CM 1971-01-04-COUNTY OF DALLAS STATE OF TEXAS The Council of the City of Coppell, Texas, met in regular session January 4, 1971, with the following members present to-wit: W. T. Cozby, Mayor Jim McGiboney, Councilman Johnny Dobecka, Councilman Wheelice Wilson, Councilman Ted Ruppel, Councilman Bill Harwell, Councilman Constituting a quorum where among other proceedings had was the following: Minutes of December 21, 1970 were read and approved after two corrections. The insurance Mr. Harwell was looking into was to insure the two fire trucks, the ford and the international, and also the police car. Another correction was that the City Council of Coppell did not actually choose the Corps of Engineering Plan, but rather preferred the plan over the others pertaining to the construction of dikes in the Trinity. River. Item 1 There was a discussion on a raise for Mr. A. P. Vanbebber. At the present time Mr. Vanbebber receives $225.00 a month. His city job consists of reading the water meters of Coppell once a month, turning water on or off, and looking after the water and sewer systems. A councilman asked Mr. Vanbebber when he received his last raise. Mr. Vanbebber replied that he thought it had been two years ago since this last October. At this point another councilman stated that this pay was suited for that time two years ago, but due to the increase of living a raise should be given to him. There is a budget limit to the expenditures of the wa ter system and a suggestion was made that there be a study of the latest expenditures and also those of last year. This study would determine approximately what we could pay Mr. Vanbebber and still be within the limits. Mr. Wilson made the motion that this study be made and the matter be acted upon at the next meeting. This motion was seconded by Mr. Hatwell and passed Item 2 " Mayor Cozby read the resolution that was the proposed Corps of Engineer- ing Plan, "whereas, certain improvements had been proposed to control the flooding along the Elm Fork of the Trinity River." Mr. McGiboney made a motion to accept the resolution; Mr. Wilson seconded the motion and it carried 5-0. Item 3 There was another discussion for a new city manager. Some points that were brought out in the discussion are as follows: 1. Keep in mind city manager cannot hold two city offices. 2. How many city officials would still be needed after hiring a citv manager. 3. There is a need for more city manager applicants. 4. A good city manager might be someone who has served on a city council for a one or two year term. A suggestion was made that Mr. McGiboney and Mr. Ruppel be put on a committee to find some other city manager applicants. Mr. Wilson made a motion that the above suggestion be carried out; Mr. Harwell seconded the motion which passed 5-0. Item 4 F Mr. lynn or no other representative was present to give further de- tails on the mobile home situation. Mr. Harwell made the motion to table the matter. Mr. Wilson seconded the motion and it was passed 5-0 Item 5 There was a short discussion on a letter sent from our bookkeeper Mr. Burleson. Item 6 The following bills were presented for payment: Police-gasoline expense Sinclair-North Lake 28.04 Ralph Joiner 28.42 Fire Dept. Expense 8.00 Oxygen To Joe Cozby Store office supplies, gasoline, ~.~ gloves, mop ~ National Building Center Lewisville Leader 9.57 ( Ordinances #60, 61,62,63.) Secretarial Work Patty Dobecka 13.00 Peck Office Supply 17.01 Johnny Dobecka 55.00 (for labor and material on repair of manholes) A. P. Vanbebber (for labor) 205,00 Fire Chief Magazine 7.50 Clarence Jones for prisoner 15.00 Bowles & Eden 2.40 Mr. Wilson moved that the above bills be paid. Mr. McGiboney seconded the motion and it was passed 5-0. Item 7 Mr. A. P. Vanbebber submitted,a letter for Mayor Cozby to sign. This letter was a request for the rebuilding of Park Street in Coppell, Texas. The letter was signed. Item 8 Mr. Scott discussed with the council paying the County Sheriff. The meeting was adjourned. Cozby, Mayor Passed and approved this 4th day of January ,1971- Patty Dobecka, Secretary A RESOLUTION WHEREAS, CERTAIN IMPROVEMENTS HAVE BEEN PROPOSED TO CONTROL THE FLOODING ALONG THE ELM FORK OF THE TRINITY RIVER, and WHEREAS, studies by the Corps of Engineers provide for a 1,000-foot wide channel and levee system, and WHEREAS, subsequent studies by Marvin Springer on behalf of the City of Dallas Park Board provide for a 3,000-foot levee system, and WHEREAS, THE City Council of the City of Coppell has considered aspects of both plans with respect to economic conditions, open spaces, and cost sharing by'local entities~ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coppell, Texas, that the plan as proposed by the Corps of Engineers is prefered on that portion of the improvement within the City of Coppell.
