters 663 (H.B. 385), 739 (H.B. 1075), and 1346 (H.B. 676), Acts of the 76th Legislature, Regular Session, 1999, is reenacted and amended to read as follows: (b) Unless a special hazard exists that requires a slower speed for compliance with Section 545.351(b), the following speeds are lawful: (1) 30 miles per hour in an urban district on a street other than an alley and 15 miles per hour in an alley; (2) except as provided by Subdivision (4), 70 miles per hour [in daytime and 65 miles per hour in nighttime if the vehicle is a passenger car, motorcycle, passenger car or light truck towing a trailer bearing a vessel, as defined by Section 31.003, Parks and Wildlife Code, that is less than 26 feet in length, passenger car or light truck towing a trailer or semitrailer used primarily to transport a motorcycle, or passenger car or light truck towing a trailer or semitrailer designed and used primarily to transport dogs or livestock,] on a highway numbered by this state or the United States outside an urban district, including a farm-to-market or ranch-to-market road; (3) except as provided by Subdivision (4), 60 miles per hour [in daytime and 55 miles per hour in nighttime if the vehicle is a passenger car or motorcycle] on a highway that is outside an urban district and not a highway numbered by this state or the United States; (4) [60 miles per hour outside an urban district if a speed limit for the vehicle is not otherwise specified by this section; or [(5)] outside an urban district: (A) 60 miles per hour if the vehicle is a school bus that has passed a commercial motor vehicle inspection under Section 548.201 and is on a highway numbered by the United States or this state, including a farm-to-market road; or (B) 50 miles per hour if the vehicle is a school bus that: (i) has not passed a commercial motor vehicle inspection under Section 548.201; or (ii) is traveling on a highway not numbered by the United States or this state; [or [(C)60 miles per hour in daytime and 55 miles per hour in nighttime if the vehicle is a truck, other than a light truck, or if the vehicle is a truck tractor, trailer, or semitrailer, or a vehicle towing a trailer other than a trailer described by Subdivision (2), semitrailer, another motor vehicle or towable recreational vehicle;] (5) on a beach, 15 miles per hour; or (6) on a county road adjacent to a public beach, 15 miles per hour, if declared by the commissioners court of the county. SECTION 2. SECTION 3. Sections 545.353(d), (h), and (h-1), Transportation Code, are amended to read as follows: (d) Except as provided by Subsection (h-1) [(h)], the commission may not: (1) modify the rules established by Section 545.351(b); (2) establish a speed limit of more than 75 [70] miles per hour; or (3) increase the speed limit for a vehicle described by Section 545.352(b)(4) [545.352(b)(5)]. (h) Notwithstanding Section 545.352(b), the commission may establish a speed limit of 75 miles per hour [in daytime] on a part of the highway system if[: [(1)] the commission determines that 75 miles per hour [in daytime] is a reasonable and safe speed for that part of the highway system[; and [(2)that part of the highway is located in a county with a population density of less than 15 persons per square mile]. (h-1) Notwithstanding Section 545.352(b), the commission may establish a speed limit of 80 miles per hour [in daytime] on a part of Interstate Highway 10 or Interstate Highway 20 in Crockett, Culberson, Hudspeth, Jeff Davis, Kerr, Kimble, Pecos, Reeves, Sutton, or Ward County if the commission determines that 80 miles per hour [in daytime] is a reasonable and safe speed for that part of the highway. SECTION 4. Section 545.354(e), Transportation Code, is amended to read as follows: (e) The authority may not: (1) alter the general rule established by Section 545.351(a); or (2) establish a speed limit of more than 75 [70] miles per hour. SECTION 5. Section 545.355(e), Transportation Code, is amended to read as follows: (e) The commissioners court of a county with a population of more than 2.8 million may establish from the results of an engineering and traffic investigation a speed limit of not more than 75 [70] miles per hour on any part of a highway of that county that is a limited-access or controlled-access highway, regardless of the location of the part of the highway. SECTION 6. Sections 545.356(a) and (b), Transportation Code, are amended to read as follows: (a) The governing body of a municipality, for a highway or part of a highway in the municipality, including a highway of the state highway system, has the same authority to alter by ordinance prima facie speed limits from the results of an engineering and traffic investigation as the Texas Transportation Commission on an officially designated or marked highway of the state highway system. The governing body of a municipality may not modify the rule established by Section 545.351(a) or establish a speed limit of more than 75 [60] miles per hour. (b) The governing body of a municipality, for a highway or part of a highway in the municipality, including a highway of the state highway system, has the same authority to alter prima facie speed limits from the results of an engineering and traffic investigation as the commission for an officially designated or marked highway of the state highway system, when the highway or part of the highway is under repair, construction, or maintenance. SECTION 7. Section 545.358, Transportation Code, is amended to read as follows: Sec. 545.358. AUTHORITY OF COMMANDING OFFICER OF UNITED STATES MILITARY RESERVATION TO ALTER SPEED LIMITS. The commanding officer of a United States military reservation, for a highway or part of a highway in the military reservation, including a highway of the state highway system, has the same authority by order to alter prima facie speed limits from the results of an engineering and traffic investigation as the Texas Transportation Commission for an officially designated or marked highway of the state highway system. A commanding officer may not modify the rule established by Section 545.351(a) or establish a speed limit of more than 75 [60] miles per hour. SECTION 8. Section 545.362(a), Transportation Code, is amended to read as follows: (a) Subject to Subsection (c), the Texas Transportation Commission may enter an order establishing prima facie speed limits of not more than 75 [70] miles per hour applicable to all highways, including a turnpike under the authority of the Texas Turnpike Authority or a highway under the control of a municipality or county. An order entered under this section does not have the effect of increasing a speed limit on any highway. SECTION 9. Section 545.353(i), Transportation Code, is repealed. SECTION 10. As soon as practicable after the effective date of this Act, the Texas Department of Transportation shall conceal or remove speed limit signs that do not comply with Section 545.352, Transportation Code, as amended by this Act, and erect appropriate signs. No. 2596 AN ACT relating to the authority of certain municipalities to lower speed limits on certain highways. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 545.356, Transportation Code, is amended by amending Subsections (b-1), (c), and (d) and adding Subsection (b-3) to read as follows: (b-1) Except as provided by Subsection (b-3), the [The] governing body of a municipality, for a highway or a part of a highway in the municipality that is not an officially designated or marked highway or road of the state highway system, may declare a lower speed limit of not less than 25 miles per hour, if the governing body determines that the prima facie speed limit on the highway is unreasonable or unsafe. (b-3)The governing body of a municipality with a population of 2,000 or less, for a highway or a part of a highway in the municipality that is a one-lane highway used for two-way access and that is not an officially designated or marked highway or road of the state highway system, may declare a lower speed limit of not less than 10 miles per hour, if the governing body determines that the prima facie speed limit on the highway is unreasonable or unsafe. (c) A prima facie speed limit that is altered by the governing body of a municipality under Subsection (b), [or] (b-1), or (b-3) is effective when the governing body erects signs giving notice of the new limit and at all times or at other times as determined. (d) The governing body of a municipality that declares a lower speed limit on a highway or part of a highway under Subsection (b-1) or (b-3), not later than February 1 of each year, shall publish on its Internet website and submit to the department a report that compares for each of the two previous calendar years: (1) the number of traffic citations issued by peace officers of the municipality and the alleged speed of the vehicles, for speed limit violations on the highway or part of the highway; (2) the number of warning citations issued by peace officers of the municipality on the highway or part of the highway; and (3) the number of vehicular accidents that resulted in injury or death and were attributable to speed limit violations on the highway or part of the highway. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. An offense committed before the effective date of this ordinance is governed by prior law and the provisions of the Code of Ordinances, as amended, in effect when the offense was committed and the former law is continued in effect for this purpose. That any person, firm or corporation violating any of the provisions or terms of this ordinance or of the Code of Ordinances, as amended hereby, shall be guilty of a misdemeanor and upon conviction in the Municipal Court of the City of Coppell, Texas, shall be subject to a fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense, and each and every day such violation is continued shall be deemed to constitute a separate offense. LICENSEE warrant that the PERMITTED use of the property will not result in the disposal or other release of any hazardous substance or solid waste on or to the property, and that it will take all steps necessary to ensure that no such hazardous substance or solid waste will ever be discharged onto the property or adjoining property by LICENSEE. LICENSEE shall indemnify and hold CITY harmless against all costs, environmental clean up to the property and surrounding CITY property resulting from LICENSEE’ use of the property under this License. 5. Future City use: This License is made expressly subject and subordinate to the right of CITY to use the portion of the Right of Way outside the physical limits of the single 4” conduit for any public purpose whatsoever. In the event that CITY shall, at any time subsequent to the date of this Agreement, at its sole discretion, determine that the relocation, maintenance or replacement of the existing street or city owned shall be necessary or convenient for CITY’s use of property, LICENSEE shall indemnify and hold CITY harmless against any cost or claims for damage to the single 4” conduit, or the contents of said conduit because of CITY's activities within the street right of way. 7. Phase One of this development contained a 600,000 square-foot building. A 350,000 square-foot future expansion area was also planned at that time. Phase Two anticipated a 900,000 square-foot building. This PD included various conditions including: a reduction in the required parking for warehouse uses from one space per 1,000 square feet to one space per 5,000 square feet, and allowed for a single 120 square- foot monument sign, in lieu of two 60 square-foot signs. Council also approved a Preliminary Plat for the entire acreage and a Final Plat to allow for Phase One construction. In August of 2002, staff administratively approved a revision to the Site Plan to allow 50 additional parking spaces along Bethel Road, east of Royal Lane to serve the 150 Mohawk employees. Mohawk subsequently moved to another site. In November 2003, Council approved a revised Detail Plan and Plat for a 300,000 square foot expansion of the existing building and to permit the development of the second equally-sized (1,000,000 square foot) building. That PD amendment ITEM # 4 Page 2 of 4 also allowed the construction of a guardhouse for Phase One development. The Replat-Final Plat was also approved at that time. However, it was never filed for record, and therefore has expired. The PD zoning, however is still applicable. In May 2011, Council approved an amended Detail Site Plan to allow revised parking, landscaping, elevations and signage (including a monument sign) for the existing (Phase One) 600,000-square-foot building for U-line on the abutting current request area to the west. TRANSPORTATION: Bethel Road is a four lane divided thoroughfare (C4D), which is built to standard within a 90 foot right-of-way. SURROUNDING LAND USE & ZONING: North - Wagon Wheel Park; LI (Light Industrial) South - Postal Distribution Center; LI (Light Industrial) East – Office/warehouse; LI (Light Industrial) West - U-Line; PD-185R2-LI (Planned Development-185 Revision 2 Light Industrial) COMPREHENSIVE PLAN: The Coppell 2030 Comprehensive Master Plan shows this property as suitable for Industrial Special District. DISCUSSION: As discussed in the history section, this is the third Detail Plan for the development of this tract of land. The current request is for an approximate 1.1 million square foot office/warehouse building with 1,167 parking spaces and space available for an additional 192 spaces if needed in the future. This is proposed to be occupied by a user which has a 24/7 operation and a large employee base. The building will be well-designed and addresses the articulation and setback standards of the Zoning Ordinance. This will be a welcomed addition to the City of Coppell. However, to support this intensity of development, there are several variances that are requested to be incorporated into this Planned Development District relating to landscaping and signage. Landscaping Along the east property line there is currently a 150-foot wide surface drainage and landscape area. This drainage will now be accommodated in an underground detention system to allow for additional surface parking. Given the depth of this detention facility, overstory trees as normally required in all landscape islands are not practical. Therefore, the Landscape Plan indicates ornamental trees in the landscape islands planted at a 3-1 ratio. The Landscape Plan meets all other aspects of the Landscape Ordinance. Along Creekview Drive (the north property line) adjacent to Wagon Wheel Park, 42 overstory trees are proposed which will visually obscure this use from the city park. There will be 30 to 80 feet of landscaping abutting Bethel Road with Red Oaks and Live Oaks planted in an undulating pattern, generally 25-feet on center. ITEM # 4 Page 3 of 4 Signage Two attached building signs are proposed, one along Bethel Road and one facing the east property line. Each sign is under the 200 square foot maximum permitted by Sign Ordinance. There is a drafting error on Sheet A-1.5 which indicated a 3rd attached sign on the north façade. The applicant has indicated that no attached signage is proposed along Creekview Drive. The original 100 acre PD allowed a 120 square foot TRADEPOINT monument sign to straddle the mutual property line in lieu of monument signs on the individual lots. This applicant is requesting two-60 square foot monument signs, one on Bethel Road and one on Creekview Drive. While compliant in terms of setbacks and size, the applicant is also requesting internal illumination, in the form of halo-lit letters. This type of sign is currently being considered as part of the revisions to the Sign Ordinance. Staff supports incorporating these signs in the PD. The final variance relates to the movement control or directional signage. The current Ordinance permits an unlimited number of three (3) square-foot signs which; convey a message directing vehicular or pedestrian movement within or onto the premises; if an attached sign, the words must not exceed six inches in height; and shall contain no advertising identification message. The applicant is requesting a number of these signs which comply with the Ordinance. The only exceptions are the S-1 thru S-4 signs which also provide facility safety information to visiting, associates and delivery trucks. These 4 signs will be mounted on poles, and the top of the sign face is 8 feet above the ground. Given the amount of traffic that will be generated by this use and the safety considerations, staff can support these signs. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of PD-185R3, subject to the following PD Conditions: 1. Ornamental trees are permitted in the landscape islands in the parking areas that are over the drainage area in lieu of overstory trees. 2. The monument signs are permitted to have internally lit halo letters 3. A maximum of 4 directional signs may be mounted on poles, with a maximum effective height of eight (8) feet. In addition, the following drafting errors need to be corrected: • Resolve the discrepancies in the square footage of the office and warehouse in relation to total building size in the parking calculations on Sheet A-1.1. • Include the mezzanine area in the parking calculations on Sheet A-1.1. • Correct the dimension of the northern property line (Creekview Drive) on Sheet L-0.0 to be 1,105.41’ instead of 2047.09’ • Delete “BS-2” from the north northern façade on Sheet A-1.5 ITEM # 4 Page 4 of 4 ALTERNATIVES: 1.
