The Council of the City of Coppell, Texas, met in regular session June
1970, with the following members present to-wit: '
W, T. Cozby, Mayor
Jim McGiboney ~ Councilman
Wheelice Wilson, Councilman
Johnny Dobecka, Councilman
Bill Harwell, Coundilman
Ted Ruppel, Councilman
constituting a quorum, where among other proceedings had was the following:
Minutes of the June 1 council meeting were read and approved.
Mrs, Ann Lender appeared before the council to ask permission to move a 10 x 20
metal building to the Bud Parker property'which the Lenders have recently
purchased, Mrs, Lender said she plans to open a one operator beauty shop,.
The council informed her that there would be a $100.00 fee each for obtaining
water and sewerage, Mr. Wilson moved that the Lenders be permitted to move a
10' x 20* aluminum prefab building 'to the north side of the property and
that the sewer be tied in to the existing sewer system and the water tied in
to the street side of the water line. The house is not to protrude beyond
the front of the house· Mr. Dobecka seconded the motion and the motion was
passed unanimously, Sewerage and .water will be billed from separate meters
for the beauty shop· Permit will be granted at no charge·
Dennis Johnson of Atlas Supply Co. discussed American-made George Kent meters
with the council, Meters have a 10-year guarantee, 5 years unconditionally
plus 5 years with a $4.50 service charge for any problem. The cost is $29,75.
Other prices were: $199.50 for 2"; $349.50 for 3"; and $499.50 for 4", No
a-, action was taken,
Mr. Cozby told the council that Tom Moore wants a fire plug at his intersection.
"" The request was turned down because there is only a 4" line at that location
and 6" is required. The line is too small to obtain a reduction in insurance
rates.
The council was informed that Sammy Lesley had had to spend about $250.00 to
dig up his sewer line and repair it and that he felt the city should pay for
the work in the street area. Mr. Harwell moved that the city reimburse Sammy
Lesley in the amount of $100.00 for work in the 'street. Mr. Wilson seconded
the motion and th'e motion was passed with Mr. Ruppel opposing. Mr. Wilson
moved that sewer lines not be okayed for use until they are inspected by the
city both in the street area and all the way back to the house~ and further,
that if the lines are covered, they must be uncovered again for inspection·
Mr. Ruppel seconded the motion and the motion was passed unanimously.
Mr. Cozby stated that the council needed to appoint an equalization board.
The council discussed several persons who might serve and tabled the matter
until these persons could be contacted.
Mr. Wilson moved that the penalty on delinquent taxes be increased to 10% with
interest remaining the same (1/2 of 1% per month) Mr. Harwell seconded the
motion and the motion was passed unanimously.
The meeting was adjourned.
