The City Council of the City of Coppell met in Regular Session on Tuesday, January 26, 2021 at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order 2. Executive Session (Closed to the Public) 1st Floor Conference Room As a result of recent Declarations of Emergency made by Dallas County and the City of Coppell in regards to the current pandemic, Governor Abbott has permitted for governing bodies to meet remotely and to conduct open meetings virtually. Mayor Karen Hunt called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:33 p.m. Section 551.087, Texas Government Code - Economic Development Negotiations. Work Session (Open to the Public) Council Chambers Mayor Karen Hunt adjourned the Executive Session at 6:10 p.m. and convened into the Work Session at 6:14 p.m. A. Discussion regarding agenda items. B. Discussion regarding the 87th Regular Legislative Agenda. C. Discussion regarding Mayor Pro Tem. D. Discussion of Finance Department Staffing. E. Discussion regarding the Magnolia Park Trail Project. F. Discussion concerning block water rate structure. G. Discussion regarding the cancellation of the March 9, 2021 City Council Meeting. Items A through E and G were presented in Work Session. Due to time constraints, Work Session Item F will be presented during the City Council Winter Retreat on January 29th. Regular Session 4. Invocation 7:30 p.m. Councilmember Wes Mays gave the invocation. 5. Pledge of Allegiance Mayor Hunt and the City Council led those present in the Pledge of Allegiance. 6. Citizens' Appearance 7. Consent Agenda Mayor Hunt asked for those who signed up to speak: 1) Matthew Church, MetroTex Association of REALTORS, sent an email regarding the Short -Term Rental Ordinance. The email was read into the record. At this time, Mayor Karen Hunt and Councilmember Cliff Long requested that Consent Agenda Item C be considered separately due to filing Conflict of City of Coppell, Texas Page 2 City Council Minutes January 26, 2021 Interest Affidavits. Councilmember John Jun requested that Consent Agenda Item D be pulled and considered separately. Consent Agenda Items A and B were considered together. A. Consider approval of the minutes: January 12, 2021. A motion was made by Councilmember Wes Mays, seconded by Councilmember Brianna Hinojosa-Smith, that Consent Agenda Items A and B be approved. The motion passed by an unanimous vote. B. Consider approval of an Ordinance for PD -259R -SF -7&9, Blackberry Farm, a zoning change request from PD -259 -SF -7&9 (Planned Development 259 -Single-Family- 7&9) to PD -259R -SF -7&9 (Planned Development 259 Revised -Single -Family -7&9), to revise the Detail Site Plan and Conditions, to permit the development of 74 single-family lots and nine (9) common area lots, on 54.8 acres of land, located on the north side of Sandy Lake Road, approximately 750 feet northeast of Starleaf Road (Extended); and authorizing the Mayor to sign. A motion was made by Councilmember Wes Mays, seconded by Councilmember Brianna Hinojosa-Smith, that Consent Agenda Items A and B be approved. The motion passed by an unanimous vote. Enactment No: OR 91500-A-761 C. Consider approval of an Ordinance for PD -250R21 R -H (Planned Development -250 -Revision 21 -Revised -Historic) to allow the coffee shop/retail to remain on the 1 st floor and to convert one of the residential units (Apt. 202) into a 2,059 square foot professional office space on the 2nd floor; on 0.24 acres of property located at 462 Houston Street; and authorizing the Mayor to sign. At this time, Mayor Karen Hunt and Councilmember Cliff Long dismissed themselves from Council Chambers. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that Consent Agenda Items C be approved. The motion passed by an unanimous vote. Enactment No: OR 91500-A-762 D. Consider award of an annual contract for Parks Restroom Cleaning & Related Services to Pure Service Corporation not to exceed $75,000.00, as budgeted; and authorizing the City Manager to sign all necessary documents. Councilmember John Jun requested that Consent Agenda Item D be pulled and considered separately. A motion was made by Councilmember Wes Mays, seconded by City of Coppell, Texas Page 3 City Council Minutes January 26, 2021 Councilmember Brianna Hinojosa-Smith, that Consent Agenda Item D be approved. The motion passed by an unanimous vote with Councilmember John Jun abstaining. End of Consent Agenda 8. Consider approval of a Scope of Work agreement with Aqua -Metric dated December 9, 2020 for assistance integrating Tyler Technology's Munis Utility Billing System with the Advanced Water Meter System for an amount not to exceed $84,125.00; and authorizing the City Manager to sign any necessary documents. Presentation: Kim Tiehen, Assistant Director of Finance, made a presentation to the City Council. A motion was made by Councilmember Wes Mays, seconded by Councilmember Gary Roden, that this Agenda Item be approved. The motion passed by an unanimous vote. 9. Consider approval of an Ordinance of The City of Coppell, Texas, amending Chapter 9 of the Code of Ordinances by repealing Article 9-29, "Short Term Rentals," and replacing it with a new Article 9-29 Short Term Rentals; the provisions of this article shall expire on January 31, 2022, unless extended by Ordinance of the City Council; and authorizing the Mayor to sign. Presentation: Luay Rahil, Assistant Director of Community Development, made a presentation to the City Council. A motion was made by Councilmember Wes Mays, seconded by Mayor Pro Tem Mark Hill, that this Agenda Item be approved. The motion passed by an unanimous vote. Enactment No: OR 2021-1552 10. Consider approval of a contract with Cartegraph Systems, LLC., in the amount of $288,085.00, for the purchase of an Enterprise Asset Management System (EAM); and authorizing the City Manager to sign any necessary documents. Mayor Hunt announced that presentations for Agenda Items 10 and 11 would be presented together. Presentation: Kent Collins, Director of Public Works, made a presentation to the City Council. A motion was made by Councilmember Biju Mathew, seconded by Councilmember Gary Roden, that Agenda Items 10 and 11 be approved. The motion passed by an unanimous vote. 11. Consider approval of an amendment to the Online Business Systems (OBS) agreement, in an amount of $200,000.00, for Enterprise Asset City of Coppell, Texas Page 4 City Council Minutes January 26, 2021 Management (EAM) Project Management Services; and authorizing the City Manager to sign any necessary documents. Please see Agenda Item 10. 12. Consider approval of the First Amendment to the Interlocal Agreement between City of Coppell and Dallas Area Rapid Transit for the Silver Line Regional Rail Project; and authorizing the City Manager to sign any necessary documents. Presentation: Traci Leach, Deputy City Manager, made a presentation to the City Council. A motion was made by Councilmember Wes Mays, seconded by Councilmember Biju Mathew, that this Agenda Item be approved. The motion passed by an unanimous vote. 13. Consider approval of the cancellation of the March 9, 2021 City Council Meeting due to the date falling during Spring Break. City Manager Mike Land provided history on the cancellation of the first meeting in March due to Spring Break for Coppell ISD. The item failed due to no motion. 14. Consider appointment of Mayor Pro Tem as required by Section 3.05 of the Home Rule Charter. A motion was made by Councilmember Wes Mays to nominate Councilmember Mark Hill as Mayor Pro Tem, seconded by Councilmember Biju Mathew. The motion passed by an unanimous vote. 15. Consider approval of a Resolution calling for the General Municipal Election for Councilmembers Place 2, 4, 6 and Mayor; and Special Election for Place 3 for Saturday, May 1, 2021; and authorizing the Mayor to sign and execute a Joint Election Agreement with Dallas and Denton Counties. City Manager Reports - Project Updates and Future Agendas City Manager Mike Land reported the following updates: Airline Road construction is moving along with water line work wrapping up in the next week. Subgrade preparation will begin after that, with concrete paving scheduled to begin mid-February. Expect construction to start at Southwestern and Belt Line in the next few weeks for intersection improvements. We have a few projects that are in the final stages of project bidding and will be on upcoming agendas for award: Stream G6 and Denton Creek Grade Control Drainage Projects — Pre-bid this week will include walking Stream G6. Cambria reconstruction bid opens this week. Alley 5 project pre -bids will start this week. Kent Collins, Director of Public Works, will provide a broad project update during a work session in February. 17. Mayor and Council Reports Report by the City Council on recent and upcoming events. Interested in running for City Council? Candidate filing for Mayor and City Council Places 2, 4, 6 is being held now through Friday, February 12. Candidate filing for Place 3 in the Special Election will begin tomorrow, January 27th through March 1st. Applications, forms, and information regarding running for elected office can be found on the City Secretary's Election page. The Municipal General and Special Election is on May 1, 2021. 18. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. A. Report on Carrollton/Farmers Branch ISD and Lewisville ISD - Mayor Pro Tem Mark Hill and Councilmember Brianna Hinojosa-Smith B. Report on Coppell ISD - Councilmembers Brianna Hinojosa-Smith and Biju Mathew C. Report on Coppell Seniors - Councilmember Gary Roden A. Mayor Pro Tem Mark Hill reported that Lewisville ISD recently approved boundary adjustments for the district. LISD has implemented a COVID-19 tracker that is updated daily, for more information go to LISD.net/covidtracker. 50 nurses at LISD received have received the COVID-19 vaccine on behalf of the Flower Mound Fire Department. LISD's 2021-2022 academic calendar has been approved by the board of trustees. On January 18th, LISD presented virtual Martin Luther King Jr. celebrations and video is available on YouTube, search "Beloved Community, Justice for All". LISD's STEM academy is City of Coppell, Texas Page 6 1 1 City Council Minutes January 26, 2021 extending to middle schools, parents can register for virtual information sessions LISD.net/stem. Mayor Pro Tem Hill also reported that Carrollton/Farmers Branch ISD has approved their 2021-2022 school calendar, which includes 180 days of education. The first day of school for C/FBISD will be August 10th, with the last day on May 25th. C/FBISD will hold a virtual open house that will allow parents and students to meet principals and tour campuses. For more information visit cfbisd.edu/students/programsofchoice/virtualopenhouse B. Councilmember Brianna Hinojosa-Smith reported that Coppell ISD's Spring Break will begin on March 15th. Budget Workshops are currently being held to discuss the upcoming budget process. The school board election for Places 6 and 7 will also take place on May 1, 2021, and the applications for filing are open now. C. Councilmember Gary Roden reported that Coppell Seniors are now holding virtual meetings to gather during the pandemic. 19. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Chamber members, city leaders and local residents are making plans now to celebrate Coppell at the Coppell Chamber of Commerce's Members' Choice Awards & Community Gala. Some will watch the virtual event from the comfort of their home, while others gather for small watch parties. Register now for the Gala at coppellchamber.org/events, the Gala will be held February 6th at 6:00 p.m. via Zoom. 20. Necessary Action from Executive Session 21.
