Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 Parkway
Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.
The purpose of the meeting is to consider the following items:

8. Consent Agenda
A. Consider approval of the minutes: May 9 and May 12, 2017.
B. Consider approval to enter into a Project Specific Agreement (PSA) with
Dallas County for maintenance and improvements to Belt Line Rd.; in
the amount of $99,611.95; as budgeted in Infrastructure Maintenance
Fund; and authorizing the City Manager to sign any necessary
documents.
C. Consider approval of an Ordinance of City of Coppell, Texas approving
a negotiated settlement between the ATMOS Cities Steering Committee
("ACSC") and ATMOS ENERGY CORP., Mid -Tex Division regarding the
2017 rate review mechanism filings; declaring existing rates to be
unreasonable; adopting tariffs that reflect rate adjustments consistent
with the negotiated settlement; finding the rates to be set by the
settlement tariffs to be just and reasonable and in the public interest;
requiring reconciliation and rate adjustments if Federal income taxes
change; terminating the Rate Review Mechanism (RRM) Process for
2018 pending renegotiation of RRM terms and conditions; requiring the
company to reimburse ACSC's reasonable ratemaking expenses;
determining that this ordinance was passed in accordance with the
requirement of the Texas Open Meetings Act; adopting a savings
clause; declaring an effective date; requiring delivery of this ordinance to
Atmos; and authorizing the Mayor to sign.
D. Consider approval of amending the Code of Ordinances by amending
Chapter 9 "General Regulations", Article 9-1. "Animal Services", by
amending Section 9-1-1, Section 9-1-4-, Section 9-1-5, Section 9-1-7
and Section 9-1-10; and authorizing the Mayor to sign.

9. PUBLIC HEARING: Consider approval of an Ordinance of the City of
Coppell, Texas, readopting, ratifying, republishing and extending
Chapter 9 of the Code of Ordinances, Article 9-19, Youth Camp
Programs Standards of Care; and authorizing the Mayor to sign.

10. Consider approval of a contract with Halff Associates, Inc., for
Professional Engineering Services associated with the Belt Line Road
Reconstruction project; in an amount not to exceed $1,226,000.00;
funded from the Capital Improvement Program funds; and authorizing
the City Manager to sign necessary documents.
11. Consider appointment of Mayor Pro Tem as required by Section 3.05 of
the Home Rule Charter.
