AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS AMENDING CHAPTER 8, `TRAFFIC
REGULATIONS', ARTICLE 8-5, "GENERAL TRAFFIC
REGULATIONS", OF THE CODE OF ORDINANCE, BY ADOPTING A
NEW SECTION 8-5-6, "SIGNAGE RELATED TO BICYCLE -USERS";
PROVIDING A PENALTY CLAUSE; PROVIDING FOR A
SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, bicyclists and pedestrians are allowed to use the roadway by law in Texas in
certain circumstances, and such users do not have the same physical protections as motorists and
are at greater risk of injury or death; and
WHEREAS, the City Council finds that, pursuant to Section 551.103 of the Transportation
Code, bicyclists may use the full width of the lane of traffic when there is a condition on the
roadway, including parked vehicles, which prevents the person from safely riding as closely to the
right curb as practicable, and when the roadway is less than 14 feet in width and does not have a
designated bicycle lane or is too narrow for a bicycle and motor vehicle to safely travel side by
side; and,
WHEREAS, the City Council find that bicyclists are allowed to use the full lane on the
following streets because the streets allow for parking of motor vehicles on the street or have an
outside lane less than 14 feet in width:
The full length of the following roadways:
Royal, Freeport, Denton Tap, Samuel, MacArthur, East Belt Line, South Belt Line, Sandy Lake
and West Bethel Road; and,
Parkway: from Moore to MacArthur;
Bethel School: from Moore to MacArthur;
Heartz: from Sandy Lake to Bethel School;
Parkway: from Coppell to Moore;
Bethel School: from Denton Tap to Moore;
Mockingbird: from Sandy Lake to Villawood; and,
WHEREAS, the City Council finds that bicyclists should be allowed to use the full lane
because the type of traffic on the roadway prevents bicyclists from safely traveling side by side
with motor vehicles on the roadway:
The full length of the following roadways:
Creekview, Coppell, Moore, Southwestern; and,
Heartz: from Parkway to Sandy Lake;

Mockingbird: from Villawood to Belt Line; and,
WHEREAS, the City Council finds bicyclists on Riverchase do not need access to the full
lane because of the presence of a dedicated bicycle -lane on that roadway; and,
WHEREAS, the City Council of the City of Coppell finds that providing signage notifying
drivers of the right of bicyclists to use the road in the areas where the bicyclists are authorized
under state law to do so furthers the desire of the City to be bicycle -friendly and enhances the
streets and neighborhoods of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Code of Ordinances of the City of Coppell, Texas be, and the same
is, hereby amended by adopting Chapter 8, `Traffic Regulations', Article 8-5, "General Traffic
Regulations", Section 8-5-6 "Signage Related to Bicycle -Users" to read as follows:
"CHAPTER 8 - TRAFFIC REGULATIONS
Article 8-1 .....
Article 8-5 GENERAL TRAFFIC REGULATIONS....
Sec. 8-5-6 Signage Related to Bicycle -Users
Signage shall be posted along the following roadways within the City, notifying drivers
that bicyclists are authorized to use the full lane of roadway:
The full length of the following roadways:
Royal, Freeport, Denton Tap, Samuel, MacArthur, East Belt Line, South Belt Line,
Sandy Lake, West Bethel Road, Creekview, Coppell, Moore, Parkway, Mockingbird,
and Southwestern; and,
Bethel School: from Denton Tap to MacArthur; and,
Heartz: from Parkway to Bethel School."
SECTION 2. That all provisions of the Ordinances of the City of Coppell, Texas, in

conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other
provisions of the Ordinances of the City not in conflict with the provisions of this ordinance shall
remain in full force and effect.
SECTION 3. That should any word, sentence, paragraph, subdivision, clause, phrase or
section of this ordinance, or of the Code of Ordinances, as amended hereby, be adjudged or held to
be void or unconstitutional, the same shall not affect the validity of the remaining portions of said
ordinance or the Code of Ordinances, as amended hereby, which shall remain in full force and effect.
SECTION 4. Any person, firm or corporation violating any of the provisions or terms of
this Ordinance shall be punished by a fine not to exceed the sum of Five Hundred Dollars ($500.00)
for each offense, and each and every day such violation shall continue shall be deemed to constitute
a separate offense.
SECTION 5. That this ordinance shall take effect immediately from and after its passage as
the law and charter in such cases provide.
