Called Work Session at 6:00 p.m. to be held in the 2nd Floor Conference Room at Town

Excellent and Well-maintained City Infrastructure and Facilities
Introduction:
Currently, the City has three different types of water meters. We have approximately 6,700 analogue
meters, 5,800 radio read meters, and 1,000 cellular meters. The current program budgets $300,000
each year to upgrade analogue meters to either a radio read meter or a cellular meter. Under the
current program, it will be another 6 ½ years before all analogue meters are upgraded to a smart meter.
Finance and Engineering Departments are exploring an opportunity to replace all City water meters
to one technology at the same time rather than continuing with the current program for the next 6 ½
years. Deval Allums with Siemens Industry, Inc (Siemens) will explain how we can fund this project
using the performance contracting approach.
Analysis:
Changing all meters to Advanced Metering Infrastructure (AMI) will provide a standard solution to
all customers. Currently, we cannot provide the same level of service to all customers because we
have three different meter types. Moving all meters to AMI will allow the City to obtain meter reads
in real time rather than once a month which provides:
Utility Billing with the means to provide proactive rather than reactive customer service,
Customers with a tool to access and monitor their account thereby giving them control over
their water usage, and
the City with the means to enhance its water conservation efforts. For example, customers
watering during times that watering is not allowed can be contacted and provided educational
materials concerning optimal water times.
The current $300,000 budgeted each year is not sufficient to cover the debt payment for the bond
issue needed to cover this project as modified. However, Local Government Code, Chapter 302
allows local governments to enter into Energy Savings Performance Contracts with an Energy
Services Company (ESCO). Siemens is an ESCO with experience using not only performance

contracting, but also managing water meter installation projects. Ms. Allums will provide
information concerning how this project can be financed and funded under Chapter 302.

City staff recommends obtaining a detailed analysis of this process from Siemens to determine if
performance contracting is a solution for improving Coppell’s water meter system.

Introduction:
The Finance Department requested WILLDAN Financial Services (WILLDAN) to perform a Cost of
Service/Rate Study for the Water Sewer Fund. The Cost of Service study provides information
concerning whether the water rates and sewer rates are covering the cost of the respective service.
The rate study includes new information concerning Dallas Water Utilities (DWU), Trinity River
Authority (TRA), and funding for capital expenditures.
Analysis:
Projected increases provided by DWU and TRA are greater than estimated in the original rate study.
In addition, the cost of capital expenditures identified in the original study is more than anticipated
and new projects have been identified.
During the Work Session, Dan Jackson, Vice President of WILLDAN will present the results of the
Cost of Service/Rate Study performed by his team. Mr. Jackson’s presentation will include
