Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 E.
Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

7. Consider approval of a Proclamation naming January 7, 2019, through
March 3, 2019, as "H -E -B Community Challenge Months;" and authorizing
the Mayor to sign.

A. Consider approval of the minutes: December 11, 2018.
B. Consider approval of an Ordinance for PD -296-1-I, to approve a Detail Site
Plan to allow an approximate 85,220 square foot office warehouse
building; and authorizing the Mayor to Sign.
C. Consider approval of a Resolution approving the first amendment to the
Consolidated Public Safety Communications and Dispatch Operations
Agreement with the City of Carrollton, the Town of Addison, the City of
Farmers Branch and North Texas Emergency Communications Center, Inc.
(NTECC) relating to the operations and funding of the NTECC
Consolidated Public Safety Communications Center; authorizing the
execution of the agreement by the City Manager; authorizing additional
acts to carry out the city's obligations under the agreement; and authorizing
the Mayor to sign.
D. Consider approval for the purchase of Street Light Poles and LED
Fixtures, for Freeport Parkway, in two parts: Part A from JB Electric; in the
amount of $98,474.00 for Roadway Illumination Poles; and Part B from
TraStar, Inc. for LED Fixtures in the amount of $24,436.00; for a total
amount of $122,910.00; as budgeted; and authorizing the City Manager to
sign any necessary documents.

E. Consider approval for the purchase of one replacement Case Skid Steer
Loader for the Public Works Department; in the amount of $56,900.00; as
budgeted; and authorizing the City Manager to execute any necessary
documents.
F. Consider award of bid and authorize a NCPA contract with Core
Construction in the amount of $85,528.09, for the demolition and
replacement of the ornamental iron fence around the perimeter of the Allen
Road Park Lake; and authorizing the City Manager to sign and execute any
necessary documents.

9. Consider approval of an Ordinance to appoint Presiding Municipal Judge
and Alternate Municipal Judge of the Coppell Municipal Court of Record
No. 1 of the City of Coppell; and authorizing the Mayor to sign all necessary
documents.
10. Consider approval of contracts for Presiding Municipal Judge and
Alternate Municipal Judge; and authorizing the Mayor to sign.
11. Swearing in of Associate Municipal Judge and Alternate Municipal Judge.
12. Consider approval to accept the SAFER (Staffing for Adequate Fire &
Emergency Response) Grant from FEMA (Federal Emergency
Management Agency) in the amount of $2,893,637 and authorizing 8
additional Firefighter positions; authorizing City Manager to sign.
13. Consider approval of award of a professional services agreement with
Halff Associates, in the amount of $84,000.00, to design elevated
boardwalk trail sections at Andy Brown East Park near Moore Road,
Magnolia Park, and trail intersection near Asbury Manor subdivision; and
authorizing the City Manager to sign and execute any necessary
documents.
14. Consider award of bid and authorize a NCPA contract with Core
Construction in the amount of $65,599.09, for the installation of a connector
trail from Andy Brown West Park to the sidewalk on the north side of
Parkway Blvd.; and authorizing the City Manager to sign and execute any
necessary documents.
15. Consider ratification of an emergency contract in the amount of $91,000 to
Canary Construction; and $27,696.83 to NPL Inc.; for the emergency repair
of a 24" waterline and pavement repair on E. Sandy Lake Road; using
funds from the water/sewer operations; as executed by the City Manager
according to General Exemption (1) of section 252 of the Local
Government Code.
