OR 89-456 Appoints Bond Committee; formation of a capital improvments program AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 89456 AN ORDINANCE OF TIlE CITY OF COPPELL, TEXAS, APPOINTING A BOND COMMITTEE TO PROCEED WITH THE FORMATION OF A CAPITAL IMPROVEMENTS PROGRAM FOR THE CITY OF COPPELL, TEXAS, SETTING THE DATE OF THE FIRST MEETING OF THE BOND COMMITTEE AND APPOINTING A CHAIRMAN TO PRESIDE AT SAID MEETING; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Article 8 of the Home Rule Charter of the City of Coppell states that the City Council shall, by ordinance, prescribe the purpose, composition, functions, duties, accountability and tenure of each board, commissions and committee, where such are not prescribed by law or this charter. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1 - APPOINTMENT TO BOND COMMITTEE The City Council of the City of Coppell hereby appoints the following nine (9) persons to serve as the Bond Committee Capital Improvsment Program for the Bond Election to be held in the City: 1. Lynn Brock 2. Lee Cary, Reverend 3. John Hill 4. Marca Hiller 5. Dennis Kellam 6. Ed Reeve 7. Keith Roberson 8. Gary Selvy 9. Elo McFadden Stahly SECTION 2 - DATE OF FIRST MEETING The first meeting of the Bond Committee shall be on the 2nd day of November, 1989, at 7:30 p.m. at Town Center, 255 Parkway Boulevard, Coppell, Texas. Lynn Brock is hereby appointed to be the chairman of the Committee. The Committee shall present a Capital Improvement Program to the citizens of the City and recommend a date on which such programs will be presented to the voters of the City. The Committee shall act upon a majority of its members present and voting. SECTION 3 - REPEALING CLAUSE All ordinances, or parts of ordinances, inconsistent or in conflict with the provisions of this ordinance are hereby repealed. SECTION 4 - SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adJudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part of provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 5 - EFFECTIVE DATE This ordinance shall take effect inmediately from and after its passage, as the law in such cases provides.
