Notice is hereby given that the City Council of the City of Coppell, Texas will meet in a Special
Called Session at 6:00 p.m. to be held in the 2nd Floor Conference Room at Town Center, 255
Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

Reference: Andrew Brown Community Park East and West – Consider approval of a
Guaranteed Maximum Price Amendment to the Agreement between the City of
Coppell (Owner) and Core Construction Services of Texas, Inc. (Construction
Manager) for the redevelopment of Andy Brown Park East and West, in the
amount of $17,517,340.00.

• There are 11 add alternates to be considered totaling $3,666,510.00 which if all accepted
would bring the GMP to $21,183,850.00.
Introduction:
This discussion item is to review the Guaranteed Maximum Price (GMP) Amendment to the
Agreement between the City of Coppell and CORE for the redevelopment of Andy Brown Park
East and West.
History:
In 2012 a master plan for the Andy Brown Park System was completed by Dunaway Associates.
The process for completing the master plan included multiple public meetings, public input,
input from the Parks and Recreation Board and City Council. At that time the estimated cost for
the redevelopment of the entire AB Park system was $26.6 million.
AB West - $10.3 million
AB Central - $2.8 million
AB East - $9.4 million
Moore Rd. - $4.1 million
Total - $26.6 million
As the City moved into 2013, discussions moved on to the next phase of the project entailing the
re-authorization of the CRDC sales tax for the purposes of funding multiple community
enhancements including the redevelopment of the Andy Brown Park System. With the
successful result of the election the City re-engaged the community through another series of
public meetings, and work sessions in 2014 and 2015. These meetings focused on refining the
details of the master plan, translating the desires of the community into actual attributes that
addressed the needs of specific users such as the sports associations, avid trail users, the public in
general, and the City in meeting the goals established in the City’s 2030 plan for Community
Gathering Places. Specifically, the Parks and Recreation Board and sports associations had
direct input into the final design leading up to the Planning and Zoning Board’s and City
Council’s approval of the attached ABE and ABW site plans on May 12, 2015.
There are several additions/modifications in the 2015 plan as a result of these meetings that were
not part of the original master plan developed in 2012, which was presented and approved by
Council on January 22, 2013. These additions/modifications include in Andy Brown West
replacing one of the two separate smaller pavilions with one park restroom, concession and
storage building serving the needs of park users outside of the softball complex. Sand volleyball
courts and basketball courts were also added. For Andy Brown East, there is the addition of a
smaller group pavilion and power for vendors to accommodate their needs during community
events. These items total $1,257,625 in construction cost not originally contemplated for in the
2012 Master Plan.
Analysis:
On October 14, 2015 CORE, the Construction Manager for this project opened bids. Prior to and
since the bid opening, CORE, Gallagher Construction, the City’s Project Manager, and
Dunaway, the architects on the project, continued their Value Engineering process to arrive at the
GMP being considered.
The following attachments to the GMP are provided:

• Exhibit B – Unit Pricing and Allowances
• Exhibit C – Qualifications
• Exhibit D – Contract Document List
• Exhibit E – Project Schedule
Substantial Completion is scheduled for June 5, 2017. The Park’s grand unveiling will be July 3,
2017.
The following items and their corresponding allowances are included in the overall budget
though they are not included in the GMP:
• Technology – $75,000
• FF&E - $310,000
• Additional City Contingency - $410,743
For the purposes of discussion when taking into account the currently listed GMP construction
cost of $17,517,340 and deducting the contractor’s and City’s contingencies contained within the
GMP totaling $510,981, the Park’s project construction cost without any add alternates is
$17,006,359. This represents a 13.4% cost growth compared to the City’s original construction
budget discussed in 2014 of $15,000,000.
There are 11 Alternate Items being recommended that if approved by Council will increase the
GMP by $3,666,510.00. Colored graphics of ABE and ABW highlighting the additions are
attached.

Approval of these 11 alternates would increase the GMP to $$21,183,850.00.
Fiscal Impact:
Funding for the GMP and Add Alternates for Andy Brown Park East and West is budgeted in the
CRDC. The breakdown of the available funds will be as follows:
CRDC Bond Funds $17,335,750
CRDC Interest $1,000,000
CRDC Cash $2,248,100
Tree Preservation Fund $600,000
Total $21,183,850*
*Total GMP costs including all add alternates.
Taking into account the scale of the redevelopment of the Andy Brown Park system there are
additional park improvements to be considered by future City Council’s for construction at some
undetermined later date. Based on the current and future commitments of CRDC funding it is
financially possible that all of the projects proposed in future phases of the Andy Brown Park
system could be funded and completed during the next five to six years.
Recommendation:
The City Manager’s Office recommends approval of the Guaranteed Maximum Price
Amendment to the Agreement between the City of Coppell (Owner) and Core Construction
Services of Texas, Inc. (Construction Manager) for the redevelopment of Andy Brown Park East
and West with the acceptance of add Alternates No. 1E through Alternate 5E and add Alternate
No. 1W through Alternate 6W resulting in a GMP of $21,183,850.00.
It is anticipated that approval of this item will be requested from the City Council on Tuesday
January 12th and CRDC during their meeting scheduled for Wednesday January 13, 2016.

Reference: Discussion regarding The City of Coppell 2030 Plan and Citizen Summit
Introduction:
This is a discussion item on The City of Coppell’s 2030 plan in preparation for the Citizen’s
Summit being held on Thursday February 4, 2016. At the conclusion of the discussion staff
hopes to receive direction from Council regarding how to incorporate this information into the
agenda for the Summit. Questions concerning what needs to be added, deleted, or changed
should be addressed. Specific topics for break-out sessions at the summit need to be determined
before the discussion ends at the Work session.
History:
The City of Coppell’s 2030 Plan was adopted on March 10, 2009. The Vision 2030 process was
developed to provide a roadmap to Coppell’s future. It established a strategic framework that
identified opportunities for partnerships to expand community resources and guide future
investments. The process was led by a Steering Committee who coordinated the efforts of
approximately 120 volunteers in numerous community meetings over an extended period of
time. The resulting plan its five strategies and twenty-six stated goals have served as the
foundation for the City’s direction and much of its decision making since its adoption.
The five strategies are; 1) Sense of Community, 2) Special Place to Live, 3) Community
Wellness and Enrichment, 4) Business Prosperity, and 5) Sustainable City Government.
Analysis:
Attached with this memo are two spreadsheets covering the same material and presented in two
different ways. In both instances staff has gone back to Fiscal Year 2008-2009 through this past
Fiscal Year, 2014-2015, and performed an analysis of all Council actions and Council work
plans approved and completed during each respective year. While almost all expenditures and
activities of staff and the organization during this time can be tied directly or indirectly to the
Coppell 2030 process, staff specifically identified items that were tied directly to the City’s 2030
Plan, recorded their Project Title, Council Agenda approval date, Contract/Project Amount,
Completion date, the responsible Department, the Work Plan element and Strategy.
The first spreadsheet has the information presented by Fiscal Year, with the Strategy colored
coded to match the 2030 Plan. The second spreadsheet has the same information organized by
Strategy. It too is color coded to match the 2030 Plan.
At the end of each column marked Price Amount for each year you will find a total investment
for that particular year. This holds true for both spreadsheets, by Year on the first spreadsheet
and by Strategy on the second spreadsheet.
In summary, since the adoption of the 2030 Plan in 2009 and the associated Strategies and Work
Plan elements, the City to date has invested over $92 million in support of creating “A Family
Community for a Lifetime.”
Action:
Staff is prepared to discuss this item in detail to develop Council’s desires related to the further
implementation of the Coppell 2030 Vision. We are also prepared to assist Council in creating
the framework for the Citizen’s Summit. At the conclusion of the discussion we hope to have
agreement on the opening presentation topic as well as 3-4 breakout topics that we will facilitate
at the Summit.
