ORDINANCE NO. 90490
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
GENERAL TRAFFIC REGULATIONS ARTICLE OF THE CODE OF ORDINANCES OF THE
CITY OF COPPELL BY AMENDING SECTION 8-5-3 TO PROVIDE THAT ROCKY
BRANCH LANE SHALL BE A ONE-WAY STREET GOING SOUTH FROM ITS
INTERSECTION WITH BETHEL SCHOOL ROAD TO ITS INTERSECTION WITH
MEADOWCREEK ROAD AND THAT ROLLING HILLS ROAD SHALL BE A ONE-WAY
STREET GOING NORTH FROM ITS INTERSECTION WITH ROCKY BRANCH LANE AND
MEADOWCREEK ROAD TO ITS INTERSECTION WITH BETHEL SCHOOL ROAD
BETWEEN THE HOURS OF 5:00 P.M. AND II:00P.M. FROM DECEMBER 1, 1990,
THROUGH JANUARY 1, 1991; MAKING IT UNLAWFUL FOR ANY PERSON TO
OPERATE A VEHICLE IN A MANNER CONTRARY TO THIS ORDINANCE ON SAID
PUBLIC ROADWAYS DURING SAID PERIOD OF TIME AND ON SAID DATES;
PROVIDING THAT THE CITY TRAFFIC ENGINEER SHALL PLACE AND MAINTAIN
SIGNS GIVING NOTICE THEREON OF THE PROVISIONS OF THIS SECTION, WHICH
SIGNS SHALL INDICATE THE DIRECTION OF LAWFUL TRAFFIC MOVEMENT;
AUTHORIZING THE POLICE DEPARTMENT TO MAKE SUCH SIGNAGE CHANGES AS
ARE NECESSARY FOR THE CONTROL OF TRAFFIC WITHIN THIS AREA DURING THE
PERIOD SUCH STREET IS DECORATED IN CELEBRATION OF THE HOLIDAY SEASON,
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE
SUM OF FIVE HUNDRED DOLLARS ($500.00) FOR EACH OFFENSE AND DECLARING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. That the Code of Ordinances of the City of Coppell is hereby amended by
amending Section 8-5-3 to read as follows:
"Section 8-5-3 ONE-WAY STREETS
A. The following public streets within the corporate limits of the
City are hereby designated to permit traffic to flow in one
direction only and in the direction so indicated on the dates and
during the times so indicated, and it shall be unlawful for any
person to operation a vehicle in the opposite direction of such
lawful traffic movements, except in compliance with the
direction of a police officer or traffic control officer on the
following streets:

"Section 8-5-3 ONE-WAY STREETS (continued)
I. ROCKY BRANCH LANE - From its intersection
with Bethel School Road to its intersection with
Meadowcreek Road shall be a one-way street going
south between the hours of 5:00 PM and 11:00 PM,
from December 1, 1990, through January 1, 1991, and
it shall be unlawful for any person to operate a vehicle
in a northerly direction on said public roadway during
said period of time and on such dates. The purpose of
this one-way street regulation is to eliminate traffic
congestion in an area where residences erect elaborate
holiday decorations. The Police Department shall have
authority to make such signage changes in connection
with these regulations as are necessary to provide safe
movement of traffic within the area.
2. ROLLING HILLS ROAD - From its intersection with
Rocky Branch Lane and Meadowcreek Road to its
intersection with Bethel School Road shall be a one-way
street going north between the hours of 5:00 PM and
11:00 PM, from December i, 1990, through January 1,
1991, and it shall be unlawful for any person to operate
a vehicle in a southerly direction on said public roadway
during said period of time and on such dates. The
purpose of this one-way street regulation is to eliminate
traffic congestion in an area where residences erect
elaborate holiday decorations. The Police Department
shall have authority to make such signage changes in
connection with these regulations as are necessary to
provide safe movement of traffic within the area.
B. SIGNS - The Traffic Engineer in conjunction with the City
Police Department shall place and maintain signs giving notice
thereon of the provisions of the preceding section, which signs
shall indicate the direction and manner of lawful movement."
SECTION 2. REPEALING CLAUSE.
All ordinances, or pans of ordinances, inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.

SECTION 3. SEVERABILITY CLAUSE.
If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged
invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any
pan of provisions thereof, other than the part of decided to be invalid or unconstitutional.
SECTION 4. PENALTY CLAUSE.
Any person, firm, or corporation violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor and, upon conviction, shall be punished by a penalty of not to exceed the sum
of Five Hundred Dollars ($*500.00*) for each offense.
SECTION 5. EFFECTIVE DATE.
This ordinance shall take effect immediately from and after the publication of its caption, as the
law in such cases provides.
