CM 1970-09-21COUNTY OF DALLAS STATE OF TEXAS The Council of the City of Coppell, Texas, met in regular session September 21. 1970, with the following members present to-wit: W. T. Cozby, Mayor Johnny Dobecka, Councilman Jim McGiboney, Councilman "- Ted Ruppel, Councilman Bill Harwell, Councilman E.C. Gentry, City Secretary constituting a quorum, where among- other proceedings had was the following: Minutes of the September 8, 1970, council meeting were read and approved. Mr. Billy Harrison appeared before the council to request a name for the road on which he lives and to suggest that it be named Holley Road. Mr. McGiboney moved that the road (which reaches from Sandy Lake Road to Mr. Harrison's home) be named Holley Road. The motion was seconded and passed unanimously. Mr. Palmer of Flower Mound applied for a full-time policeman's job, stating that he presently works for the University of Texas system and is certified. He now earns $650.80 per month plus state pension, equipment furnished and clean- ing bills reimbursed. Council informed him that they did not know at this time whether or not they could afford a full time policeman but that they would consider his application. Richard Lee discussed the budget requests for the Fire Department. He stated' that he had requested $1,450.00 for building maintenance and supplies and that the council had cut it to $750.00. He asked the council to increase the budget allotment to above his original request, and asked that the allotment for supplies and equipment be increased to $1600.00. He also explained that the bill from English Automotive which the council had .refused to approve at the previous meeting was for repairs to the Ford truck. Mr., ,Cozby told Mr. Lee that there would be a budget hearing where the budget would be thoroughly discussed and such decisions made. The council discussed the possibility of adopting the four city codes but decided that it would be appropriate to wait until the full panel of councilmen were present. Mr. Cozby told the council that the city had requested property owners along Bethel Road from Harris St. to Denton Tap to donate land for widening the road~ All had consented except, Dr. Vail. Council discussed the possibility of con; demning approximately 20' of right of way so that work on the road could proceed. Council discussed the possibility of passing an ordinance regarding moving in either prefab buildings or houses. No action was taken. Mr. Vanbebber stated that the city still does not have a meter box around the meter at Golden Triangle and that in rainy weather. the meter has to be pumped out before it can be read. He said that the owner had agreed to build a meter box in lieu of a tie-on fee. Mr. McGiboney moved that the council notify Mr. Brown to build a meter box that will pass Mr. Vanbebber's inspection within the next 30 days. Mr. Ruppel seconded the motion and motion passed unanimously.' Mr. Gentry told the council that the auditor had Suggested that the city pay ' all bills due up to the first of October. The council agreed. He presented the following bills for payment: English Automotive a Supply 44.48 Communication Service Inc. 20.25 Bowles &Eads 25.00 Lewisville Leader (already paid but paper did not receive it and check has never cleared) 5.52 McInnish Glass Co. 45.00 . Commercial Metal Co. 57.60 Mr. Hatwell moved that the bills be paid. Mr. Ruppel seconded the motion and motion was passed unanimously. Mr. Ruppel said Mr. Vanbebber had informed him that the sewer line put in by Mr. Summers did not meet city specifications, Mr. Vanbebber explained why the work did not meet his standards and the council discussed ways of remedying the situation. No action was taken. Mr. Cozby presented Ordinance #57 calling a public budget hearing for 7:30 Monday, October 5, 1970, for the council's approval, Motion was made, seconded and unanimously passed that the ordinance be adopted, The meeting was adjourned, PASSED AND APPROVED THIS 21st DAY OF September, 1970, W.
