CM 1970-08-03COUNTY 0F DALLAS STATE OF TEXAS The Council of the City of CoppeIl, Texas, met in regular session August 3, 1970, with the following members present to-wit: W. T. Cozby, Mayor Wheelice Wilson, Councilman Jim McGiboney, Councilman Bill Harwell, Councilman Ted Ruppel, Councilman Johnny Dobecka, Councilman E.. C. Gentry, City Secretary constituting a quorum, where among other proceedings had-was the following: Mr. Wheat, who operates the vegetable stand on Beltline Road, told the council that he does not have a permit to operate a business because he did not realize that his stand was within the city limits. The council voted unanimously to grant Mr. Wheat's request to stay in business until his rent runs out August 15, at which time he will leave. If he decides to return next year, he will seek a permit and a building acceptable to the city. Mr. Dennis Johnson, distributor of Kent meters, appeared before the council to discuss the 3" meter which the city is interested in buying. After some discussion as To where the meter should be installed, the council decided to table the matter. Mr. Monty Freeman discussed liability insurance for city vehicles with the council. He stated that because Coppeil has a volunteer fire department and a population of less .5,000 people, it is eligible for State Farm Insurance which is outlined as follows: $100,000 per person bodily injury with a maximum of $300~00.0.00; $50,000.00 property damage per occurrence. Each vehicle will have a gross premium, of $210.80 with a yearly dividend reducing the premium. If the City signs a waiver, it does not have to carry uninsured motorist coverage which costs an additional $4.00 per year per vehicle. After some discussion. the council decided to postpone a decision until the next meeting. Mrs. Parfish requested permission for her daughter, Mrs. Trudy Lowe, to move ,her mobile home to MrS. Parfish' lot while Mr. Lowe is overseas. The council pointed out that it would cost several hundred dollars for tapping the sewer,& running 'the sewer line, and that she would have to go through the existing water meter at the Parfish home since it would be a temporary installation. Mr. Ruppel moved that the council grant a temporary permit for Trudy Lowe, to move her mobile home to her mother's lot while her,husband is overseas, provided she tie onto water and sewer lines and comply with all mobile home park requirements. The motion died for lack of a second. Request was denied. The mayor presented for adoption Ordinance #566. naming Jay Small, Pete Matthews and C. W. Campbell to the Board of Equalization and setting August 10 and August 24 as meeting dates. Mr. Ruppel moved that the ordinance be adopted. Mr. Dobecka seconded the motion and it was passed unanimously. Mr. Cozby brought up the possibility of running corporation court tickets for the city through the'JP court. No action was taken. He also mentioned the unpaid balance on curb and gutters which mounts to $822.90. No action was taken. The Council discussed vacation time for Mrs. RuSh and decided that her vacation should consist of 6 working days away from the City Hal1 with 6 days pay.. Since she normally works 3 days per week, she is entitled to 2 weeks away from City Hall, Combining her 1969 and 1970 vacation time, and considering time already taken, she is entitled to 3 more weeks or 9 working days away from her job. The motion was made, seconded and unanimously passed that replacement vacation help for 1970 be paid $2.50 per hour. r. Gentry presented the following bills for payment: Coppell Superette $ 35.13 Lewisville Leader 2.91 'Helms printing .Co. (tax statements) 160.90 Internation,al .Harvester Co, 25,37 Mr. Dobecka moved that the bills be paid, Mr, Harwell seconded the motion and the motion was unanimously passed, Minutes of the July 20 meeting were read and approved with the following amendment: Bill Harwell's name was added as the one vote against the Caldwell- zoning ordinance, The council further voted to specifically name anyone voting against an action, The meeting was adjourned, PASSED AND APPROVED THIS3rd DAY OF August 1970.
