As authorized by Section 418.016(e) of the Texas Government Code, on March 16, 2020,
Governor Greg Abbott suspended various provisions that require government officials and
members of the public to be physically present at a specified meeting location.
The following requirements have been suspended by the governor:
Council Chambers
1. A quorum of the city council need not be present at one physical location. Id. § 551.127(b).
2. In light of (1), above, the meeting notice need not specify where the quorum of the city
council will be physically present and the intent to have a quorum present. Id. § 551.127(e).
3. In light of (1) above, the meeting held by videoconference call is not required to be open to
the public at a location where council is present. Id. § 551.127(f).
4. The audio and video are not required to meet minimum standards established by Texas
Department of Information Resources (DIR) rules, the video doesn't have to be sufficient that
a member of the public can observe the demeanor of the participants, the members faces
don't have to be clearly visible at all times, and the meeting can continue even if a connection
is lost, so long as a quorum is still present. Id. § 551.127(a-3); (h); (i); Q).

Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Special
Called Session at 8:00 a.m. for the purpose of canvassing the Municipal Election held on
November 17, 2020, at Town Center, 255 Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.127, of the Texas Government Code, one or more
Councilmembers or employees may attend this meeting remotely using videoconferencing
technology.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS, CANVASSING AND DECLARING THE RESULTS OF THE
NOVEMBER 3, 2020 GENERAL ELECTION FOR COUNCILMEMBERS
PLACE 1, PLACE 3, PLACE 5 AND PLACE 7 FOR A THREE (3) YEAR
TERM; AND ORDERING A RUNOFF ELECTION TO BE HELD ON
DECEMBER 8, 2020, FOR THE PURPOSE OF ELECTING A CITY
COUNCILMEMBER FOR PLACE 5; ORDERING NOTICES OF
ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION
WITH SUCH ELECTION; PROVIDING FOR EARLY VOTING AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, it is hereby found and determined that notices of a general election were duly
given in the form, manner and time required by law, and said elections were in all respects legally
held and conducted in accordance with applicable laws of the State of Texas and the proceedings
calling and governing the holding of such elections; and
WHEREAS, it is imperative to consider the returns of the general election held on
November 3, 2020, for the purpose of electing the hereinafter named officials before the qualified
voters of the City; and
WHEREAS, the returns of the general election have been duly and legally made and
submitted to the City Council for canvassing, and a tabulation of the returns for the polling places
and for early voting, as canvassed and tabulated by this governing body; and
WHEREAS, the returns for Councilmember for Places 1, 3 and 7 received a majority of
votes cast and resulted in the election of candidate for said positions; and,
WHEREAS, the returns for Councilmember for Place 5 did not result in a candidate
receiving a majority of votes cast and a runoff is required by law.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Coppell,
Texas after examining said returns and opening and canvassing the votes of said election, for
council members Places 1, 3 and 7 that the results of said general election are as follows:

It appearing that no candidate received majority of all votes cast for the office of
Councilmember Place 5. The position will be elected during the December 8, 2020 Runoff
Election.

SECTION 5. That a runoff election is hereby ordered for December 8, 2020, for the
purpose of electing a City Councilmember for Place 5 for a full term. The only candidates for
said runoff election shall be the two candidates for Place 5 who received the highest and second
highest number of votes for said office at the Municipal Officers Election for the City conducted
on November 3, 2020 and canvassed on November 17, 2020. According to the official canvass
of said election, no candidate for said Place 5 received a majority of the votes cast for said office
and the candidate receiving the highest number of votes was as follows:
1. Jim Walker 6,352 votes
2. John Jun 9,012 votes
SECTION 6. The Presiding Election Judge and Alternate Presiding Election Judge
appointed to serve the authorized polling place and the early voting clerk (City Secretary) and
deputy early voting clerk shall be those election officials who served at the regular election on
November 3, 2020. A voting system or systems meeting the standards and requirements of the
Texas Election Code, as amended, is hereby adopted and approved for early voting by personal
appearance, by mail and for Election Day voting.
SECTION 7. The election shall be held as a Joint Election administered by the Dallas
and Denton County Elections Administrators utilizing specific equipment to cast ballots as
approved by the Texas Secretary of State, and in accordance with the provisions of the Texas
Election Code and the Texas Administrative Code, with a Joint Election Agreement for each of
the respective counties. The City Manager is hereby authorized to execute the Election Contracts
with the Counties of Dallas and Denton for the conduct of the election. Pursuant to the Joint
Election Contract, the County Elections Administrator shall serve as Election Administrator for
the election. Presiding Election Judges and Alternate Presiding Election Judges appointed to serve
at said polling places shall be those election officials furnished by the Elections Administrator
from the list of proposed elections judges listed in an attachment to the Joint Election Contract.
Notice of the election shall be posted on the bulletin board used to post notice of the City
Council meetings and be published in a newspaper of general circulation in the City. Said notice
must be published on the same day in each of two successive weeks, with the first publication
occurring no earlier than the thirtieth day and no later than the fourteenth day before the date of
the election. A copy of the published notice that contains the name of the newspaper and the date
of publication shall be retained as a record of such notice, and such person posting the notice shall
make a record of the time of posting, starting date and the place of posting.
Early voting by personal appearance for Dallas County and Denton County residents will
be set forth in accordance to state law and as stated in the Joint Elections Contracts and posted on
the City's webpage. Application for ballot by mail must be received no later than the close of
business on November 30, 2020. Applications for early voting ballot by mail shall be mailed to:

SECTION 8. All resident qualified electors of the City shall be permitted to vote at said
election. This election shall be held and conducted in accordance with the provisions of Texas
Election Code, and as may be required by law, all election materials and proceedings shall be
printed in both English and Spanish.
SECTION 9. The City Secretary is hereby directed to cause notice of said election to be
published at least once, not earlier than the 30th day nor later than the 15th day, before election
day as provided in Section 4.003(a) (1) of the Texas Election Code; and shall be posted on the
bulletin board used for posting notices of the City Council meetings not later than the 15th day
before election day. A copy of the published notice that contains the name of the newspaper and
the date of publication shall be retained as a record of such notice, and the person posting the notice
shall make a record at the time of posting stating the date and place of posting in accordance with
Texas Election Code Section 4.005.
SECTION 10. This resolution shall take effect immediately upon its passage.

TEXAS DECLARANDO LOS RESULTADOS DE LAS ELECCIONES
GENERALES DEL 3 DE NOVIEMBRE DEL 2020 PARA EL PUESTO DE
CONCEJAL DEL LUGAR 1, LUGAR 3, LUGAR 5 Y LUGAR 7 POR UN
PERIODO DE TRES (3) ANOS; ORDENANDO UNAS ELECCIONES DE
DESEMPATE PARA EL MARTES 8 DE DICIEMBRE DEL 2020 CON EL
PROPOSITO DE ELEGIR UN CONCEJAL PARA EL LUGAR 5;
ORDENANDO AVISOS PARA LAS ELECCIONES; PROPORCIONANDO
VOTACION ANTICIPADA; Y PROPORCIONANDO UNA FECHA

CONSIDERANDO, que se encuentra y determina que los avisos de una eleccion general
fueron debidamente entregados en la forma y tiempo requerido por la ley, y dichas elecciones se
llevaron a cabo legalmente y de acuerdo con las leges aplicables del Estado de Texas y los
procedimientos llamando y gobernando dichas elecciones; y
CONSIDERANDO, que es imperativo considerar los resultados de la eleccion general que
se llevo a cabo el 3 de noviembre del 2020, con el fin de elegir a al funcionario antes nombrado
ante los votantes calificados de la ciudad; y
CONSIDERANDO, que los resultados de las elecciones generates se han presentado legal
y debidamente ante el Concejo de la Ciudad para declarar los resultados, y una tabulacion de las
declaraciones para los centros de votacion y para la votacion anticipada; y
CONSIDERANDO, los resultados para el Concejo del Lugar 1, 3 y 7 recibieron la
mayoria de los votos y resultaron en la eleccion de los candidatos para dichos puestos; y
CONSIDERANDO, dieron como resultado que un candidato recibiera la mayoria de los
votos emitidos y la ley exige una eleccion de desempate.
POR LA PRESENTE SE RESUELVE que el Consejo de la ciudad de Coppell, Texas,
luego de examinar dichas declaraciones y abrir y sondear los votos de dicha eleccion, para el
concejal Distrito 2 que los resultados de dicha eleccion general son los siguientes.

Ningun candidato recibi6 la mayoria de todos los votos emitidos para el cargo de concejal
del Lugar 5. EI puesto sera elegido durante las elecciones de desempate el 8 de diciembre del 2020.
SECCION 5. Que por la presente se ordena un desempate para el 8 de diciembre del 2020,
con el prop6sito de elegir un concejal de la Ciudad para el Lugar 5 por un periodo completo. Los
unicos candidatos para dicho desempate seryn los dos candidatos para el Lugar 5 que recibieron el
mayor y el segundo mayor numero de votos para dicho cargo en la Elecci6n de Oficiales
Municipales para la Ciudad realizada el 3 de noviembre del 2020 y sondeo el 17 de noviembre del
2020. De acuerdo con el sondeo oficial de dicha elecci6n, ningun candidato de dicho Lugar 5
recibi6 la mayoria de los votos emitidos para dicho cargo y el candidato que obtuvo el mayor
numero de votos fueron los siguiente:

2. John Jun 9,012 votos
SECCION 6. El Juez Presidente de elecciones y el juez suplente de elecciones
presidenciales designados para servir en el Lugar de autorizado de votos y el secretario de votaci6n
anticipada (Secretaria de la ciudad) y el secretario adjunto de votaci6n anticipada seran los
funcionarios electorates que prestaron servicio en la elecci6n regular el 3 de noviembre del 2020.
Un sistema de votaci6n o sistemas que cumplen con los estyndares y requisitos del C6digo
Electoral de Texas segun enmendado, por la presente se adoptan y aprueban para la votaci6n
anticipada en persona, por correo y para la votaci6n el dia de las elecciones.
SECCION 7. Las elecciones se Ilevaran a cabo como una Elecci6n Conjunta administrada
por los administradores de elecciones de los condados de Dallas y Denton utilizando equipo
especifico para emitir los votos segun to aprobado por el secretario del estado de Texas, y de
acuerdo con las disposiciones del C6digo Electoral de Texas y el C6digo Administrativo de Texas,
con un Acuerdo de Elecci6n Conjunta para cada uno de los respectivos condados. Por la presente
se autoriza al Administrador de la ciudad a ejecutar los contratos electorates con los condados de
Dallas y Denton para la realizaci6n de la elecci6n. De conformidad con el contrato de Elecci6n
Conjunta, el administrador de elecciones del condado actuary como administrador de elecciones
para la elecci6n. Los presidentes y jueces electorates y presidentes alternos designados para servir
dichos lugares de votaci6n seryn aquellos funcionarios electorates proporcionados por el
Administrador Electoral de la lista de jueces electorates propuestos enumerados en un anexo al
contrato de Elecci6n Conjunta.

El aviso de la elecci6n se publicara en el tablero de anuncios utilizado para publicar el aviso
de las reuniones del consejo de la Ciudad y se publicara en un peri6dico de circulaci6n general en
la ciudad. Dicho aviso debera publicarse en el mismo dia en cada una de las dos semanas sucesivas,
ocurriendo la primera publicaci6n no antes del trig6simo dia y no mas tardar del decimocuarto dia
antes de la fecha de la elecci6n. Una Copia del aviso publicado que contiene el nombre del
peri6dico y la fecha de publicaci6n se conservara como registro de dicho aviso, y la persona que
publique el aviso debera registrar la hora de publicaci6n, la fecha de inicio y el Lugar de
publicaci6n.
La votaci6n anticipada en persona para los residentes del condado de Dallas y el condado
de Denton se establecera de acuerdo con la ley estatal y como se establece en los Contratos de
Elecciones Conjuntas y se publicara en la pagina web de la ciudad. La solicitud de boleta de
votaci6n por correo debe recibirse a mas tardar al cierre de operaciones del 30 de noviembre del
2020. Las solicitudes de boleta de votaci6n anticipada por correo se enviaran por correo a:

SECCION 8. A todos los electores calificados residentes de la ciudad se les permitira

indicando la fecha y el Lugar de publicaci6n de acuerdo con la Secci6n 4.005 del C6digo Electoral
de Texas.
SECCION 10. Esta resoluci6n tomara efecto inmediatamente despu6s de su aprobaci6n.
