CM 1965-04-12STATE OF TEXAS COUNTY OF DALLAS The City Council of the City of Coppell, Texas, convened in called meeting on the 12th da2r of April, 1965, with the following members present, to-wit: W. T. Cozby, Mayor C. T. Waters, Councilman Cecil Dobecka, Councilman W. H. Wilson, Councilman Bill Harwell, Councilman E. C. Gentry, City Secretary Constituting a qUOrum where among the other proceedings had was the .following: A motion was made by W. H. Wilson that the Council consider the official returns of the election held in Coppell on April 6, 1965. Cecil Dobecka seconded the motion and the motion carried unanimously. A motion was made by Bill Harwell to accept the canvass of returns and declaration of results of the election held in the City of Coppell, Texas, on April 6, 1965. The motion was seconded by C. T. Waters and carried unani- mously. (A copy of said canvass and election returns is herewith attached.) A motion was made by W. H. Wilson to dissolve the old City Council. The motion was seconded by Cecil Dobecka and carried unanimously. Mr. C. O. Parker administered the oath of office for Mayor to W. T. Cozby. Mr. Parker then administered the oath of office to Bill Harwell, Cecil Dobecka, C. T. Waters, W. H. Wilson, and Thomas Sisk. A statement of campaign contributions and expenditures by candidates was distributed to the Councilmen. The five Councilmen then drew for terms of office. The results were: Thomas Sisk - 1 year Bill HarwelllI - 2 years W. H. Wilson - 1 year C. T. Waters - 1 year Cecil Dobecka - 2 years A motion was made by Bill Harwell that W. H. Wilson serve as Mayor Pro Tem. The motion was seconded by Cecil Dobecka and carried unanimously. No further business being presented to the Council at this time, and upon a motion duly made, seconded and carried, the Council adjourned. PASSED AND APPROVED, this 12th day of April , 1965. W. T. THE STATE OF TEXAS COUNTY OF DALLAS CITY OF COPPELL CANVASS OF RETURNS AND DECLARATION OF RESULTS OF AN ELECTION HELD IN THE CITY OF COPPELL, TEXAS, ON APRIL 6, 1965, FOR THE ELECTION OF A MAYOR AND FIVE CITY COUNCILMEN BE IT REMBERERED that on this the 12th day of April, 1965, at a meeting of the City Council the City of Coppell, Texas, a quorum being present, the meeting was called to order, and the following business was transacted. Upon motion of Councilman W.H, Wilson and seconded by Councilman Cecil Dobecka it was unanimously ordered that the City Council consider the official returns of an election held in said city on the 6th day of April, 1965, for the election of a Mayor and five (5) City Councilmen. Whereupon said official returns were opened, examined, canvassed and the results declared as follows: CANVASS OF RETURNS AND DECLARATION OF RESULTS WHEREAS, heretofore, the City Council of the City of Coppell, Texas, called an election to be held in the City of Coppell, on April 6, 1965, for the purpose of electing a Mayor and five (5) City Councilmen to serve for terms commencing April, 1965, and caused notice thereof to be posted in the manner and for the time provided for by law, which order together with the .Notice issued thereon, is recorded in Vol. L , page 287 , of the Minutes of the City Council an is hereby referred to and made a part hereof; and, WHEREAS, immediately after said election the presiding Judge and other officers holding said election made their returns Of the results thereof to the City Council as follows, to-wit: Said returns being made according to law, and duly authenticated, and it being shown that written notices of said election was posted for the time and in the manner provided by law and all other proceedings pertaining to said election having been shown to have been done and performed at and within the time and in the manner provided by law, and all papers pertaining thereto having been returned and filed with the City Council and no protest or objection being made to or regarding any matter pertaining to said election; NOW, THEREFORE, Be it resolved by the City Council of the City of Coppell, Texas, after examining said returns' and opening and canvassing the votes of said election, that the results of said election are as follows: That the following number of votes were cast for .the following named candidates for the office of Mayor, to-wit: NAME NO. OF VOTES W. T. Cozby 183 Rufus L. McDowell 156 That the following number of votes were cast for the following named candidates for the office of City Councilmen, to-wit: NAME NO. OF VOTES ~ Thomas C. Sisk 190 Wheelice H. Wilson 183 Ross Riney James H. Rutherford 162 Edgar Hughes C. T. Waters 171 Cecil Dobecka 180 Bill Harwell 210 C. E. Chapman 161 It appearing that W. T. Cozby received t o of Mayor and he is the largest number of votes for the office of Mayor and he is hereby declared elected to the office of Mayor of the City of Coppell, Texas, to serve, after qualifying for the term commencing April, 1965. It further appearing that Thomas C. Sisk , "' Wheelice Wilsen , C.T,Waters , Cecil Debecka and Bill Harwell received the largest number of votes for the office of City Councilmen, and they are hereby declared to be elected to the office, and to serve after qualifying for the term commencing April, 1965. IT IS FURTHER ORDERED that this canvass and the declara- tion of the results of said election be entered in the minutes of the City Council of the City of Coppell, Texas, and that said officers, after they have qualified and taken their oaths, shall serve during the term commencing April, 1965, an~ there- after until their successors are duly elected and qualified. That this Resolution declaring the results of the election called on April 6, 1965, shall become effective im- mediately after its passage.
