The City Council of the City of Coppell met in Regular Session on Tuesday, April 23,
2019 at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas.
1. Call to Order
Mayor Hunt called the meeting to order, determined that a quorum was
present and convened into the Executive Session at 5:38 p.m.
2. Executive Session (Closed to the Public) 1st Floor Conference Room

Mayor Hunt adjourned the Executive Session at 5:49 p.m. and convened into
the Work Session at 5:51 p.m.
Councilmember Hinojosa-Smith arrived during Work Session at 6:09 p.m.
A. Discussion regarding agenda items.
B. Discussion regarding Hunterwood Park bank stabilization and trail
project.
C. Demonstration of the new Water Billing customer portal.
D. Update regarding video recording and broadcast of work session
meetings.

Mayor Hunt adjourned the Work Session at 6:58 p.m. and reconvened in the
Regular Session at 7:30 p.m.

Adam West with GracePoint Church gave the Invocation.
6. Pledge of Allegiance
Mayor Hunt and the City Council led those present in the Pledge of Allegiance.
7. Presentation by Metrocrest Services.
Tracy Eubanks, CEO of Metrocrest Services, gave an annual presentation to the
City Council on Key Stats for 2018 and the Point in Time (PIT) Homeless
Results.
8. Citizens' Appearance
Mayor Hunt advised that no one signed up to speak.
9. Consent Agenda
A. Consider approval of the minutes: April 9, 2019.
A motion was made by Councilmember Wes Mays, seconded by Mayor Pro
Tem Cliff Long, that Consent Agenda Items A and B be approved. The motion
passed by an unanimous vote.
B. Consider approval of an amendment to the Voluntary Interlocal
Cooperation Agreement for Operation and Maintenance of Traffic
Signals, by and between the Texas Department of Transportation and the
City of Coppell, Texas Page 2

Cities of Coppell, Lewisville, Corinth, The Colony, Lake Dallas, and the
Town of Hickory Creek; and authorize the City Manager to sign any
necessary documents.
A motion was made by Councilmember Wes Mays, seconded by Mayor Pro
Tem Cliff Long, that Consent Agenda Items A and B be approved. The motion
passed by an unanimous vote.

10. Consider accepting the Vision 2040 Strategic Plan document that was
submitted by the Executive Committee, with one amendment as noted.
Agenda items 10 and 11 were considered simultaneously.
Presentation: Deputy City Manager Traci Leach made a presentation to the City
Council on the Vision 2040 Strategic Plan as submitted by the Executive
Committee with the one amendment as noted.
Councilmember Wes Mays recognized the Executive Committee for the long
hours and hard work devoted to the project.
A motion was made by Councilmember Nancy Yingling, seconded by
Councilmember Brianna Hinojosa-Smith, that Agenda Items 10 and 11 be
approved. The motion passed by an unanimous vote.
11. Consider adoption of the pillars and goals outlined in the Vision 2040
Strategic Plan, as submitted by the Executive Committee.
Agenda items 10 and 11 were considered simultaneously.
Presentation: Deputy City Manager Traci Leach made a presentation to the City

12. PUBLIC HEARING:
Consider approval of an Ordinance to provide for approval of Historic
District signage proposals by the Community Development Director;
and, to allow and establish regulations applicable to the display of Mural
Signs in the Historic District; and authorizing the Mayor to sign.
Presentation: Matt Steer, Development Services Coordinator, made a
presentation to the City Council on potential murals in Old Town.
A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by
Councilmember Mark Hill, to close the Public Hearing and approve this
Agenda Item. The motion passed by an unanimous vote.

13. Consider approval of Change Order #1 to USIC Locating Services, LLC;
in the amount of $25,000.00; provided for in the Water/Sewer Fund and
Traffic General Fund Budget; and authorizing the City Manager to sign
any necessary documents.
Presentation: Mike Garza, Assistant Director of Public Works, made a
presentation to the City Council.
A motion was made by Councilmember Mays, seconded by Councilmember
Mathew, that this Agenda Item be approved. The motion passed by an
unanimous vote.
14. Consider approval of an amendment to the Performance Contracting
Agreement with Siemens Industry, Inc. to: 1) correct the meter sizes listed
in the original scope of work in the amount of $140,643.69; and, 2)
increase the scope of work to increase the number of meters to provide
complete coverage of water meter accounts in the amount of
$61,899.57; and, authorizing the City Manager to sign any necessary
documents.
Presentation: Kim Tiehen, Assistant Director of Finance, made a presentation
to the City Council on the status of the Advanced Water Meter System and an
amendment to the Performance Contracting Agreement.
A motion was made by Mayor Pro Tem Cliff Long, seconded by
Councilmember Nancy Yingling, that this Agenda Item be approved. The
motion passed by an unanimous vote.
15. City Manager Reports - Project Updates and Future Agendas
Deputy City Manager Vicki Chiavetta reported on the following projects and
future meetings: the asphalt base has been laid on Freeport Parkway to make
room for the concrete paving scheduled for next week, weather permitting; the
north bound bridge across Grapevine Creek is almost complete; the temporary
paving has been placed on Parkway Boulevard with continued, daily closures
on the north bound side through the end of school; the Advanced Water Meter
Customer Portal Demo will be held on April 25 at 6:30 p.m.; and there will be a
5th Tuesday Work Session on April 30 to discuss homestead exemption,
drainage and intersection improvements, boards and commissions and an Arts
Center update.
16. Mayor and Council Reports
Report by the City Council on recent and upcoming events.
Mayor Hunt made the following announcements:
1. While the City of Coppell and Coppell ISD do not have elections this May,
early voting for Dallas County residents is being held at Coppell Town Center
April 22 -May 1. The closest polling locations for Denton County residents is

Lewisville Municipal Annex or Carrollton Public Library.
Registered voters may vote anywhere in their county. Check the City
Secretary's Election Page for ballot measures, dates, times and polling
locations. Election Day is Saturday, May 4th.
2. "Walk, Stretch & Chill" Wellness Triathlon — April 27th from 8:30 — 11:00 a.m.
Living Well in Coppell and the CORE are once again hosting a FREE, unique
and fun Wellness Triathlon in which anyone of any fitness level can
participate! The "Walk, Stretch & Chill" Wellness Triathlon will consist of these
three activities:
o 1 -mile Walk around Andy Brown Park trail system
o Yoga stretching session outdodors at Andy Brown Park
o Relaxation cool -down session outdoors at Andy Brown Park
Registration for this free event is required, so register now at
LivingWellinCoppell.com under the "Walk, Stretch & Chill" Wellness Triathlon
tab. Registrants will receive a swag bag of goodies at the event.
3. Drug Take Back Day - April 27th from 10:00 a.m — 2:00 p.m.
Coppell PD Officers will be stationed in the north parking lot of the Justice
Center to collect your expired or unused prescription drugs. Clean out your
medicine cabinet and drop off old prescriptions. The collection will take place
only during the allotted times.
4. City Nature Challenge — April 27th from 10:30 a.m. — noon
Join the Biodiversity Education Center for the City Nature Challenge this Spring
to help document the plants and animals of Coppell Nature Park. This annual
event is part of a global effort to see which city can make the most
observations of nature, find the most species, and engage the most people.
Become a citizen scientist by using your personal mobile device to collect data
while exploring the trails. For more information, check the City's webpage.
5. There will be a 5th Tuesday Work Session on April 30th at 6:00 p.m. in the
2nd Floor Conference Room
6. Document Shredding Day — May 11th - 8 am and noon
Coppell residents are invited to stop by the City of Coppell Service Center (816
S. Coppell Road) to securely shred documents. Renewed Solutions will be out
to safely shred documents on site. Residents can drop off up to four boxes
(maximum size of each box being 9" x 12" x 17", or the size of a bankers box)
and make the most of the trip by stopping by the Coppell Farmers Market
afterward. All shredded paper will be recycled and your container will be
returned to you. Residents are encouraged to come early to ensure space in
the truck for their documents.
7. CozbyCon — May 11th — noon — 4:00 p.m. — Cozby Library & Community
Commons
Come to the Library's 9th annual comic book/anime convention, CozbyCon! Put
on your best cosplay outfit or deck yourself out in your fav fandom flair, and
come to the library for crafts, games, and vendor booths. Enter for a chance to
win door prizes. All ages welcome.

A) C/FBISD/LISD Liaisons - Councilmembers Hill and Hinojosa-Smith
B) CISD Liaison - Councilmember Hinojosa-Smith
C) Coppell Seniors - Councilmember Roden
A. LISD/C-FBISD - Councilmember Mark Hill reported that 56 high school
seniors in LISD were named National Merit Scholar Finalists. C-FBISD will be
opening two coding academies at the elementary level beginning in
kindergarten - one a Davis Elementary and the other at La Villita Elementary.
B. CISD - Councilmember Brianna Hinojosa-Smith announced open enrollment
at New Tech High School will begin June 17. Graduation for New Tech will be
held on May 24 and Coppell High School on May 28. Finally, Laura Springer,
Midde School East Principal, has been named the new Principal at Coppell
High School.
C. Coppell Seniors - Councilmember Gary Roden reported the May Fest Fair
will be held on May 1st— 9:30 a.m. — 12:30 p.m. Enjoy live performances by the
Dallas Jazz Trio, local gourmet food trucks: Gepetto's Pizza and Pokey O's Ice
Cream, chair massages, free notarizations, complimentary Car Fit service, and
various free screenings! Stop by a variety of booths for information, games,
door prize sponsors, and vendors. Popcorn and iced tea will be provided
courtesy of The Coppell Senior & Community Center. Tell your friends and
neighbors. All are welcome!
18. Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
Councilmember Biju Mathew reported on Eggstravaganza held on April 20th. It
was estimated that 5,000 people were in attendance.
