The Council of the City of Coppell,TeXas, met in regular session
February 15, 1971 with the foll. owing members present to-wit: W. T. Co zby, Mayor
Johnny Dobecka, councilman
Wheelice Wilson, councilman
Bill Harwell, councilman
Ted Ruppel, councilman
constituing a quorum, where among other proceedings had was the following:
The minutes of the last meeting Februaryl, 1971 were read, and a motion
was made by Mr. Harwell that the minutes be approved; Mr. Wilson second-
ed the motion and it passed 4-0.
Item 1
Mrs. Miller, living in the Parker addition, made a complaint on sewer
odor. In considering she was the only resident on the street, Mr.
Vanbebber told her she could not get receive any relief until more
houses were built on that street.
Item 2
Mayor cozby informed the council that our attorney revised the contract
concerning the water line from Carrollton to Coppell. The council
discussed the revised contract, and did not feel that it was exactly
what it could be, and requested that it go back to our attorney and
see if any changes could be made.
Item 3
Mr. Staten wanted water tapped to Lucky Corner. If a line was tapped
it would have to be not less than a six inch. There are not, however,
enough residence there so not enough revenue would be collected from
Lucky Corner. The council felt that a city sales tax election would
have to help us pay for this project No further action was taken.

Mr. Cozby informed the council the house numbers had been set up for
Lot Lane.
Item 5
Mr. Burleson, our bookkeeper, sent in his salary statement. The council
wanted to go back and check what the city has paid him to this point.
Item 6
The council requested Mr. Glen'A. Moores'presence at the next meeting
to make him a salary offer for the remaining of the year. Mayor Cozby
agreed that he would contact Mr. Moore.
Item 7
· Mr. Harwell made a motion to pay Bryans's in Coppell for repair of the
dent in the police car. Mr.' Wilson seconded the motion and it passed
4-0.
Item 8
The new owner of Mr. Thweats home requested a moving permit. Mr, Wilson
made a motion to grant the permit on condition that the brick is put
back on. Mr. Ruppel seconded the motion and it passed 4-0.
Item 9

Mayor ozby read a letter application from Explorer Pipe Line,for a per-
mit to install a pipe line from Ester to Bethel Road. No action was taken.
Iem 10
Mr. Vanbebber requested from the council some advice on how to tap onn
to seven houses in the Parker addition. In this addition the street
constrUction has been completed. The council suggested to go across,
and preferably to push under.
Mr. Vanbebber, also, brought up the subject that it would be good
public relations to repair our on streets when cutting across to
put in lines. He suggested a coal mixture for the patching.
