Welcome to the first meeting of 2016.
Per Ordinance No. 2014-1399 the CRDC Board shall appoint on an annual basis the President
and Vice President from its membership. While not called out specifically in the Ordinance, the
Board in accordance with its By-Laws also selects a Board Secretary.
Current Board officers are:

There are no term limits for Officers called for in the Ordinance or within the By-Laws.

President Tepper called the meeting to order at 6:30 PM. Present were: Board Member
Mahbuba Kahn, Board Member Larry Jones, Board Member Marvin Franklin, Secretary
Stephen Hafer,Vice President Biju Mathew, and President Mark Tepper. Also present
were: Mike Land, Deputy City Manager; Brad Reid, Director of Parks and Recreation;
and Amy Swaim, Administrative Assistant to the City Manager.

3. Consider approval of the minutes from November 11, 2015.
Motion by Board Member Jones,second by Board Member Kahn to approve
the November 11,2015,Minutes as presented. AYE: All. The motion carried
unanimously.
4. Update on Andy Brown Park System, Including Phase I
Mike Land summarized the history of the redevelopment of the Andy Brown
Park(ABP)System beginning with the acceptance of the Master Plan in 2012.
He explained the citizen process and how the reauthorization of the CRDC
sales tax applied to the ABP project. Mr. Land reminded the Board that there
were multiple public presentations and work sessions that resulted in the
project as presented today. He informed the Board that the Guaranteed
Maximum Price Amendment(GMPA)to the Agreement between the City and
the contractor would go before Council at the January 12,2016,meeting and
would be presented to the CRDC Board the following night,January 13.

Price stated above.
Introduction:
This action item is to approve the Guaranteed Maximum Price (GMP) Amendment to the
Agreement between the City of Coppell and CORE for the redevelopment of Andy Brown Park
East and West as approved by the Coppell City Council on Tuesday January 12, 2016, and
authorizing the Board President to sign any necessary documents.
History:
In 2012 a master plan for the Andy Brown Park System was completed by Dunaway Associates
and approved by the City Council on January 22, 2013. The process for completing the master
plan included multiple public meetings, public input, input from the Parks and Recreation Board
and City Council. At that time the estimated cost for the redevelopment of the entire AB Park
system was $26.6 million.
AB West- $10.3 million
AB Central - $2.8 million
AB East- $9.4 million
Moore Rd. - $4.1 million
Total - $26.6 million
As the City moved into 2013, discussions moved on to the next phase of the project entailing the
re-authorization of the CRDC sales tax for the purposes of funding multiple community
enhancements including the redevelopment of the Andy Brown Park System. With the
successful result of the election the City re-engaged the community through another series of
public meetings, and work sessions in 2014 and 2015. These meetings focused on refining the
details of the master plan, translating the desires of the community into actual attributes that
addressed the needs of specific users such as the sports associations, avid trail users, the public in
general, and the City in meeting the goals established in the City's 2030 plan for Community
Gathering Places. Specifically, the Parks and Recreation Board and sports associations had
direct input into the updated Master Plan approved by Council on September 9, 2014. With the
updated Master Plan in place, work began on the final design leading up to the Planning and
Zoning Board's and City Council's approval of the attached ABE and ABW site plans on May
12, 2015.
There are several additions/modifications in the 2015 plan as a result of these meetings that were
not part of the original master plan developed in 2012. These additions/modifications include in
Andy Brown West replacing one of the two separate smaller pavilions with one park restroom,
concession and storage building serving the needs of park users outside of the softball complex.
Sand volleyball courts and basketball courts were also added. For Andy Brown East,there is the
addition of a smaller group pavilion and power for vendors to accommodate their needs during
community events. These items total $1,257,625 in construction cost not originally
contemplated for in the 2012 Master Plan.
Analysis:
On October 14, 2015 CORE, the Construction Manager for this project opened bids. Prior to and
since the bid opening, CORE, Gallagher Construction, the City's Project Manager, and
Dunaway,the architects on the project, continued their Value Engineering process to arrive at the
GMP being considered.
The following attachments to the GMP are provided:

• Exhibit E—Project Schedule
Substantial Completion is scheduled for June 5, 2017. The Park's grand unveiling will be July 3,
2017.
The following items and their corresponding allowances are included in the overall budget
though they are not included in the GMP:
• Technology— $75,000
• FF&E - $310,000
• Additional City Contingency - $410,743
There are 11 Alternate Items being recommended (and included in the GMP) totaling
$3,666,510.00. Colored graphics of ABE and ABW highlighting the additions are attached.

Approval of these 11 alternates brings the GMP to $21,183,850.00.
Legal Review:
The City's legal counsel reviewed the Guaranteed Maximum Price Amendment.
Fiscal Impact:
Funding for the GMP for Andy Brown Park East and West is budgeted in the CRDC. The
breakdown of the available funds will be as follows:
CRDC Bond Funds $17,335,750
CRDC Interest $1,000,000
CRDC Cash $2,248,100
Tree Preservation Fund $600,000
Total $21,183,850
Taking into account the scale of the redevelopment of the Andy Brown Park system there are
additional park improvements to be considered by future City Council's for construction at some
undetermined later date. Based on the current and future commitments of CRDC funding it is
financially possible that all of the projects proposed in future phases of the Andy Brown Park
system could be funded and completed during the next five to six years.
Recommendation:
Pending approval by the Coppell City Council on Tuesday January 12, 2016, the City Manager's
Office recommends the CRDC approve of the Guaranteed Maximum Price Amendment to the
Agreement between the City of Coppell (Owner) and Core Construction Services of Texas, Inc.
(Construction Manager) for the redevelopment of Andy Brown Park East and West with the
acceptance of add Alternates No. IE through Alternate 5E and add Alternate No. IW through
Alternate 6W resulting in a GMP of $21,183,850.00 and authorize the Board President to sign
any necessary documents.
