Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 Parkway
Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

12.CITIZEN’S AGENDA REQUEST:
Council action for the City to provide the public a coherent summary of
the permitting processes that took place for the public drainage
structures along Denton Creek within the Villages of Coppell Phase III
development, providing supporting documentation or references to
supporting documentation, including explanation of the City's Utilities
and Water Superintendent's documented concerns about the project
being accepted before completion, as well as explanation for reoccurring
damages and repairs to the respective drainage structures and total
expended in tax payer dollars after development was permitted.

Council action for City to engage Corps of Engineers and FEMA to
explore opportunity to collaborate in developing and executing a detailed
study of Denton Creek, to ultimately understand and mitigate damage to
public and private property in Coppell while leveraging federal funds to

MEMORANDUM

Re: Potential Signage for Bicycle Lanes
2030: Special Place to Live, Community Wellness
Introduction: This intent of this agenda item is to seek Council’s direction regarding the
possibility of placing signage along certain routes that are used regularly by the
cycling public.
Analysis: There has been much discussion recently regarding the Hike & Bike Master Plan that
is currently under development. The Plan is expected to be considered by the Park
Board and City Council over the next two months.
Unfortunately, we have also responded to several vehicle/cyclist accidents recently,
one of which involved a fatality injury. These accidents have caused us and the
cycling community to examine what safeguards could possibly put in place during the
interim period while the overall Plan is considered without circumventing the intent of
the larger issues included in the Plan.
One such safeguard would be the placement of signage along certain routes designed
to make the driving public aware of the likelihood that they will encounter cyclists.
The signs would also provide some direction to drivers and cyclists alike regarding
they should interact on the roadways.
A route map is included with this agenda item that depicts all of the routes that the
cycling community would like us to consider. Some of the routes lend themselves to
one type of sign while other routes most likely need a different type of sign based upon
the number of lanes and or room available.
We will have examples of the signage at Work Session. We also plan to suggest
which routes we believe can be signed at this point.

PROCLAMATION
WHEREAS, our students benefit every day from the dedicated energies and
countless hours devoted by a group of men and women serving as local school board
members; and
WHEREAS, these public servants are elected to serve by local citizens and
receive no compensation for their tireless efforts; and
WHEREAS, school board members are extraordinary people who voluntarily
tackle the enormous job of governing school districts; and
WHEREAS, their actions and decisions affect the present and future lives of
all our children and every day trustees demonstrate strength and dedication as they
focus on excellence for their district programs, their teachers, and most importantly
their students.
NOW, THEREFORE, I, Karen Selbo Hunt, Mayor of the City of Coppell, do
hereby declare the month of January 2016 as
“SCHOOL BOARD APPRECIATION MONTH”
and urge all citizens to join me in recognizing the dedication and hard work of the
Coppell Independent School Board, the Carrollton-Farmers Branch Independent

Councilmember Yingling noted a correction was needed in the minutes. The minutes now reflect the
following report: "C. Councilmember Nancy Yingling advised that there would be no report regarding
the North Texas Council of Governments Emergency Preparedness Planning Council meeting, as
the presentor had a flat tire and did not make the meeting. She did, however, report that the
Committee discussed the attack on the Dallas Police Headquarters and how cities are using social
media to disperse information in these situations. Councilmember Yingling also reported that she
sits on an annual break-out committee for the Homeland Security Grant Program from the Office of
the Governor, and that they will be requesting $1.8 million for the region, with 25% of the funds to be
allocated to law enforcement. Finally, Councilmember Yingling announced the 2016 TESSA
Conference, a national storm weather conference open to the public, will be held on March 5th at the
Colleyville Center."
A motion was made by Councilmember Marvin Franklin, seconded by Mayor Pro Tem Gary Roden,
that this Agenda Item be approved as amended. The motion passed by an unanimous vote.

City Manager Reports - Project Updates and Future Agendas14.
City Manager Clay Phillips advised that the equipment is in place and the
landscaping project at the intersection of Sandy Lake Road and Denton Tap
will begin soon. A date for the construction groundbreaking for Andy Brown
Park will be set in the near future. Responses for the upcoming Citizen
Summit are coming in as well as from the recent Citizen's Survey. Finally, Mr.
Phillips explained that Strategic Planning and Goal Setting would be the
subject of the upcoming Council retreat.

A. Mayor Hunt advised that the City of Coppell has received First Place in the
State and Third Place in the Country for our National Night Out activities. She
expressed her excitement for receiving this recognition.
B. Councilmember Wes Mays advised that he had attended a Fuel/Emissions
Program at the North Central Texas Council of Governments. The City
received the Bronze award for the Clean Air Initiative Program. There were two
Silver awards given and no Gold awards. He further advised that the City has
eliminated twenty-two million pounds of pollutants.
C. Councilmember Nancy Yingling advised that there would be no report
regarding the North Texas Council of Governments Emergency Preparedness
Planning Council meeting, as the presentor had a flat tire and did not make the
meeting. She did, however, report that the Council discussed the attack on the
Dallas Police Headquarters and how cities are using social media in these
situations. Councilmember Yingling also reported that she sits on a break-out
Committee for the Homeland Security Committee, and that the recent
tornadoes and damage were discussed as well as possible funding that will be
available for those who experienced damage.
Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.

Mayor Hunt announced that the Metroplex Mayor's Council recently met and
one item of discussion was the HEB Challenge - It's Time Texas. She advised
that by the year 2030, 90% of Texans will be overweight. She also announced
that a couple of other cities in the area have been challenged. Mayor Hunt
announced that the City of Coppell won 1st Place in our division for this event
last year.
At this time, Mayor Hunt recessed the Regular Meeting and Council went back
into Executive Session at 9:01 p.m.

Executive Summary:
Two Economic Development Committee members have turned in their resignation, which leaves
one unexpired term for a voting member and potentially two unexpired terms for the alternate
positions.
Introduction:
Monica Diamond was re-appointed in January 2016 to serve a two-year term as a voting member on
the Economic Development Committee. Due to a job offer, Monica’s family will be relocating out
of the country, and she has resigned from the committee. Kim Kelley, who currently serves as one
of two alternates on the committee, is in the second year of her current two-year appointment. She
has also turned in her resignation.
Analysis:
Sue Bird was appointed to a two-year term for an alternate position in January 2016. She is
willing to fulfill Monica’s unexpired term if City Council would like to move her into that position.
This will leave both alternate positions vacant. The Economic Development Committee Bylaws
state that the committee may have two alternates, but it is not required to have any per the Bylaws.
Recommendation:
Economic Development recommends appointing Sue Bird to fulfill Monica Diamond’s two-year
appointment and leaving the alternate positions vacant.

Large amounts of money have been approved by Propositions 1 and 7. Those funds will be applied
to the most congested roadways in the state. Meetings with local officials in the five metroplex areas
will be had to pinpoint the most congested areas in those communities.

A. Councilmember Hinojosa-Flores touched on the presentation Mr. Goode did on the Cumulative
Voting Program C-FBISD is conducting with their elections. There will be Town Hall meetings and
good education opportunities before the polls open in May. Visit their website for more information.
B. Councilmember Mays reported on the CISD School Board elections. May 7th is Election Day.
Candidate filing began on January 20th and closes on February 23rd. Places 1, 2 and 3 are up for
election, as well as a school bond measure. Visit the website for dates and times on the

C. Mayor Pro Tem Roden reported on the Coppell Seniors. The rotating process with the
councilmembers is going well and is appreciated.
