The City Council of the City of Coppell met in Regular Called Session on Tuesday, October 23, 2018, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Hunt called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:30 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. 11 TF to FS-MiTV7 and west of Denton Tap. Work Session (Open to the Public) 1st Floor Conference Room Mayor Hunt adjourned the Executive Session at 6:26 p.m. and convened into the Work Session. A. Discussion regarding the upcoming 86th Regular Legislative Agenda. B. Discussion regarding Celebrate Coppell Plans for 2019. C. Discussion regarding the Rolling Oaks Memorial Center Expansior Project. D. Discussion regarding City Manager Project Updates. E. Discussion of Agenda Items. Presented in Work Session. Regular Session (Open to the Public) Mayor Hunt adjourned the Work Session at 7:29 p.m. and reconvened into the Regular Session at 7:37 p.m. 4. Invocation 7:30 p.m. Councilmember Gary Roden gave the Invocation. 5. Pledge of Allegiance Mayor Hunt and the City Council led those present in the Pledge of Allegiance. 6. Consider approval of a proclamation naming October 23, 2018, "Arbor Day;" and authorizing the Mayor to sign. i Mayor Hunt read the proclamation into the record and presented the same to Community Programs Manager Molly Bujanda. A motion was made by Councilmember Wes Mays, seconded by Councilmember Brianna Hinojosa-Smith, that this Agenda Item be approved. The motion passed by an unanimous vote. 7. Consider approval of a proclamation naming the week of November 5-9, 2018, as "Municipal Court Week," and authorizing the Mayor to sign. Mayor Hunt read the proclamation into the record and presented the same to Judge Terry Landwehr and Municipal Court Administrator Jaime Brew. A motion was made by Councilmember Wes Mays, seconded by Councilmember Nancy Yingling, that this Agenda Item be approved. The motion passed by an unanimous vote. 8. Consider approval of a proclamation naming November 24, 2018, as "Small Business Saturday;" and authorizing the Mayor to sign. Lill` Mayor Hunt read the proclamation into the record and presented the same to Director of Community Development Mindi Hurley. A motion was made by Councilmember Gary Roden, seconded by Councilmember Nancy Yingling, City of Coppell, Texas Page 2 City Council Minutes October 23, 2018 that this Agenda Item be approved. The motion passed by an unanimous vote. Presentation: Peggy Roson, Bert Tindall, Trudy White and Community Programs Manager Molly Bujanda made a presentation to the City Council. 10. Citizens' Appearance 1) Mike Brown, 235 Woodhurst Drive, discussed the appearance of the utility boxes in the alleyway. Mr. Brown also inquired as to how he can get the sidewalk in front of his home repaired. 2) Erin Mueller, 208 Steamboat Drive, discussed the restrictions on RVICampers parking on the street. 3) Neil Haworth, 552 Edingburgh Lane, discussed the restrictions on RVICampers parking on the street. 4) Kristina Dugan, 236 Plantation Drive, discussed the restrictions on RV/Campers parking on the street. 11. Consent Agenda A. Consider approval of the minutes: October 9, 2018. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items A -F be approved. The motion passed by an unanimous vote. B. Consider approval of an Agreement with Marathon Health for Near -Si Health and Wellness Clinic services for a three (3) year period with t option to renew for two additional, one year periods,- in the amount o $200,173 as budgeted; and authorizing the City Manager to execute necessary paperwork. A motion was made by Councilmember Wes Mays, seconded by e Councilmember Gary Roden, that Consent Agenda Items A -F be approved. Th motion passed by an unanimous vote. C. Consider approval of the Coppell Community Garden iflanagement Agreement, as budgeted; and authorizing the City Manager to sign ft� necessary documents. A motion was made by Council member Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items A -F be approved. The motion passed by an unanimous vote. D. Consider approval of award of a professional services agreement with MKEC Engineering, Inc., in the amount of $591,580.00; as provided for City of Coppoll, Texas Page 3 City Council Minutes October 23, 2018 Z Oaks Memorial Center Expansion Project; and authorizing the City Manager to sign all necessary documents. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items A -F be approved. The motion passed by an unanimous vote. E. Consider approval of a contract with Kleinfelder, Inc. to provide materials engineering and testing services for the Coll Arts Center construction project, in an amount of $93,275.00, as provided for in the bond proceeds; and authorize the City Manager to sign all necessary documents. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items A -F be approved. The motion passed by an unanimous vote. F. Consider approval of award RFB* Q-1 019-02 for the Fire Department— clothing contracts with Five Star Embroidery and Gall's, with an annual purchase amount of $75,355.00; as budgeted; and authorizing the City Manager to sign. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items A -F be approved. The motion passed by an unanimous vote. End of Consent Agenda i2. Consider approval of a Resolution approving a letter of support for the creation of a Foreign Trade Zone to be located at 220 N. Freeport Parkway in Coppell, Texas, and authorizing the Mayor to sign. Presentation: Mindi Hurley, Director of Community Development, made a presentation to the City Council. A motion was made by Councilmember Gary Roden, seconded by Councilmember Cliff Long, to approve this agenda item. The motion passed by an unanimous vote. 13. Report on the Water and Sewer Fund and Advanced Water Meter Project Update. the City Council. 14. Councilmember Hill reported that Lewisville ISD and the DEA are conducting a Drug Take Back day on October 27th from 10 AM to 12 PM at all district high schools. School boundaries will be discussed at a series of informational meetings starting on October 25th, 29th and November the November 6th ballot for renovations to safety, security and technology infrastructures. These renovations will cover all 38 campuses, including Riverchase Elementary in Coppell. Information can be found at www.cfbbond.com.
