ORDINANCE NO. 88417
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING CHAPTER 3
OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL BY AMENDING SECTIONS
3-1-5, 3-1-11, 3-2-2, 3-3-2, AND DELETING SECTION 3-1-6; ADJUSTING MONTHLY
WATER RATES; ADJUSTING DEPOSITS FOR WATER SERVICE; ADJUSTING SEWER
MONTHLY SEWER RATES; ADJUSTING CHARGES FOR RESTORATION OF SERVICE
AFTER DISCONTINUANCE; PROVIDING A REPEALING CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS:
SECTION 1. AMENDING SEC. 3-1-5 OF COPPELL CODE OF ORDINANCES
Chapter 3 of the Code of Ordinances of the City of Coppell is hereby amended
by amending Section 3-1-5, to read as follows:
"Sec. 3-1-5 WATER RATES (Monthly)
Residential:
The monthly rates or charges for water service furnished by the City
waterworks system for single-family dwellings shall be as follows:
First 1,000 gallons (minimum) $ 5.60
All over 1,000 gallons $ 2.30 per
1,000 gallons
The monthly rates or charges for services furnished by the City Waterworks
System for non-single-family dwellings, such as but not limited to mobile
home parks or other users wherein there is one master meter which serves
more than one unit shall be the same rates as set forth for single-family
dwellings above, based upon an average usage for each user from the
master meter multiplied by the number of users of such meter. For
clarification and example, if a mobile home park had ten (10) units and
the master meter indicated seventy thousand (70,000) gallons of water
consumption, the average use would be seven thousand (7,000) gallons,
yielding a rate of $19.40 for each unit multiplied by the total number of
units (ten) (10) equaling a total bill of $194.00 to be paid by the customer."

SECTION 2. DELETING SECTION 3-1-6 OF COPPELL CODE OF ORDINANCES
Chapter 3 of the Code of Ordinances of the City of Coppe]] is hereby amended
by deleting Section 3-1-6 as presently written and reserving such section for future
use. Said section as presently written deals with discontinuance of water service.
SECTION 3. AMENDING SEC. 3-1-11 OF COPPELL CODE OF ORDINANCES
Chapter 3 of the Code of Ordinances of the City of CopDell is hereby amended
by amending Section 3-1-11, to read as follows:
"Sec. 3-1-11 WATER METER DEPOSIT
Each water consumer shall make a meter deposit in at least the sum of
$30.00 for builders and realtors, $35.00 for home buyers, or $55.00 for
tenters. Should such deposit be insufficient to pay an average monthly
bill; or, if experience has proved that a customer does not pay water bills
promptly, and as due, the City Manager may require the meter deposit to
be in any sum deemed necessary to protect the City. Such meter deposit
may be applied to the payment of any water and sewer overdue to the
City. Any unused portion of the deposit shall be refunded to the consumer
at any time service is discontinued."
SECTION 4. AMENDING SEC. 3-2-2 OF COPPELL CODE OF ORDINANCES
Chapter 3 of the Code of Ordinances of the City of Coppell is hereby amended
by amending Section 3-2-2, to read as f(~llows:
"Sec. 3-2-2 SEWER RATES (Monthly)
The monthly rates charged for services furnished by the Sanitary Sewer
System of the City shall be based upon the amount of metered water which
is furnished during the month as follows: (Ord. 322)
Residential: First 1,000 gallons (Minimum) $5.60. All over
1,000 gallons $1.01 cents per 1,000 gallons to a
maximum of 14,000 gallons.
Commercial, First 1,000 gallons (minimum) $5.60 and all over
Industrial, & 1,000 gallons $1.01 cents per 1,000 gallons.

SECTION 5. AMENDING SEC. 3-3-2 B, OF COPPELL CODE OF ORDINANCES
Chapter 3 of tile Code of Ordinances of the City of Coppell is hereby amended
by amending Section 3-3-2 B, to read as follows:
"B. RESTORATION OF SERVICE
Services shah not be continued or reconnected to any customer until all
current and delinquent charges, plus the ten percent (10%) penalty, plus
an additional $20.00 to cover the cost of disconnecting and reconnecting
services, have been paid."
SECTION 6. REPEALING CLAUSE
All ordinances, or parts of ordinances, inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
SECTION 7. SEVERABILITY CLAUSE
If any article, paragraph or subdivision, clause or provision of this ordinance
shall be adjudged invalid or held unconstitutional, the same shall not affect the validity
of this ordinance as a whole or any part or provision thereof, other than the part so
decided to be invalid or unconstitutional.
SECTION 8. EFFECTIVE DATE
This ordinance shall take effect immediately after its passage, as the law in such
cases provides.
