Notice is hereby given that the Coppell Recreation Development Corporation of the City of
Coppell, Texas,will meet in the 2nd Floor Conference Room at 255 E. Parkway Boulevard.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.

The Coppell Recreation and Development Corporation of the City of Coppell met on Tuesday,
May 5, 2015, at 6:30 PM in the 2nd Floor Conference Room of Town Center, 255 Parkway
Boulevard, Coppell, Texas.
Call To Order
President Tepper called the meeting to order at 6:32 PM. Present were: Board
Member Jones, Board Member Kahn, Secretary Hafer, Vice
President Mathew, and President Tepper. Board Member Franklin arrived at
6:40 PM. Absent: Board Member Karen Hunt.
Staff in attendance included: Mike Land, Deputy City Manager; Ken Griffin,
Director of Engineering and Public Works; Mike Garza, Assistant Director of
Engineering; George Marshall, Traffic Engineer; Vicki Chiavetta, Library
Director; Kevin Richardson, Fire Chief; Tim Oates, Deputy Fire Chief of
Prevention / Fire Marshall; and Amy Swaim, Administrative Assistant to the
City Manager.

2. Consider Approval of Minutes: February 17, 2015
Motion by Vice President Mathew, second by Board Member Jones, to approve
the February 17, 2015, minutes as presented. Motion carried unanimously.
3. Financial Report
Deputy City Manager Mike Land summarized the financial report.
4. Project Updates
A. Life Safety Park
B. Library
C. Streets & Medians
Updates on the following projects were presented: Life Safety Park (Chief
Richardson); Library Expansion (Vicki Chiavetta); Sandy Lake/Denton Tap
Streetscape Improvements and Woodridge Drainage Channel (Ken Griffin).
5. Board President and Board Committee Report
The Board discussed possible special-called meeting dates, which included
June 2, June 10, July 15, and July 22.

Date: June 2, 2015
Reference: Consider approval of funding Bid No. Q-0415-02 to Apex Concrete Construction,Inc.,
in the amount of$179,308.00,for the installation of the South Coppell Road Connector
Trail project; and authorizing the President to sign the necessary documents.
2030: Community Wellness and Enrichment; Business Prosperity
Introduction:
The 2013-2014 Council/Staff Work Plan included the goal, Old Coppell as Small Town Village,
which included the Work Plan Element of"Plan and design trail connections for Grapevine Springs
and Old Coppell". The Parks and Recreation Department entered into a contract on June 4,2014 with
Teague Nall and Perkins, Inc., for professional design services for this trail connection project. Full
Construction Documents have been completed, the project bid and award of the bid for construction
is now being requested.
The City of Coppell advertised for formal bids to install a new 8' wide concrete hike & bike trail
connecting the Main Street project to Grapevine Springs Park and the Grapevine Springs Senior and
Community Center. The bid contained one alternate bid to supply and install a 12' octagon gazebo.
The bid advertisement closed on April 16, 2015, at which time six (6) bids were opened:
• Apex Concrete Construction, Inc.: $179,308.00
• JDC Construction Co.: $198,000.00
• Urban Construction Group: $214,265.00
• Northstar Construction, LLC: $216,077.00
• RLM Earthco, Inc.: $237,288.87
• HQS Construction, LLC: $245,010.00

Analysis:
Based on low unit pricing, equipment and manpower to handle the job, and strong references from
other local municipalities, it is recommended that Apex Concrete Construction, Inc., be awarded
Bid#Q-0415-02 (South Coppell Road Connector Trail). The project is estimated to take 101
calendar days to complete. It is anticipated that funding for this item will be requested at the next
CRDC meeting.
Legal Review:
The resulting construction contract will be generated by the city's legal counsel.
Fiscal Impact:
The fiscal impact of this item is $179,308.00. This project was approved by the City Council on May
12, 2015, pending CRDC approval of funding.
Recommendation:
The Parks and Recreation Department recommends approval of this item.
