The Town Council of the Twon of Coppell, Texas, convened
on this 9th dey of June, 1964, in a special meeting with
the following members present:
W. T. Cozby, Mayor
Cecil Dobecka, Councilman
B. J. Hatwell, Councilman
J. R. McDonald, Councilman
C. T. Waters, Councilmen
W. H. Wilson, Councilman
E. C. Gentry, City Secretary
Constituting a quorum, where among other proceedings
ha.d was the following:
Ordinance No. 14 was presented to the Council for
consideration and reed as follows:
ORDINANCE NO. 14
AN ORDINANCE OF THE CITY OF COPFELL, TEXAS, APPOINT ING
COMMISSIONERS TO SERVE AS THE BOARD OF EQUALIZATION; FIXING
THE TIME FOR THE MEETING OF SUCH BOARD AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
Section 1: That A.W.Butler,
A.P. Vanbebber and John Dobecka,
are hereby appointed to serve as the Board of Equalization of.
the City of Coppell, Texas, in accordance with Article 1048,
Vernon's Annotated Civil Statutes of Texas.
Section 2: That the first meeting of the Equalization
Board shall be held at 7:30 o'clock p.m. on the 16 day of
June, 1964, to receive all the assessment
list or books of the Tax Assessor of the City, for examination,
correction, equalization, appraisement and for the purpose of
considering any complaints that may be made at that time. In
the event the Equalization Board determines that the values
on the list or on the books of the Tax Assessor shall be
changed, the Board shall make such corrections so that the
values of such properties is set at the proper figure.
Section 3: As this will be the examination of the
first tax roll prepared for the City, the Board shall con-
sider their action concerning each property involved as an
increase in valuation and shall, at the close of said first
meeting, adjourn to a date not less than ten (10) nor more
than fifteen (15) days from the date of adjournment, such
date to be fixed in the Order of Adjournment. The Board shall
cause the Secretary of said Board to give written notice to
each owner of such property of the valuation placed on such
property and that said owner may appear at such second meeting
of the Board of Equalization and show cause why the value of
should not be so valued. Such written notice may be served
by depositing the same, properly addressed and postage paid,
in the City Post Office or a U. S. Post Office near the City.
Section 4: At such second meeting of the Board of
Equalization, the Secretary of such Board shall make a list
of the name and address of each person w~hing;~o appear
before the Board to show cause why the value of their property
should not be so valued and if by reason of insufficient time,
the Board is unable to hear all the persons wishing to appear
before the Board, the Board shall, in its Order of Adjourn-
ment, fix a date for a third meeting to hear the complaints
of those the Board was unable to reach at the second meeting.
The Board of Equalization shall meet and hear the complaint of
any person who may file with said Board at any time before final
action of said Board, a complaint as to the assessment of his
or any other person's property. At such hearings, said com-
~ plaintant shall have the right to have witnesses summoned
~--"' and the Secretary of said Board shall keep a record of those
appearing before the Board, the property involved and the
action taken by the Board with regard to same.
Section 5: The City Secretary of the City of Coppell,
. Texas, shall act as the Secretary of the Board of Equalization,
however, should the City Secretary be unable to serv~ the
Board of Equalization may appoint an ex-Officio Secretary
to serve in this position.
Section 6: Before the Board of Equalization enters
upon its duties, it shall be sworn to faithfully and im-
partially discharge all duties incumbent upon it by law as
~" such Board.
,. Section 7: The fact that the'Statutes of the
State of Texas require that an Ordinance be passed fixing
. the time of the meeting of the Equalization Board for the
City of Coppell and the fact that it is necessary that said
Equalization Board meet in the immediate future, creates an
urgency and an emergency and requires that this Ordinance
take effect j~nmediately from and after its passage.
PASSED by the City Council of the City of Coppell,
Texas, on the 9th day of June, 1964.

Discussion followed the reading of the ordinance. Mr. W. H.
Wilson made a motion to adopt said ordinance and Cecil Dobecks
seconded this motion. The vote was as follows:
Ayes - Herwell, Dobecka, Wilson, Waters, McDonald
Noss - None
'Mr. j. R. McDonald made a motion to adopt the following
resolution and the motion was seconded by Cecil Dobecka.
The motion carried unanimously.
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COPPELL, TEXAS
WHEREAS, the City Council of the City of Coppell,
Texas, has made a study as to the number of inhabitants within
the corporate limits of the City, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
Section 1. That the City Council of the City of
Coppell, Texas, has found and hereby announces that as of this
day, the City uf Coppell has less than five thousand (5,000)
inhabitants within the corporate limits of the City, and has not
since its incorporation had more than five thousand (5,000) in-
habitants.

Mr. W. H. Wilson made a motion to sdopt the following
resolution and the motion was seconded by Cecil Dobecka.
The motion carried unanimously.
There being no further business presented to the Council,
Mr. Cecil Dobecks moved the meeting be sdjourned s. nd
Mr. B. J. Hsrwell seconded the motion.

RESOLITTION OF THE CITY COUNCIL OF
THE CITY OF COPPELL, TEXAS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS, that commencing on October 1, 1964, the City
of Coppell shall operate on a fiscal year beginning on October
1, of each Near and running through September 30th of the suc-
ceeding year.
