AG 1985-11-26 Notice of Meeting November 26, 1985 MEETING TIME: 7:30 p.m. MEETING PLACE: High School Administration Building Notice is hereby given that the City Council of the City of Coppell will meet in a regular called session on Tuesday, November 26, 1985 at 7:30 p.m. in the Coppell High School Administration Building. The purpose of the meeting is to consider the following items: AGENDA CALL TO ORDER PUBLIC SESSION: (Open to Public) INVOCATION MAYOR'S REPORT Item 1: Mayor's Report CITIZEN'S APPEARANCES Item 2: Consider citizens who wish to speak before the City Council. PUBLIC HEARINGS DELETED Date of P&Z Hearing - November 21, 1985 Recommendation of P&Z - Item 4: Cast #85-08-06/General Homes/Sign Variance (Flay Display) Requesting variance on Flag Display Ordinance. Request for two (2) Locations: 304 Phillips Drive (Sherwood Park) 557 Parkway Blvd. (Parkwood Park) Date of P&Z Hearing - August 22, 1985 Recommendation of P&Z - Approval w/stipulation. REQUESTS AND PRESENTATIONS Item 5: Consider approval for a temporary mobile home permit to be used as a Municipal Court office. Item 6: Consider approval for a temporary mobile home permit at 272 Southwestern Boulevard on request of Mrs. Alta Lagrone. Item 7: Consider approval of a request from General Homes for credit and/or reimbursement of Developer/Homebuilding fees. Item 8: Presentation and request by Coppell Cablevision for a rate increase for cable TV services. Item 9: Consider approval of a request from Dimension/Brooks Corporation to proceed with the construction of the Villages of Coppell Phase I prior to completion of a structural analysis study on the lake wall within the development. Item 10: Consider approval for the installation of three-way stop signs at Heartz and Vanbebber Roads and at Edgewood and Vanbebber Roads. BIDS Item 11: Consider awarding a bid for the one-ton dump truck in the Street Department. Item 12: Reconsideration of vote taken on November 12, 1985 to award a bid on Health Insurance (including health, life, and dental) for City employees and consideration of awarding of a bid on Health Insurance for City employees. Item 13: Consider approval of a contract with Dallas County for inspection of health food establishments. PLATTING ACTIONS - PRELIMINARY Item 14: Plat Application #85-09-25 - request of Wellington Place for approval of a preliminary plat. Date of P&Z Hearing - October 17, 1985 Recommendation of P&Z - Approval PLATTING ACTION - FINAL Item 15: Case #85-07-24 - request of General Homes for approval of a final plat on Parkwood, Section III. Date of P&Z Hearing - August 22, 1985 Recommendation of P&Z - Approval w/stipulation ORDINANCES AND RESOLUTIONS Item 16: Consider approval of an ordinance annexing approximately 20.644 acres of roadway and right-of-way known as South Beltline Road. STAFF REQUESTS Item 17: Consider approval for the creation of the position of City Engineer (P & Z Co-ordinator, Building Official) realignment of the Inspection Department and Planning & Zoning function to Engineering and Inspections Department, and hiring of a City Engineer. Item 18: Consider amendment to contract on the purchase of a computer system to purchase two printers. (Each printer - 260 lines per minute rather than one printer - 560 lines per minute.) Item 19: Disposition of obsolete radio equipment. OTHER BUSINESS Item 20: Consider approval of an architectural firm for the design of the Municipal Service Center. Item 21: Consider appointment of Texas Municipal League (TML) as the City's personal liability and property insurance carrier. Item 22: Preliminary discussion and consideration of relocation of Beltline Road (east and west). Item 23: Discussion and consideration of control of outdoor advertising signs in the City's extraterritorial jurisdiction area. Item 24: Report from Park Board regarding meeting with Tim Hogsett of the Parks & Wildlife Department, concerning Phase II Park Grant and recommendation of the Park Board concerning application for Phase III Park Grant. Item 25: Consider approval of minutes. Item 26: Consider approval of Departmental bills. EXECUTIVE SESSION (Closed to the Public) Item 27: Article 6252-17, Section 2 (e) discussion with City Attorney. Item 28: Article 6252-17, Section 2 (g) discussion concerning personnel. PUBLIC SESSION (Open to public) Item 29: Consider action based on items discussed in the Executive Session. REGULAR CALLED SESSION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS The following item is hereby added to the regular called session of the City Council of the City of Coppell to be held at 7:30 p.m. on the 26th day of November, 1985: AGENDA PUBLIC SESSION: Item 11A: Consider awarding a bid for a truckster in the Park Department. This item is added to the above mentioned agenda as an emergency item. These matters came to the attention of the City after posting an original agenda and required action at this regular session of the City Council of the City of Coppell, Texas.
