STATE OF TEXAS
The council of the City of Coppell, Texas met in regular session
on December 7, 1970, with the following members to wit:
Bill Cozby, mayor
Johnny Dobecka, councilman
Wheelice Wilson, councilman
Bill Harwell, councilman
Jim McGiboney, councilman
Ted Ruppel, councilman
constituting a quorum where among other proceedings has was the
following:
Minutes of November 23, 1970 meeting were read and approved.
Item 1
A stop sign was requested at Coppell and Thweat Roads in which the north
south traffic would be stopped. Mr. Dobecka made the motion that the
stop sign be put up. Also, that if one was not in stock that the
Mayor Cozby have the authority to purchase a sign. Mr. McGiboney
seconded the motion which passed unanimously.
Item2
Street signs were requested in the Norman edition. Mr. McGiboney made
the motion that two single street markers be put up for the two
streets being named OAK TRAIL nad SHADY LANE. This motion was seconded
by Mr. Dobecka and passed unanimously.
Item 3
Mayor Cozby read a letter from the Texas Power Light Company, which in-
formed the council that three street lights were requested for Howell
and Bullet Drive and also Coppell Road. These are 295 watt lights.
Mr. Harwell seconded the motion and it passed unanimously.
Item 4
There was discussion of insurance for the new police car. No
action was taken.
Item 5
Mayor Cozby read a letter from the City of Farmers Branch asking
if we would be interested in joining or participation in a state and
federal control organization. Mr. McGiboney made the motion that
we table this matter.
Mr. Harwell seconded this motion which passed unanimously.
Item 6
A letter was read from Minyards Food Store thanking our Mayor, Bill
Cozby, for his help on the Clerence Jones for Sheriff campaign.
Item 7
The North Texas Council of Governments Volunteer Regional Cooperate
Purchases Program sent the City a form to fill out giving them infor-
mation on our needs. They buy items in quanity, which makes it less
expensive for us. Mr. Wilson made the motion that the form submitted
be filled out and sent back to the North Texas Council of Govern-
ment. This motion was seconded by Mr. McGiboney and passed unanimously.
Item 8
Mr. Harwell made the motion that the petty cash be replinished. Mr.
Ruppel seconded this motion and it passed unanimously.
Item 9
A bid on fixing the roof of the City Hall was given. The bid was
$220.00 by the labor of Mr. Ward. Mr. Harwell made the motion that
the job be given to Mr. Ward. Mr. McGiboney seconded this motion
which passed unanimously.
Item 10
Mr. McGiboney made the motion to accept the Building Code Ordinance
#62 volume one of the 1970 edition. Mr. Ruppel seconded this motion,
which passed unanimously.
Mr. Ruppel made the motion to accept the Electrical Ordinance #60 of
the 1968 edition. Mr. Wilson seconded the motion and it passed
unanimously.
Mr. Harwel! made the motion to pass the Plumbing Code Ordinance #61
of the 1970 edition. This motion was seconded by Mr. Ruppel and
passed unanimously.
Mr. Harwell made the motion to pass the Fire Prevention Code Ordinance
#63 of the 1965 edition. This motion was seconded by Mr. McGiboney
and passed unanimously.

Mr. Wilson made the motion that the above bills be paid This
motion was seconded by Mr. Dobecka and passed unanimously.
Item 12
Mr. Ruppel reported on information he obtained concerning gas odor.
No action taken.
Item 13
Mr. A. P. Vanbebber asked the council permission to discontinue the
service of his water line that now services only one family. The
council agreed to go along with Mr. Vanbebbers idea.
Item 14
A request was made to remove the GOLDEN TRIANGLE and the BOB PARKER
sign which creates a blind spot in the intersection of Coppell Road
and Beltline. Mr. Wilson made the motion that these people be con-
tacted and told of this request. This motion was seconded by Mr.
Wilson and passed unanimously.
Item 15
Mr. Roy E. Grozier resume for City Manager was presented to the
council. No action was taken.
The meeting was adjourned.
