Assistant Director of Public Works KentCollins, P.E., Director of Public Works Date: April 23, 2019 Reference: Work Session item to discuss Change Order #3 for the Hunterwood Park Bank Stabilization Project 2030: Sustainable City Government, Goal 3 Excellent and Well-maintained City Infrastructure and Facilities General: The original design was completed in summer of 2018. By the time design was complete, the creek had additional significant erosion. The construction contract was awarded in October 2018. In September and October 2018, we had 28 inches of rain. th , we have had about 13inches of rain. Since the project began on November 26 The proposed change order is for additional bank stabilization for erosion that occurred after the original design was complete. We anticipate the change order will be between $250,000-$350,000. Introduction: We are currently negotiating a proposed change order #3 to the construction contract for the Hunterwood Park Bank stabilization and trail Project. Change order #1 was to remove additional trees that had fallen in the creek, blocking the flow of the creek. Change order #2 was to re-align the trail on the south end of the project due to the additional erosion. This change order will befor additional work and materials due to additional erosion that has taken place. Analysis: The design contract for this project was awarded to Pacheco Koch in February of 2017. They began survey for the design in spring of 2017. They completed their design in August of 2018 and by the time we went out to bid in September2018, the creek had additional bank failures. The average rainfall for DFW is about 36 inches per year. In 2018, we had over 55 inches of rain.In September and October of 2018 alone, we had 28 inches of rain. Normally we receive about 6 inches of rain in 1 th these two months combined. On October 9, City Council awarded the construction contract to Joel Brown Co. At that time, we were already discussing an amendment to the design for additional bank stabilization measures in another area of the park. When the original design was completed, this area was stable and wasn’t showing any signs of failure. With all the additional rain in those two months, we had numerous trees fall which caused significant erosion. This change order is for the additional work and materials needed to stabilize this “new” area that has eroded. The new area that has eroded is more than half the size of the original area of the entire project. We anticipate the change order will be between $250,000-$350,000. The change order will also add 60 days to the contract to be able to th complete this work. The change order will be presented at the May 14 council meeting for request of approval. Analysis: Portable solution: AV Capture’s recording and streaming solution is software-based and can be installedonanyWindows7+desktop.Anambientmicrophoneisrecommended,andaportable,light- weightvideocameracanbepurchasedonline.SubscribingtothePlusPackagefor$399/monthallows 500 hours of public access to videos, 2,500 hours of archived videos and 500 unique IP addresses to view Live Streaming. Installation, training, customer support and upgrades are all included andhave no hidden service charges or setupfees Mounted solution: Whitlock provided the quote for the mounted solution which would include two, st HD cameras and wall mounts in the 1Floor Conference Room and two, HD cameras and wall nd mounts in the 2Floor Conference Room for a grand total of $20,373.80 after installation.
