A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS,
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AMENDED AND
RESTATED JOINT TRAINING CENTER INTERLOCAL COOPERATION
AGREEMENT AMONG THE CITIES OF CARROLLTON, COPPELL, FARMERS
BRANCH, AND THE TOWN OF ADDISON; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Carrollton, City of Coppell, City of Farmers Branch, and Town
of Addison (collectively the "Cities") are political subdivisions within the State of Texas engaged
in the provision of government services for the benefit of its citizens; and
WHEREAS, because of their location within the DFW Metroplex and their proximity to
each other, the Cities are regularly called upon to provide mutual assistance to each other on fire
fighting calls for service; and
WHEREAS, effective December 9, 2014, the City of Coppell entered into an Interlocal
Cooperation Agreement with the Cities of Carrollton and Farmers Branch to establish the terms
by which the Cities would jointly design, construct, maintain, operate, manage and use a fire
training facility ("the Facility") on property owned by Farmers Branch; and
WHEREAS, Addison desires to become a party to the Original Agreement and to make
certain payments to be used for equipping the training facility as well as pay its share toward the
operating and maintenance cost of the training facility; and
WHEREAS, Carrollton, Coppell, and Farmers Branch desire to add Addison as a party to
the Original Agreement; and
WHEREAS, the Cities desire to enter into an amended agreement for the purpose of
adding Addison as a participant in the capital and operation and maintenance costs of the joint
training facility and making certain other amendments to the Original Agreement in order to
accommodate Addison; and
WHEREAS, the City Council of the City of Coppell finds it to be in the public interest to
authorize Coppell's participation of the above Facility project;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
COPPELL, TEXAS, THAT:
SECTION 1
All of the above premises are found to be true and correct legislative and factual finding
of the City Council, and they are hereby approved, ratified, and incorporated into the body of the
Resolution as if copied in their entirety.
SECTION 2
The City Council hereby authorizes the City Manager to enter into an amended and
restated Joint Fire Training Center Interlocal Agreement among the cities of Carrollton, Coppell,
Farmers Branch and the Town of Addison.
SECTION 3
The City Manager, or designee, is authorized to take those steps reasonable and necessary
to comply with the intent of this Resolution.
SECTION 4
This Resolution shall take effect immediately from and after its passage.
