Notice is hereby given that the Crime Control and Prevention District met on Thursday,
July 14, 2016 at 6:03 p.m. in the 2nd Floor Conference Room of Town Center, 255
Parkway Boulevard, Coppell, Texas.
The purpose of the meeting is to consider the following items:

Call to Order
President Wes Mays called the meeting to order.
1.Consider election of President and Vice President.
A motion was made by Mark Hill, seconded by Nancy Yingling, to nominate
Wes Mays as President. The motion passed by an unanimous vote.
A motion was made by Cliff Long, seconded by Marvin Franklin, to nominate
Mark Hill as Vice President. The motion passed by an unanimous vote.
2.Consider approval of minutes of July 16, 2015.
A motion was made by Marvin Franklin, seconded by Nancy Yingling, that this
Agenda Item be approved. The motion passed by an unanimous vote.

Presentation: Jennifer Miller, Director of Finance, made a presentation to the
Crime Control District Board.
4.PUBLIC HEARING: A public hearing on the FY 2016-17 Proposed
Budget for the Crime Control and Prevention District.
Wes Mays opened the Public Hearing and asked for those who signed up to
speak:
1) Davin Bernstein, 228 Hollywood, asked about expenditures exceeding the
fund balance. Mr. Bernstein also inquired about the Red Light Camera funds
being applied. Ms. Miller responded that it was a separate fund altogether.
2) Karen Hunt, 903 Pelican Ln., asked if Life Safety Park personnel were being
funded out of the Crime Control and Prevention District fund. Ms. Miller said
personnel would be funded with CRDC funds and the General Fund Balance. A
portion of the fund from CCPD would be used towards safety training and
education.
A motion was made by Marvin Franklin, seconded by Cliff Long, to close the
Public Hearing and approve this Agenda Item. The motion passed by an
unanimous vote.
5.Adoption of the Fiscal Year 2016-17 budget for the Crime Control and
Prevention District.
A motion was made by Mark Hill, seconded by Nancy Yingling, that this
Agenda Item be approved. The motion passed by an unanimous vote.
6.Review of the budget calendar for the Crime Control and Prevention
District.
Presentation: Jennifer Miller, Director of Finance, made a presentation to the
Board regarding the Budget Calendar for the upcoming year.
Adjournment
There being no further business before the Board, the meeting was adjourned
at 6:20 p.m.

Performance Measures
Mission
The Crime Prevention District facilitates the Coppell Police Department's efforts to maintain a safe
community environment. This is accomplished by providing quality programs and services such as our School
Resource Officers and Community Services Crime Prevention Officer programs. The district also provides
funding for public safety communications, which is done in collaboration with our partner cities through the
North Texas Emergency Communications Center (NTECC).
Authorized Personnel
FY2018 Key Goals
Collaborate with the management staff and personnel of the North Texas Emergency Communications Center
to provide public safety services.
Support the CISD and provide education to the younger citizens of Coppell with the School Resource Officer
program, the Police Explorer program, the Junior Police Academy, and various safety education classes,
including the Self-Defense for Women course offered to high school senior girls.
Continue to engage our citizens through our perennially award-winning National Night Out program.

Crime Prevention District Special Revenue
Summary
The Crime Prevention District special revenue fund is restricted to crime prevention programs and services.
Revenues come from the ¼% sales tax. Expenditures in FY2018 include the School Resource Officer program,
the neighboorhood/community policing program, and the joint emergency dispatch center. Capital purchases
include the renovation of the former dispatch space, a vehicle for the new officer, and ten (10) additional
automatic license plate reader cameras.

COPPELL CRIME CONTROL AND PREVENTION DISTRICT
A PUBLIC HEARING will be conducted by the Coppell Crime Control and Prevention District
Board of the City of Coppell, Texas to receive public comment concerning the Proposed 2017-
2018 budget. The Public Hearing will be held on July 13, 2017 at 6:00 p.m. in the 2nd Floor
Conference Room at the City Hall, 255 Parkway Boulevard, Coppell, Texas 75019. A copy of the
Proposed Budget will be on file for public view in the office of the Director of Finance at City
Hall.
